A motion was made by Mike Kuderna, seconded by Robert Bachner, that the
minutes be approved. The motion carried by the following vote:

210096 Ordinance Amending Title 9, Chapter 99 - Street Trees
A motion was made by Arthur Kuehl, seconded by Robert Bachner, that this
Ordinance on First Reading be recommend to the Board of Trustees for
Approval. The motion carried by the following vote:
Aye: 4- Arthur Kuehl, Mark Dvorak, Mike Kuderna, and Robert Bachner
Nay: 3- John Kaforski, Joe Glazier Jr., and Allen Hennig
Absent: 1- David Arnold
210117 April Meeting Item #2 - Downtown Sidewalks Concept Plan
Staff recommends that PW/ECC support the current project direction as
shown by the project plan.
Goldsmith: reviewed this item with the committee members present.
Asked for comments from the committee members. Discussion ensued
regarding the plan. The committee supports the current project direction.

Ware: thanked Patty for her years of service to the committee. This is
his last meeting. Hopefully Bob Bachner will be taking over as chairman.
It has been a pleasure working with all of you on this committee. I thank
Carl for all of his hard work. I say to this committee - you all have
experience and knowledge - everyone is unique with a lot of talents.
Kaforski: It's been fun Bill. Goldsmith: thanked Bill for being such a
great trustee and for the commitment that he made to allowing Public
Works to do our job.

Storm Wrap up - Goldsmith:
2020-2021 Snow Season Review:
· 20 Storms (17 last season)
· 37.5 inches of snow fall (20.3” last season)
· 3,271 tons of salt used (2,318 tons used last season)
· 4,360 labor hours by 38 employees (2265 by 39 employees last season)
· 40,000 gallons of calcium chloride used (27,000 gallons last season)
· 3 times went to shift operations (no shifts last season)
· 3 times windrow removal operations were needed (no windrow removal
last season)
· Cost (labor, equipment, materials, contractors) $906,000 ($435,000 last
season)
February (1-24 to 2-21):
· 11 Storms
· 28.3 inches of snow fall
· 2,2215 tons of salt used
· 3 shifts
· 3207 labor hours
· 3 windrows removed
· Cost (labor, equipment, materials, contractors) $653,000
(75% of the season cost)
· 3,500 gallons more Diesel used than February 2020
· Out of 30 days 23 days required snow removal work
Issues this season:
· 819 E St. Charles Rd. the building is very close to the roadway and snow

and slush get thrown onto it when plowing. Also, the snow from this
buildings parking lot has been plowed into the roadway on St. Charles
and piled on Highland.
· 25 W Morris dead end snow was plowed up to the retaining wall blocking
access to driveway on multiple occasions
· COVID created some challenges with communicating a consistent
message to the entire group of drivers, but overall the group was able to
all work together at the task at hand
· There was a large amount of snow on the ground for all of February and it
became difficult to get the snow off the roads and find places to stack it
· The amount of snow also resulted in a lot of mail box damages (close to
100 knockdowns). The 8+ inch snow storm accounted for the majority of
the mailbox damage
· Slightly more plow damage this season, but much of that can be
attributed to the excessive amount to snow and time plowing
· Plowing speeds needs to slow down, drivers need to pay closer attention
to the conditions and adjust speed accordingly
Highlights of the season:
· Employees performed well
o No issues with finding drivers to work
o Long hours were put in with little to no drop off in performance
or quality of the work
o Over all the quality and efficiency of the work was outstanding
this season
o Employee comprehension of the goals of the snow plan seemed
to increase this season
· The 10-truck route worked well and showed to increase efficiency
· Much better attention was given to making the required pass through
courts when opening up the areas, this focus must me kept in the coming
seasons
· Despite the COVID challenges and really difficult February weather there
wasn’t any major issue throughout the season
· Communication with the union related to shifts was very good, the
updated shift plan and pay rates for shifts has made shift operations
much easier

NOTICE IS HEREBY GIVEN THAT THE PUBLIC WORKS AND ENVIRONMENTAL
CONCERNS COMMITTEE WILL HOLD A MEETING ON TUESDAY, APRIL 13, 2021,
AT 7:00 P.M. REMOTELY VIA A VIRTUAL MEETING PLATFORM NOTICE OF
MEETING MODIFICATION DUE TO COVID-19.
In light of the Disaster Declaration issued by the Governor of the State of Illinois relative
to the COVID-19 pandemic, the Chairman of the Public Works and Environmental
Concerns Committee has determined that an in-person meeting of the Committee, or a
meeting conducted under the Open Meetings Act requirements, relative to a quorum of
the members of the Public Works and Environmental Concerns Committee having to be
physically present at a meeting when some members of the Public Works and
Environmental Concerns Committee are participating remotely, is not practical or prudent
because of the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and modified
by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52, 2020-55, 2020-59,
2020-71 and 2020-74 which suspend the requirement of the Illinois Open Meetings Act
requiring in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Committee may attend and
participate in the meeting remotely through a virtual meeting platform. Physical
attendance at this public meeting will be restricted and residents are invited view and
participate remotely through the means offered below.
Public comments may be submitted in advance of the meeting on the Village website at
www.villageoflombard.org/publiccomment, via email to publicworks@villageoflombard.org
or by calling and leaving a voicemail at (630) 620-5740. The Village requests that written
comments be submitted to the Village by 4:00 p.m. on Tuesday, April 13, 2021.
Notwithstanding this request, all written comments received before the public comment
portion of the agenda will be read into the public meeting record.
Individuals who wish to speak during the live meeting, or wish to listen to the meeting
remotely online or by telephone should contact the Village by 4:30 p.m. on Tuesday,
April 13, 2021 by calling (630) 620-5740, on the Village website at
www.villageoflombard.org/publiccomment or via email to
publicworks@villageoflombard.org. Individuals who sign up to speak during the meeting
or participate remotely online or by telephone by 4:30 p.m. on Tuesday, April 13, 2021

their request, after the sign-up time ends.
The physical attendance restrictions in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing and the
need to maximize residential self-isolation to slow the spread of COVID-19 to the
greatest extent possible.
