David Arnold arrived at 7:09 PM. 2.0 Roll Call Present 9 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Robert Bachner, and Allen Hennig 3.0 Public Participation Stefanie Scarlatis 364 E 16th Place, Lombard, IL 60148 Geirge Scarlatis 364 E 16th Place, Lombard, IL 60148 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by Allen Hennig, that the minutes be approved. The motion passed by an unanimous vote. 5.0 Ratification 180483 2018 Crack Sealing Program, Final Balancing Change Order No. 1 Reflecting a decrease to the contract with Denler, Inc. in the amount of -$31,228.75. (DISTRICTS - ALL) A motion was made by Arthur Kuehl, seconded by Robert Bachner, that this Resolution be Ratified. The motion passed by an unanimous vote. 6.0 Unfinished Business 7.0 New Business 190093 Security Camera and Access Control, Change Order No. 1 Reflecting an increase to the contract with Imperial Surveillance, Inc. in the amount of $46,783.09. (DISTRICTS - ALL) Ware asked Goldsmith to explain the change order process to Stefanie and George. Goldsmith: explained what a change order is and how the process works. Goldsmith: reviewed the change order with committee members. Discussion ensued. A motion was made by John Kaforski, seconded by Mike Kuderna, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unaimous vote. 190096 Central Pressure Adjusting Station Improvements, Change Order No. 3 Village of Lombard Page 1 Public Works & Environmental Minutes February 12, 2019 Concerns Reflecting an increase to the contract with JJ Henderson & Son in the amount of $88,246.62. (DISTRICT #4) Goldsmith reviewed the change order with the committee members. Discussion ensued regarding Engineering services and culpability. A motion was made by John Kaforski, seconded by Mike Kuderna, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190099 Water Meter Replacement Program, Change Order No. 3 Reflecting an increase to the contract with Water Resources, Inc. in the amount of $1,017.50 and an extension of contract length of 90 days. (DISTRICTS - ALL) Goldsmith reviewed the change order with the committee members. Bachner: any issues with meters/people responding? Goldsmith: 6.8 of people are not responsive. System is running well. A motion was madeby John Kaforski, seconded by Mike Kuderna, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 8.0 Other Business Goldsmith informed committee members that there will be a joint meeting regarding Water & Sewer Rate Study with the Finance Committee on 4/22/19. 9.0 Information Only 190103 Changes to Surface Treatment Program (STP) Forthcoming changes to the manner in which the Federal government provides opportunities for funding to municipal units of government for roadway improvements/maintenance. Goldsmith: reviewed changes with committee members. Discussion ensued regarding "Green Infrastructure". 10.
