II Pledge of Allegiance Director of Public Works Carl Goldsmith led the Pledge of Allegiance. III Roll Call Present 7 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, and Bill Ware Absent 1 - Robyn Pike Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Assistant Director of Finance Jamie Cunningham Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Assistant Director of Public Works Dave Gorman Operations Superintendent Tom Ellis Utilities Superintendent Brian Jack Chief of Police Roy Newton Fire Chief Richard Sander Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer IV Public Participation V Agenda A. 180367 General Fund Revenue & Expenditure Assumptions/Comments General Fund Revenue & Expenditure Assumptions/Comments Trustee Reid Foltyniewicz gave a power point presentation (see attachment A and B). Spoke about the updates to the 2019 Budget. Finance Director Tim Sexton spoke relative to the Wayfair Ruling. Village of Lombard Page 1 Special Meeting Board of Trustees Minutes August 20, 2018 Village Manager Scott Niehaus explained the rest of the expenses on page 8. Finance Director Tim Sexton went over Revenue Assumptions & Changes since the November 2017 Meeting and then expense assumptions & change since the Long Range Plan (LRP). Trustee Reid Foltyniewicz went over the top 10 FY2019 General Fund Revenue Assumptions. Finance Director Tim Sexton, Assistant Finance Director Jamie Cunningham, and Utilities Superintendent of Public Works Brian Jack spoke about the meter change out Program. They noted the Village has had a couple of “hick ups”, but worked things out, and things seem to be getting back on track. Residents overall have been satisfied. Some residents have requested a Village employee do the meter change out and not the outside contractor, so Public Works staff have gone out to those houses. B. 180364 Overview of the Water & Sewer Operations & Maintenance Budget Overview of the proposed Water & Sewer Operations & Maintenance (O&M) Fund Revenue and Expenditure Assumptions. Overview of the Water & Sewer Operations & Maintenance Budget Trustee Reid Foltyniewicz reviewed the rate study. In 2020 the Village will look into increases, but no current increases for FY2019. Finance Director Tim Sexton provided a power point presentation (see attachment C), and noted that since the Village Board is reviewing the proposed FY 2019 budget early, figures are estimated, and not actual numbers. Proposed FY 2019 Budget for the Lombard Public Works Department Public Works Director Carl Goldsmith gave an overview of the power point presentation (see attachment D). Public Works Department FY2019 proposed budget for all funds is Village of Lombard Page 2 Special Meeting Board of Trustees Minutes August 20, 2018 $21,784,711 which is a decrease of $355,809 (-1.61%) compared to FY2018 budget. The Public Works Department takes the budget very seriously, and staff look at cutting back wherever they can. VI Adjournment A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the Special Meeting of the President and Board of Trustees of the Village of Lombard held on Monday, August 20, 2018 in the Community Room of the Lombard Village Hall be adjourned at 7:52 p.m. The motion carried by the following vote: Aye: 5- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, and Bill Ware Absent: 1- Robyn Pike Village of Lombard Page 3
