Meeting called to order at 7:00 PM by Chairperson Ware.

A motion was made by Mike Kuderna, seconded by Robert Bachner, that the
minutes be approved . The motion passed by an unanimous vote.
Aye: 8- Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, Joe
Glazier Jr., Robert Bachner, and Allen Hennig
Abstain: 1- David Arnold
5.0 Unfinished Business
180401 Text Amendments to Chapter 97 of the Village Code - Snow
Clearing Regulations
Staff is forwarding the proposed regulations to the PW/ECC for
consideration and a recommendation to the Village Board for approval of
the proposed amendments to Chapter 97 of the Village Code pertaining
to snow clearing obligations. (DISTRICTS - All)
Goldsmith: Reviewed item with committee members. Kaforski: still
concerned about the crosswalks. Glazier: if there is a way to keep some
of the snow from the crosswalk area they can try to do that.
A motion was made by David Arnold, seconded by John Kaforski, that this
Ordinance be Recommended to the Village Board of Trustees for approval.
The motion passed by an unanimous vote.
5.0 New Business
180423 North Broadway Interim Pump Station and Force Main, Final
Balancing Change Order No. 4
Reflecting an increase to the contract with Glenbrook Excavating and
Concrete, Inc. in the amount of $67,269.08. (DISTRICT #5)
A motion was madeby Joe Glazier, Jr., seconded by Arthur Kuehl, that this
Resolution be Recommended to the Board of Trustees for approval. The
motion passed by an unanimous vote.

Concerns
180435 Request for Variation - Backyard Drainage Grant
Given the the information presented by the pending applicant, staff
recommends the requested deviation in the funding level from the grant
program.
Goldsmith: large packet for small issue. Reviewed the item with the
committee. Ware: owner on Maple and Chase gave their approval?
Goldsmith: according to the voicemail I received this morning. Arnold:
has been going on for 20 years that I know of. Is there a restricter on
there? Goldsmith: not worried about the amount of water going into
there. Glazier: are all 12 property owners splitting the cost equally?
Goldsmith: that is not something that is required per the grant. Dvorak:
same question. Goldsmith: we reimburse them and it is up to them who
pays what portion. Kaforski: questioned the maintenance of the
drainage pipes. Goldsmith: each resident maintains the portion on their
property. Arnold: specify that it is 12 or more properties.
A motion was made by David Arnold, seconded by Mike Kuderna, that this
Request be recommend to the Board of Trustees for Approval . The motion
passed by an unanimous vote.
180437 Solid Waste Contract - Proposed Second Amendment
Staff recommends that the Committee recommend the Contract
Amendment for the Village Board of Trustees consideration.
Gorman: 2nd amendment. The bulk of this amendment is the elimination
of the free brush pickup beginning next year. Brush pickup begins the
first full week in April. Arnold: I think $2.35 is an odd number. Dvorak:
still have free leaf pickup? Gorman: yes. Bachner: Xmas trees free?
Gorman: yes.
A motion was made by Robert Bachner, seconded by John Kaforski, that this
Resolution be recommended to the Board of Trustees for approval. The
motion passed by an unanimous vote.
7.0 Other Business

180436 Tree Removal/Diseases and Replacements
Requested by Committee at September 2018 meeting.
Goldsmith: Report that was requested by committee at the last meeting.
Kaforski: curious as to how many trees are being replaced compared to
how many are being removed. Goldsmith: Goal is one to one. I will get
you a percentage. Will email out to the committee this week.
