1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Foltyniewicz at 7:00
p.m.
2.0 Roll Call

Both residents chose to speak at the time that the item they were in
attendance for was discussed.
4.0 Approval of Minutes
A motion was made by John Larkin, Jr., seconded by Bob Corbino, that the
Minutes of the April 14, 2014 meeting be approved. The motion carried
unanimously.

140196 Intersection of Loy and Elizabeth Streets
A resident request to install a crosswalk in the area north of Park View
School. (DISTRICT #1)
Mr. Gill explained that he is concerned about the intersection just north
of Parkview School intersecting with Terrace View park. A lot of
people dropping off for school tend to park and block the sidewalk. It's
especially bad during the summer for baseball games. About a year
ago a no parking sign was put up, but nobody pays attention. It's a
constant danger for kids to be crossing at that interesction. After
dropping off or picking up the cars pick up speed as they head north.

Mr. Gill stated that his wife did get some names on a petition and he
has a letter from Roberta Wallace, principal at Parkview School, in
support of striping a crosswalk. Lew interjected that there is no
parking 30' either side of the sidewalk. Schwarz asked if his primary
concern is during large school events. Mr. Gill replied that it is during
events and during the summer with the baseball. Lew added that the
signage is properly dilineated, so it's a matter of enforcement. Mr. Gill
added that he feels if there were a crosswalk, people would not park
there and it may get people to slow down. Lew explained that
crosswalks are used in conjunction with stop control.
Perkins explained that the expectation is that people make their way to
the marked crosswalk even if it takes them a little out of their way. Mr.
Gill agreed that for school that would be the case, but there is a
sidewalk there to get to the park. Foltyniewicz asked why the kids
couldn't go to the existing crosswalk. Mr. Gill answered that they
could but there is a sidewalk for accessing the park, so why not make
it safe for the kids going to the park. Perkins commented that it
sounds like it is primarily an enforcement issue. Mullins asked if the
curb could be painted yellow. Lew responded that that would not be to
standard and it is maintenance for the Village. Schaefer suggested
that the Park District be contacted and ask them to do a media blitz
and tell the parents that it is a crosswalk and they will get a ticket.
A motion was made by John Schwarz, seconded by Gary Cation, that this
Request be denied and that staff contact the Park District and ask them to put
out an advisory for the sports parents. The motion passed by an unanimous
vote.
140197 Intersection of Jackson and Addison Streets, Speed Study
A resident request for a 4-way Stop. (DISTRICT #6)
No action necessary.
140198 115 W. St Charles Rd. Parking Lot
A request for installation of No Commuter Parking signage.
(DISTRICT #1)
Mr. Dillon explained that when he and his wife moved into the building
in 2000 he learned then that it was built for 1-1/2 or 1-3/4 parking
spots per unit. He is concerned that once the Village puts up No
Commuter Parking signs for their portion of the parking lot, then
commuters will park on the west side of the parking lot which is
assigned to that building. He went on to say that he knows the
association can put signs up, but he wants to know about enforcement
and he would like someone from the Village to verify that those spots
are still private property and owned by the condos. Chairperson
Foltyniewicz assured Mr. Dillon that the committee is not going to
change the zoning. Mr. Dillon explained that the building has gone
through foreclosure and multiple owners. Larkin explained that it

would be up to the building owners to enforce parking on private
property. Mr. Dillon replied that he is having trouble getting a
response from the owner. Corso asked if commuters are parking
there now. Mr. Dillon replied that they are at times, especially in the
back spots. Foltyniewicz commented that he would think people are
going to think the whole lot is effected by the signs that the Village is
putting up. Mr. Dillon reiterated that his fear is enough people know
from history that they are not going to be towed. Mullins explained
that that is all a private issue. The owner would have to put up signs
or have permit parking. The Village is separate and there is nothing
the committee could do on the private side. Larkin suggested that the
signs go up and see if it covers the broader area. Foltyniewicz
suggested that two signs be installed, one at each entrance. Corso
asked that the Police Department do a couple days of enforcement
when the signs go up.
A motion was made by John Larkin, Jr., seconded by Bob Corbino, that this
Request be recommend to the Board of Trustees for Approval. The motion
carried by the following vote:
Aye: 6- Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Jennifer
Perkins, and John Mullins
Nay: 2- Jerry Shaefer, and Gary Cation

A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn
the meeting. The motion carried unanimously.
