Transportation & Safety Committee Trustee Reid Foltyniewicz - Chairperson Trustee Mike Fugiel - Alternate Chairperson Michael Corso, John Larkin, John Schwarz, Bob Corbino, Jerry Schaefer, Jennifer Perkins, Gary Cation and John Mullins Staff Liaisons: Deputy Chief Tom Wirsing - Police Department and Frank Kalisik - Public Works Department Transportation & Safety Committee Minutes September 9, 2013 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Foltyniewicz at 7:00 p.m. 2.0 Roll Call Present 9 - Trustee Reid Foltyniewicz, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Jerry Shaefer, Jennifer Perkins, Gary Cation, and John Mullins Staff Present: Frank Kalisik, Public Works Department Deputy Chief Wirsing, Police Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Bob Corbino, seconded by Gary Cation, that the Minutes of the August 12, 2013 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 130283 17th Street & LaLonde Avenue A request for a 4-way Stop or modification of the existing 2-way Stop. (DISTRICT #3) Kalisik explained that Public Works did not put down analyzers because the Police Department was doing enforcement, which would have skewed the data. Wirsing reported that the Police Department set up an unmarked van in the area. The highest recorded speed on 17th was 38 mph. The kids aren't really going that fast. As the week went on speeds were a lot lower. Only two tickets were issued, one for a tinted window and one for not wearing a seat belt. After the unmarked van, then the Department put marked squads down there. He commented that in his opinion, not seeing excessive speeds that would warrant the 4-way stop. Kalisik added that Public Works will wait about two weeks before putting the analyzers out there. Larkin commented that if the stop signs are not warranted, what is the point to continue the investigation. He futher added that it is his interpretation that if a stop sign is installed for the wrong reasons we're not doing anybody any good. A motion was made by John Larkin, Jr., seconded by Michael Corso, that this Request be denied . The motion passed by an unanimous vote. 6.0 New Business 130434 Eugenia and Elizabeth Streets, Request for a Yield Sign A resident request to install Yield signs. (DISTRICT #1) Foltyniewicz explained that this came Dan Whittington, District 1 Trustee. Corso commented that he knows someone who lives on that block and she thinks its a good idea. There is a stop sign at West Rd, but nothing at the other end. Kalisik explained that he provided the committee verbatim information from the MUTCD so the committee could see the decision criteria that staff looks at. In this case, there were no accidents in last 5 years and the sight triangle is good. There is no reason anybody would have to omit the right-of-way rule, which is why you would install signage. The staff recommendation is not to do anything. Corso asked why there is a stop sign at West. Schwarz answered that West would have higher traffic volume. Cation pointed out that the study is 5 years old. Kalisik replied that unless there is a significant change in land use, the study doesn't change much. A motion was made by Jennifer Perkins, seconded by John Larkin, Jr., that this Request be denied . The motion passed by an unanimous vote. 130436 Elizabeth Street at St. Charles Road, Request for a Left Turn Arrow A resident request to install a left turn signal for southbound Elizabeth . (DISTRICT #1) Kalisik reviewed the item. Southbound Elizabeth at St. Charles Rd. has a dedicated right turn lane and a straight/left lane. That was based on traffic studies many years ago. When the Village did the interconnect with the railroad, the data was reviewed and it was determined there was no reason to change that configuration. There is not enough southbound traffic to have a dedicated lane . To have dedicated lane we would have to widen Elizabeth. When the ICC reviewed the interconnect project, it was pointed out that traffic should not be stacking up southbound to St. Charles Rd., therefore part of the solution is to restrict southbound movement on to Elizabeth when the gates are down by not permitting a southbound arrow. When they cycle when a train comes, everything northbound gets flushed and they allow St. Charles to go. Basically the signal skips a cycle, so with volume of train traffic, traffic can sit at that light a long time. A motion was made by John Larkin, Jr., seconded by Bob Corbino, that this Request be denied . The motion passed by an unanimous vote. Village of Lombard Page 2 Transportation & Safety Committee Minutes September 9, 2013 130437 Norbury Avenue and Taylor Road, Request for a Stop Sign A resident request to replace existing Yield signs with Stop signs . (DISTRICT #6) Kalisik reviewed the item. There is a visual impediment at the intersection caused by large trees on Taylor. That in conjunction with the accident history does warrant a stop sign. A motion was made by Bob Corbino, seconded by John Mullins, that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. 7.0 Other Business Schaefer asked if there was anything further the committee could do at the Main Street/Illinois Prairie Path crossing. Kalisik replied that the only thing you can do is go over or under. Traffic signals are $500k. He went on to point out that the center island is a refuge island so people only have to worry about crossing two of traffic lanes at a time . Mullins added that part of the confusion is that in Downers Grove everyone has to stop, so then when you come into lombard you don't know if you should stop or not. Kalisik pointed out that Downers Grove had to bring the roadway down to one lane to do that. Perkins reiterated that the signage on the path says you must stop. Wirsing commented that on the Great Western Trail in Carol Stream the installed fence across the path on both sides of the street so you have to walk around the fence before you cross. Schaefer suggested that in the off season the committee could look at this. Foltyniewicz suggested that the committee do another PRIDE article and invite people to a Transportation & Safety Committee meeting if they have ideas. Schwarz said that there are a couple of consulting firms that are experts in cycling activities, bicycle controls, share the road, etc. They've come up with some good ideas. 8.0 Information Only 9.0 Adjournment A motion was made by Jennifer Perkins, seconded by John Larkin, Jr., to adjourn the meeting at 7:48 p.m. The motion carried unanimously.
