Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, June 11, 2019 7:00 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes June 11, 2019 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Present 8 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., and Robert Bachner Absent 1 - Allen Hennig 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by David Arnold, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 190197 Amendment to Village Board Policy 6.C. - Street Lighting Policy Recommendation from staff to amend Village Board Policy 6.C. regarding street lighting, to incorporate changes to IDOT specifications and identify specific manufacturers and products for applications in Lombard. (DISTRICTS - ALL) Goldsmith reviewed this item with the committee members. Discussion ensued. A motion was made by John Kaforski, seconded by Arthur Kuehl, that this Request be recommend to the Board of Trustees for Approval. The motion passed by an unanimous vote. 190223 Water Meter Replacement Program, Final Balancing Change Order No. 4 Reflecting a decrease in the amount of $270,590.00 to the contract with Water Resources, Inc. Goldsmith reviewed the change order with the committee members. Discussion ensued regarding the new meters. A motion was made by Joe Glazier, Jr., seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for Approval. The motion passed by an unanimous vote. 190227 Traffic Signal at Finley Road & Oak Creek Drive, Change Order No. 1 Village of Lombard Page 1 Public Works & Environmental Minutes June 11, 2019 Concerns Approving a time extension of 42 calendar days to the contract with Home Towne Electric. (DISTRICTS #2 & #3) Goldsmith reviewed the change order with the committee members. A motion was made by David Arnold, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for Approval. The motion passed by an unanimous vote. 190232 Central Pressure Adjusting Station Improvements, Change Order No. 5 Reflecting an increase to the contract with JJ Henderson & Son in the amount of $10,085.11. (DISTRICT #4) Goldsmith reviewed the change order with the committee members. A motion was made by John Kaforski, seconded by Mike Kuderna, that this Resolution be recommended to the Board of Trustees for Approval. The motion passed by an unanimous vote. 190241 Request for Ordinance Changes To add new charges for a Water Meter Reading Device Opt-Out Program Goldsmith reviewed the ordinance changes to add new charges for a Water Meter Reading Device Opt-Out Program. Probably less than a dozen homes that will have this option. Discussion ensued. A motion was made by Robert Bachner, seconded by David Arnold, that this Ordinance on First Reading be recommended to the Board of Trustees for Approval . The motion passed by an unanimous vote. 190242 Sidewalk Extension Request Resident residing in 400 Block of E. View. Staff recommends that the Village not proceed with the survey seeking the sidewalk expansion at this time. Staff also recommends that continued emphasis be placed on maintaining the existing infrastructure, rather than expanding the network. Goldsmith gave a brief history of this item. Committee concurred with staff recommendation. 7.0 Other Business Kaforski: are we catching up with the street repairs for water main./sewer digs? Goldsmith: Yes we are. Kaforski: also tree stumps? Goldsmith: yes actually had to hire a second contractor. Arnold: new house 434 E. Washington forced to have retention? They are pumping constantly. Ware: that would be Community Development. Arnold: already spoke with you about an additional inlet on Edgewood. I know you said no but I still feel like an addition inlet is necessary. Kaforski: can you send us a copy of the sewers that are separated please? I Village of Lombard Page 2 Public Works & Environmental Minutes June 11, 2019 Concerns believe you have it on a PDF. Goldsmith: yes. Arnold: May rain totals were very high - did the system handle it and how much more could it possibly handle? Goldsmith: System did very well, only had one incident where the system could not handle the amount coming in. 8.0 Information Only Ware: complimented staff on the great job with Rebuild Illinois Capital Bill. 9.0 Adjournment A motion was made by David Arnold, seconded by Arthur Kuehl, that this meeting be adjourned at 7:44 PM.
