Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, August 13, 2019 7:00 PM Public Works Front Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes August 13, 2019 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Tim Sexton, Director of Finance for Village of Lombard Present 9 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Robert Bachner, and Allen Hennig 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by David Arnold, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 190314 Central Pressure Adjusting Station Improvements, Change Order No. 6 Reflecting an increase to the contract with JJ Henderson & Son in the amount of $20,393.20. (DISTRICT #4) Goldsmith: reviewed the change order with the committee members. A motion was made by John Kaforski, seconded by David Arnold, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190350 Snow Plow Operational Changes A resident request to modify the manner in which the Village plows snow on roadways that have open space on one side of the road and residential properties on the other side. Item removed from the agenda and will be addressed by staff with residents. 190351 Solid Waste Contract, Proposed Third Amendment A staff recommendation to approve a third amendment to the contract with Waste Management, as well as the appropriate Village Code, to authorize a new fee for contaminated recyclables for business, industrial and multi-family building customers. Goldsmith reviewed this item with the committee. Discussion ensued Village of Lombard Page 1 Public Works & Environmental Minutes August 13, 2019 Concerns regarding "what is recyclable" and further education regarding why certain things are not recyclable - i.e. pizza boxes because of the food particles on them. Possibly have stickers to put on dumpsters and cans as to what is recyclable. A motion was made by Arthur Kuehl, seconded by Mark Dvorak, that this Ordinance be Recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 7.0 Other Business 190324 2020 Budget Overview - Presentation Review and discussion regarding the Village of Lombard proposed 2020 Budget. Item taken out of order (moved to first item on Agenda). Sexton presented the Budget Overview to the committee. Discussion ensued regarding Home Rule. 8.0 Information Only 9.0 Adjournment Motion made by Joe Glazier, Jr., seconded by David Arnold to adjourn the meeting at 8:01 PM.
