Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, July 13, 2021 6:30 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bob Bachner - Chairperson Trustee Anthony Puccio - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier & Allen Hennig Staff Liaison: Carl Goldsmith Public Works & Environmental Minutes July 13, 2021 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Bachner at 6:30 PM. 2.0 Roll Call Present 7 - Bob Bachner, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, and Joe Glazier Jr. Absent 1 - Allen Hennig 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Joe Glazier, Jr., seconded by Mark Dvorak that the minutes be approved. The motion passes by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 210213 Sewer Lining Program, Change Order No. 1 Reflecting an increase to the contract with Hoerr Construction, Inc. in the amount of $38,745.00. This increase reflects the cost for additional lining on the 200 block of S. Craig where a large sink hole arose. Goldsmith reviewed this change order with the committee members present. Kaforski: they televised the whole area? Goldsmith: yes and they will line the area that is needed. A motion was made by David Arnold, seconded by John Kaforski, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 210217 Tree Planting Program Considering all of the factors that contribute to the deficit planting, staff recommends that the Village proceed with Option 3 to address the current planting deficit. Additionally, staff recommends that the Village include additional funding in the CIP beginning in 2024 to address the structural budget deficit. Staff recommends that the budget for Tree Planting in the CIP to be increased to $125,000 annually beginning in 2024. Goldsmith reviewed the memo with the committee members present. Kaforski: understand where you are going to eliminate the deficit but will you be able keep up with new removals? Goldsmith: yes we have factored that in. Arnold: is there an area that we could plant trees and Village of Lombard Page 1 Public Works & Environmental Minutes July 13, 2021 Concerns share them with the owners of the property? Goldsmith: would need around 10 acres - would need to probably partner with several other municipalities. Discussion ensued regarding this issue. Bachner: do we track the mortality of trees that are planted every year? Goldsmith: yes, we usually have 10-15 and they are replaced at no cost. Further discussion ensued. We will review this in the CIP every year to see if we are on track. Dvorak: are we just trying to remove and replace a tree or are we looking to plant more trees? Goldsmith: we are addressing the removals and replacements - not looking for open spaces for planting. Motion made by David Arnold, seconded by Arthur Kuehl, that this item be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 210218 First Draft: FY 2022-FY 2031 Capitol Improvement Program This staff report provides a general overview of the 2022-2031 Capital Improvement Plan for the Village of Lombard. Goldsmith: reviewed the memo and power point with the committee members - will be sharing this information with the residents. There are some changes in the document that you were sent with your agendas - I will point them out as we go along with the presentation. Downtown TIF expires in 2023. Kaforski: this puts a big burden on the homeowners. (Water & Sewer Capital Reserve Fund) Arnold: are we looking at electric vehicles? Goldsmith: I don't think we are going to be a full electric fleet. Discussion ensued. Kuehl: anything library has to do with the stormwater detention? Goldsmith: their landscaping plan has a lot of green space. Concensus of committee is to ok CIP with updated tree planting program amount. A motion was made John Kaforski, seconded by Mike Kuderna, that this item be approved as amended (updating tree planting program amount). The motion passed by an unanimous vote. 7.0 Other Business Goldsmith: Private property updates: a few new restaurants by Patio. Panda Express is moving. Working on Boston Market property. Rebel Village of Lombard Page 2 Public Works & Environmental Minutes July 13, 2021 Concerns Grill where BonTon was. Corridor replaced Marquette Tap. Cruise Nights started June 10th. Connect 44 addition at Westlake Middle School will open in September. Further discussion ensued regarding Hammerschmidt Lot. Dave Gorman got notice from Waste Management on Friday that there are 851 residential accounts that have never been set up. Squatter has been removed - fence will stay. Goldsmith: Site visits in Sept.or Oct. for future projects.
