Heniff, AICP, Director of Community Development called the meeting to order at 10:07 a.m. 2.0 Roll Call of Joint Review Board Members The following Joint Review Board members were present: Keith Giagnorio, Village President, Village of Lombard; Ed Hoster (District 88), Dr. Scott Helton (District 88), and John Dillon, Citizen Member. Absent: DuPage County, DuPage County Elementary School District #45, College of DuPage, York Township, Lombard Park District, and Helen M. Plum Memorial Library. Also in attendance: William J. Heniff, AICP, Director of Community Development, Village of Lombard; Jennifer Ganser, Assistant Director of Community Development; and Jamie Cunningham, Assistant Director of Finance, Village of Lombard. 3.0 Public Participation There was no public participation. 4.0 Approval of Minutes A motion was made by Dr. Scott Helton and seconded by Keith Giagnorio to approve the minutes of the January 29, 2013 and December 19, 2013 minutes. The motion passed by unanimous consent of the members present. Village of Lombard Page 1 St. Charles Road TIF 2 - East Minutes August 19, 2014 District Joint Review Board Meeting 5.0 Appoint Citizen Member A motion was made by Keith Giagnorio and seconded by Dr. Scott Helton to appoint John Dillon as Citizen Member. The motion passed by unanimous consent of the members present. 6.0 Unfinished Business There was no unfinished business. 7.0 New Business Ms. Ganser noted this report is for fiscal year 2013 and showed the TIF boundaries on a map. The East TIF was created in 2004 and will expire in 2027. The beginning balance was approximately $688,000 and the ending balance was approximately $320,000. Notable expenses were for the Union Pacific Railroad Crossing and the Great Western Trail Bridge. Mr. Heniff said that the economy is still slow to improve, which reflects in the equalized assessed values. The Great Western Trail Bridge is a tangible benefit to the community. Staff has received inquiries on the grant programs this year. Mr. Heniff said the Oak View Estates property is on the market and since incentives were given in Phase I, the Village does not anticipate incentives for Phase II. 8.0 Other Business There was no other business. 9.0 Information Only 10.
