Meeting called to order by Chairperson Ware at 7:00 PM.

A motion was made by Joe Glazier, Jr., seconded by Allen Hennig, that the 3
sets of minutes be approved . The motion passed by an unanimous vote.

170494 Feedback on Facebook for the Village of Lombard
Comments from residents from the October 14-15, 2017 rain event.
Dave Gorman reiterated to the committee how all of the storm water
improvements have made such a positive difference in the Village.
Ware: thanked committee members and staff due to the fact that they
have been so instrumental in making these changes possible. Glazier:
proof right here that paying for money for improvements actually makes a
difference!
170476 North Broadway Interim Pump Station and Force Main, Change
Order No. 2
Reflecting an increase to the contract with Glenbrook Excavating and
Concrete, Inc. in the amount of $154,742.59. (DISTRICT #5)
Gorman: reviewed the change order with the committee members
present. Discussion ensued.
A motion was made by Arthur Kuehl, seconded by Mark Dvorak, that this
Resolution be recommended to the Board of Trustees for approval. The
motion passed by an unanimous vote.
170483 IL Route 53 Storm Water Pump Station, Change Order No. 4
Reflecting an increase to the contract with Rausch Infrastructure LCC in
the amount of $313,156.19. (DISTRICT #1)

Concerns
Gorman: reviewed the change order with the committee members
present. Dvorak: questioned an item on the Change Order regarding
the Rebar Cage. Gorman: explained the need for the Cage. This item
was omitted from the original bid documents.
A motion was made by Mark Dvorak, seconded by Allen Hennig that this
Resolution be recommended to the Board of Trustees for approval. The
motion passed by an unanimous vote.
170487 Roosevelt & Finley Intersection Improvements, Change Order No.
2
Reflecting a decrease to the contract with Alliance Contractors in the
amount of ($5,528.66). (DISTRICT #2)
Gorman: reviewed the change order with the committee members
present. Ware: when will we see the completion with the signal
installed? Gorman: we are told that it should be substantially completed
by beginning of December. Glazier: questioned the repair of some
areas? Gorman: will check into this and make sure the sidewalk area in
question is up to par.
A motion was made by Joe Glazier, Jr., seconded by Arthur Kuehl, that this
Resolution be recommended to the Board of Trustees for approval. The
motion passed by an unaimous vote.
170493 NPDES Services Agreement with DuPage County
Staff recommends that the Committee recommend the Agreement to the
Village Board of Trustees. (DISTRICTS - All)
Gorman: should read NPDES. No cost to the Village at all. No risk to
this. Glazier: so it is their people doing the work correct? Gorman: yes.
Further discussion ensued.
A motion was made by Allen Hennig, seconded by Mark Dvorak, that this
Resolution be recommended to the Board of Trustees for approval . The
motion passed by an unanimous vote.
170497 Mosquito Control Contract
Staff recommends that the Public Works & Environmental Concerns
Committee recommend that the Village Board of Trustees waive bids
and approve a contract with Clarke Environmental Mosquito
Management in the amount of $88,710.00 per year for mosquito control
services for 2018 and 2019 with an option to extend for 2020. Public Act
85-1295 does not apply. (DISTRICTS - ALL)
Gorman: reviewed this item with the committee members present.

Resolution be recommended to the Board of Trustees for approval . The

Glazier: manhole cuts on Fairfield, Wilson to Central - seem really high.
Gorman: will look into it and get back to you.

170495 Sidewalk Saw Cutting Program
News Release dated October 19, 2017 regarding Lombard's Sidewalk
Cutting Program that addresses uneven sidewalks.
Chairperson Ware requested that this item be placed on the agenda this
evening. Gorman: reviewed the memo/press release with the committee
members present. Dvorak: was at the original presentation of the
machine - gave feedback on the process. Ware: how many did we do
this year? Gorman: about 100 to 120. Ware: contracted for 120 but
completed around 140. Gorman: we also have our own grinder that we
can use, it just takes us a longer time. Further discussion ensued.
170496 2017 Mosquito Management Program Annual Service Report
Created by Clark Environmental Mosquito Management, Inc.
Gorman: just information only - goes into further detail about mosquitoes
and mosquito abatement.

Motion was made by Arthur Kuehl, seconded by Mark Dvorak that the meeting
be adjorned at 7:44 PM. The motion passed by an unanimous vote.
