Meeting called to order by Chairperson Ware at 7:00 PM.

A motion was made by Mike Kuderna, seconded by Allen Hennig to approve
the minutes from the February 2021 meeting. The motion passed by an
unanimous vote.

210077 Amendment to Village Board Policy 6.C. - Street Lighting Policy
The amendments provide clarification for maintenance of non-compliant
street lights, incorporates changes to lighting standards for arterial
roadway lighting, and identifies specific manufacturers and products for
application in Lombard. (DISTRICT - ALL)
Goldsmith: reviewed this item with the committee members present.
Spoke to the 3 major changes being brought forth to the committee for
review and consideration. (Typo on Page 30 which Goldsmith will
correct prior to item going forward to the Village Board for approval)
Discussion ensued with committee members. Arnold: is there a
warranty on the LED light head? Goldsmith: at most the warranty is a
year. They are relatively inexpensive.
A motion was made by Mike Kuderna, seconded by Mark Dvorak, that this
Request be recommended to the Board of Trustees for approval. The motion
passed by an unanimous vote.
210087 FY2021 Asphalt Paving Program RM PROG 48
The Engineering Division, in collaboration with the Streets Division, is
recommending these streets to be improved as parts of the 2021 Asphalt
Paving Program. The targeted letting date for this project is April 2,

Goldsmith: reviewed the item with the committee members present.
Memo includes the recommended streets to be improved as part of the
2021 Asphalt Paving program. Explained the process of how and why
certain roads are chosen. Discussion ensued. The committee
unanimously concurred with the recommendations.
210088 FY 2021 Concrete Rehabilitation Program RM PROG 49
The Engineering Division, in collaboration with the Streets Division, is
recommending the streets in the memo to have more substantial panel
replacement as part of the 2021 Concrete Rehabilitation program.
(Districts ALL)
Goldsmith: reviewed the item with the committee members. Memo
includes the streets recommended to have substantial panel replacement
as part of the 2021 Concrete Rehab program. One addition, due to 3
water main breaks, is Harding between Charlotte and Main St.
Discussion ensued. Kuderna: any main breaks on Roosevelt Rd. this
winter where the lining was installed? Goldsmith: none.
Committee unanimously concurred with the recommended streets in the
memo.

Chairperson Ware thanked the committee members for there service
throughout the years. The April meeting will be his last meeting as he is
no longer going to be a trustee. For April meeting he will bring in pizza to
show his gratitude. Pizza will be at 6:00 PM.

A motion was made by Arthur Kuehl, seconded by Robert Bachner, that this
meeting be adjourned at 7:37 PM. The motion passed by an unanimous vote.

NOTICE IS HEREBY GIVEN THAT THE PUBLIC WORKS AND ENVIRONMENTAL
CONCERNS COMMITTEE WILL HOLD A MEETING ON TUESDAY, FEBRUARY 9,
2021, AT 7:00 P.M. REMOTELY VIA A VIRTUAL MEETING PLATFORM NOTICE OF
MEETING MODIFICATION DUE TO COVID-19.
In light of the Disaster Declaration issued by the Governor of the State of Illinois relative
to the COVID-19 pandemic, the Chairman of the Public Works and Environmental
Concerns Committee has determined that an in-person meeting of the Committee, or a
meeting conducted under the Open Meetings Act requirements, relative to a quorum of
the members of the Public Works and Environmental Concerns Committee having to be
physically present at a meeting when some members of the Public Works and
Environmental Concerns Committee are participating remotely, is not practical or prudent
because of the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and modified
by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52, 2020-55, 2020-59,
2020-71 and 2020-74 which suspend the requirement of the Illinois Open Meetings Act
requiring in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Committee may attend and
participate in the meeting remotely through a virtual meeting platform. Physical
attendance at this public meeting will be restricted and residents are invited view and
participate remotely through the means offered below.
Public comments may be submitted in advance of the meeting on the Village website at
www.villageoflombard.org/publiccomment, via email to publicworks@villageoflombard.org
or by calling and leaving a voicemail at (630) 620-5740. The Village requests that written
comments be submitted to the Village by 4:00 p.m. on Tuesday, March 9, 2021.
Notwithstanding this request, all written comments received before the public comment
portion of the agenda will be read into the public meeting record.
Individuals who wish to speak during the live meeting, or wish to listen to the meeting
remotely online or by telephone should contact the Village by 4:30 p.m. on Tuesday,
March 9, 2021 by calling (630) 620-5740, on the Village website at
www.villageoflombard.org/publiccomment or via email to
publicworks@villageoflombard.org. Individuals who sign up to speak during the meeting
or participate remotely online or by telephone by 4:30 p.m. on Tuesday, March 9, 2021
will receive information about how to join the meeting by e-mail or phone, based upon
their request, after the sign-up time ends.
The physical attendance restrictions in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing and the
need to maximize residential self-isolation to slow the spread of COVID-19 to the
greatest extent possible.
