A motion was made by Mark Dvorak, seconded by Arthur Kuehl, that the
minutes be approved . The motion passed by an unanimous vote.

210055 FY2020 Driveway Apron, Curb and Sidewalk Restoration Program,
Final Balancing Change Order No. 2

Concerns
Reflecting an increase to the contract with Globe Construction in the
amount of $5,556.64. (DISTRICTS - ALL)
A motion was made by John Kaforski, seconded by Arthur Kuehl, that this item
be ratified. The motion passed by an unanimous vote.
7.0 New Business
200122 Ordinance Amending Section 51.02 of the Lombard Village Code
Staff recommendation to approve an amendment to Section 51.02 of the
Lombard Village Code to allow for the use of irrigation wells for the
purpose of landscape irrigation on properties zoned CR Conservation
Recreation in excess of 25 acres. Staff requests a waiver of first reading.
(DISTRICT ALL)
Goldsmith reviewed the item with the committee Discussion ensued.
A motion was made by John Kaforski, seconded by Mike Kuderna, that this
Request be recommended to the Board of Trustees for approval. The motion
passed by an unanimous vote.
210059 Community Solar Clearinghouse Solution Program
Staff recommends that the Committee vote to recommend this program
to the Board of Trustees.
Goldsmith: reviewed this item with the committee members. Explained
how the Community Solar Clearinghouse Solution (CS2) program is
beneficial to our residents. Presented a PowerPoint to the members.
The Village does not incur any costs for this program being offered to our
residents. Goldsmith introduced Cynthia Segura from Metropolitan
Mayors Caucus.
Bachner: is there a limited number of residents that can participate?
Goldsmith: No, but it is a first come first serve program.
Kaforski: private companies, just like the other ones that do this for
NICOR, COMED etc. So the Village is endorsing this program/company,
which bothers me.
Goldsmith: this is on a voluntary basis.
Kuehl: if I have my electric service through another company besides
COMED am I allowed to participate in this program?
Segura: my understanding is that yes, you can.
Glazier: how were the companies chosen?
Goldsmith: MMC reached out to companies and reviewed them/no
politics involved.
Further discussion ensued.
Bachner: residents can opt out at any time?
Segura: yes.
Dvorak: Will it just be one bill from COMED?
Segura: you will receive 2 bills - one from COMED and one from the

program manager.
Hennig: will the Village benefit if no residents sign up?
Goldsmith: we do not benefit from this program beyond facilities that we
would sign up to participate in the program.
Dvorak: how does COMED benefit from this program?
Goldsmith: they are required to participate in some of these programs.
COMED is in the business of distribution.
A motion was made by Arthur Kuehl, seconded by Mark Dvorak, that this
Resolution be recommended to the Board of Trustees for approval. The motion
carried by the following vote:
Aye: 7- Arthur Kuehl, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr.,
Robert Bachner, and Allen Hennig
Nay: 1- John Kaforski
Absent: 1- Bill Ware
210062 PC 21-09: Text Amendment to Chapter 154 of Village Code - Fees
in lieu of public improvements and public improvements in ROW's
not controlled by the Village of Lombard
These amendments will address developer construction improvement
requirements and obligations within public rights-of-way. (DISTRICTS -
ALL)
Goldsmith: reviewed this item with the committee members. Heniff:
gave some examples to the committee members.
A motion was made by Joe Glazier, Jr., seconded by Arthur Kuehl, that this
Request be recommended to the Plan Commission and Board of Trustees for
Approval . The motion passed by an unanimous vote.
8.0 Other Business
Goldsmith gave the committee updates on current happenings in
Public Works and future projects.
Kuehl: are we pre-treating roads prior to snowstorms? Goldsmith: the
storms this year have not been conducive to pre-treating, but we still
have the capability of doing it.

Concerns
NOTICE IS HEREBY GIVEN THAT THE PUBLIC WORKS AND ENVIRONMENTAL
CONCERNS COMMITTEE WILL HOLD A MEETING ON TUESDAY, FEBRUARY 9,
2021, AT 7:00 P.M. REMOTELY VIA A VIRTUAL MEETING PLATFORM NOTICE OF
MEETING MODIFICATION DUE TO COVID-19.
In light of the Disaster Declaration issued by the Governor of the State of Illinois relative
to the COVID-19 pandemic, the Chairman of the Public Works and Environmental
Concerns Committee has determined that an in-person meeting of the Committee, or a
meeting conducted under the Open Meetings Act requirements, relative to a quorum of
the members of the Public Works and Environmental Concerns Committee having to be
physically present at a meeting when some members of the Public Works and
Environmental Concerns Committee are participating remotely, is not practical or prudent
because of the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and modified
by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52, 2020-55, 2020-59,
2020-71 and 2020-74 which suspend the requirement of the Illinois Open Meetings Act
requiring in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Committee may attend and
participate in the meeting remotely through a virtual meeting platform. Physical
attendance at this public meeting will be restricted and residents are invited view and
participate remotely through the means offered below.
Public comments may be submitted in advance of the meeting on the Village website at
www.villageoflombard.org/publiccomment, via email to publicworks@villageoflombard.org
or by calling and leaving a voicemail at (630) 620-5740. The Village requests that written
comments be submitted to the Village by 4:00 p.m. on Tuesday, February 9, 2021.
Notwithstanding this request, all written comments received before the public comment
portion of the agenda will be read into the public meeting record.
Individuals who wish to speak during the live meeting, or wish to listen to the meeting
remotely online or by telephone should contact the Village by 4:30 p.m. on Tuesday,
February 9, 2021 by calling (630) 620-5740, on the Village website at
www.villageoflombard.org/publiccomment or via email to
publicworks@villageoflombard.org. Individuals who sign up to speak during the meeting
or participate remotely online or by telephone by 4:30 p.m. on Tuesday, February 9, 2021
will receive information about how to join the meeting by e-mail or phone, based upon
their request, after the sign-up time ends.
The physical attendance restrictions in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing and the
need to maximize residential self-isolation to slow the spread of COVID-19 to the
greatest extent possible.
