Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Monday, December 12, 2016 6:00 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works & Environmental Minutes December 12, 2016 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 6:10 PM. 2.0 Roll Call Brian Jack, Utilities Superintendent, Village of Lombard Present 8 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., and Robert Bachner 3.0 Public Participation 4.0 Approval of Minutes A motion was made by John Kaforski, seconded by Joe Glazier, Jr., that the minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 160496 FY2016 Sewer Lining, Final Balancing Change Order No. 2 Reflecting a decrease to the contract with Insituform Technologies USA, LLC in the amount of $984.20. (DISTRICTS - ALL) A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 160497 FY2016 Sidewalk, Curb & Driveway Restoration, Final Balancing Change Order No. 1 Reflecting a decrease to the contract with Strada Construction in the amount of $24,124.44. (DISTRICTS - ALL) A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 160498 FY2016 Concrete Rehabilitation & Utility Cuts Patching, Final Balancing Change Order No. 1 Reflecting a decrease to the contract with Triggi Construction in the amount of $17,630.17. (DISTRICTS - ALL) A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 160503 FY2016 Asphalt Paving & Patching Program, Final Balancing Change Order No. 2 Village of Lombard Page 1 Public Works & Environmental Minutes December 12, 2016 Concerns Reflecting a decrease to the contract with G.A. Paving LLC in the amount of $222,919.04. (DISTRICTS - ALL) Bachner: why was the reduction so large? Goldsmith: explained the significant changes that caused this reduction. A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed an unanimous vote. 160509 IL Route 53 Storm Water Pump Station, Change Order No. 1 Reflecting an increase to the contract with Rausch Infrastructure in the amount of $127,692.68. (DISTRICT #1) Kaforski: asked for more explanation. Goldsmith: reviewed the change order with the committee members. Further discussion took place. A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 7.0 Other Business Kuehl: Madison and 53 looks great - when will signal be installed? Goldsmith: in the Spring. Glazier: are there any precautions taken with the Brine Spreader? Goldsmith: yes. Bachner: questioned our water quality - has had conversations with Tropi-quatics about fish dyeing. Goldsmith: haven't heard of this. Water Quality Report is out on the Village Website. 8.0 Information Only 160460 SL-RAT Acoustic Pipeline Monitoring & Assessment Project Staff recommendation that the Public Works Committee support this technology and future program when presented to the Village Board in 2017. This Item was moved to first Item on the Agenda. Brian Jack, Utilities Superintendent, in attendance to review this Item with the committee. Jack: played short video for the committee members of the SL-RAT (Sewer Line - Rapid Assessment Tool). Discussion ensued during the presentation. Jack: reviewed reports that are generated by the system. Ware: this is more preventative correct? Jack: yes. Goldsmith: will allow significantly reduced costs for sewer televising program. Discussion regarding costs/who will perform the work, etc. took place. Goldsmith: just wanted to make committee aware of this and you will be seeing more of these type of programs down the line. 9.0 Adjournment Village of Lombard Page 2 Public Works & Environmental Minutes December 12, 2016 Concerns A motion was made by Joe Glazier, Jr., seconded by John Kaforski, that the meeting be adjourned at 7:03 PM.
