Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, April 12, 2022 6:30 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bob Bachner - Chairperson Trustee Anthony Puccio - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold,Joe Glazier, Allen Hennig and Steve Wlosztyniak Staff Liaison: Carl Goldsmith Public Works & Environmental Minutes April 12, 2022 Concerns 1.0 Call to Order and Pledge of Allegiance Chairperson Bachner called the meeting to order at 6:30PM. Eric Hendrickson, Public Works Forestry Supervisor, was in attendance to present Proposed Tree Ordinance Changes and Urban Forestry Management Plan. 2.0 Roll Call Present 9 - Bob Bachner, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Allen Hennig, and Steve Wolsztyniak 3.0 Public Participation 4.0 Approval of Minutes A motion was made by David Arnold, seconded by Mark Dvorak, that the Minutes of the March 8, 2022 meeting be approved. The motion carried by the following vote: Aye: 4- Arthur Kuehl, Mark Dvorak, David Arnold, and Steve Wolsztyniak Abstain: 4- John Kaforski, Mike Kuderna, Joe Glazier Jr., and Allen Hennig 5.0 Unfinished Business 6.0 New Business 220141 Proposed Tree Ordinance Changes Staff recommends changes to the Village Board Tree Ordinance Chapter 99 to include changes required to meet expectations from the State of Illinois Department of Natural Resources to update our Forestry Management Plan. This is a stipulation for the Village to receive the Urban and Community Forestry Funding Grant. Carl Goldsmith introduced Eric Hendrickson, Forestry Supervisor to the committee. Kaforski: wants to be careful about the private property planting of trees. Goldsmith: A few last minute changes to document that was originally sent to committee; he reviewed changes. Kaforski: is this written in house? Goldsmith: by us and a consultant. Kaforski: Properly maintained trees lower crime rate? Goldsmith: -according to industry standards that is truthful. Goldsmith: Is everyone comfortable with changes to approve for the board? Consensus: yes. Goldsmith will Email revisions to committee members. A Motion was made by David Arnold, seconded by John Kaforski, that the item Village of Lombard Page 1 Public Works & Environmental Minutes April 12, 2022 Concerns be Recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 220142 Urban Forestry Management Plan Staff recommends the adoption of this management plan for the Village owned trees. The Village of Lombard received an Urban and Community Forestry Funding Grant from the State of Illinois Department of Natural Resources to update our Forestry Management Plan. Carl Goldsmith introduced Eric Hendrickson, Forestry Supervisor to the committee. Goldsmith: We started revising in 2020 to update management plan; nothing done previously since 1998. Goldsmith introduced the items together to the committee and reviewed each item separately. Eric Hendrickson discussed the management plan and the changes made. Hendrickson: This is a management plan mainly for Villages assets. A lot of the plan is guidance for our staff members. Meant to be a living document, nothing is permanent. Kaforski: asked if there was a list of trees wider than it used to be, going against what Village used to follow. Hendrickson: those are restricted to park settings. The list of trees is all public trees, not just parkway. Diverse inventory. Bachner: did the grant just cover putting the grant together? Goldsmith: yes and changes to the ordinance; no money went toward the trees. Discussion ensued regarding the tree management plan. Arnold: anything about the size of trees to be planted under wires? Hendrickson: yes, limited sizes, low growing trees, cannot be directly underneath wires, and limited space. Bachner: any talk with Park District regarding running a nursery? Goldsmith: We lack the space for a nursery. Bachner: harvesting to sell the wood? Hendrickson: No interest from mills to buy the lumber or giving away wood chips to local landscaping companies. Bachner: how many new trees planted die? Hendrickson: less than 2-3% of new trees. Goal is to get them past 3-5 years. A Motion was made by Joe Glazier, Jr., seconded by Mike Kuderna, that the item be Recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 7.0 Other Business Kaforski: discussed change orders. Goldsmith: addressed outsourcing Village Engineer position. Committee would like the breakdown private vs. public sewer back-ups. Goldsmith: mentioned that the Public Works Citizen's Academy is starting on April 18, 2022. 8.0 Information Only Village of Lombard Page 2 Public Works & Environmental Minutes April 12, 2022 Concerns 220140 2021-2024 Strategic Plan The Strategic Plan is being shared with the Committee in order to ensure that the forthcoming discussions on the Village's Capital Improvement Plan are consistent with current Village Board priorities. Goldsmith: reviewed the 2021-2024 strategic plan with the committee. Goldsmith: We finally have objective measures for infrastructure. Explained the target numbers for main breaks and sewer back ups. Kaforski: putting yourself on a limb with these goals, can't fight age/weather. Goldsmith: these are not hard/fast goals. They are just goals to strive for; they set the targets. A greater focus on elective officials and staff to understand goals. It's a working number. As we continue to work through the plan, we will update you with our targets. Arnold: benefit of flooding, we put generators at the sites that we used to use portable ones. Goldsmith: Yes. Wet weather events are much more significant now, trustees are more approachable, residents are more understanding. Discussion ensued regarding the numbers. . 9.0 Adjournment A motion was made by David Arnold, seconded by Allen Hennig, that this meeting be adjourned at 7:32 PM.
