Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Monday, January 12, 2015 7:00 PM Village Manager's Conference Room Transportation & Safety Committee Trustee Reid Foltyniewicz - Chairperson Trustee Mike Fugiel - Alternate Chairperson Michael Corso, John Larkin, John Schwarz, Bob Corbino, Jerry Schaefer, Jennifer Perkins, Gary Cation and John Mullins Staff Liaisons: Deputy Chief Tom Wirsing - Police Department and Matthew Lew - Public Works Department Transportation & Safety Committee Minutes January 12, 2015 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Foltyniewicz at 7:00 p.m. 2.0 Roll Call Present 8 - Trustee Reid Foltyniewicz, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Jerry Shaefer, Gary Cation, and John Mullins Absent 1 - Jennifer Perkins 3.0 Public Participation 4.0 Approval of Minutes A motion was made by John Larkin, Jr., seconded by Gary Cation, that the Minutes of the October 13, 2014 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 140386 Illinois Prairie Path Crossing at Main Street A review of possible additional measures that can be taken to increase crossing safety. (DISTRICTS 1, 4 & 5) Foltyniewicz commented that he likes the new stop signs and asked about the total cost for installation of the RRFD. Lew replied that the total cost is $20,000 including installation. Schwarz asked if the system is wired or wireless. Lew explained that the posts are wired, but communication between the posts is wireless. Schwarz expressed concern about the system including how the timing is changed. Lew replied that if the committee chooses to proceed he will follow up on the details and report back to the committee. Cation asked if when they are flashing, do motorists have to stop. Wirsing responded that motorists do not have to stop, this is only a warning light. He went on to say that there will most likely be some confusion. Lew explained that by having to push the button, it will cause pedestrians to have to stop. He also said that the FHWA has studied these types of installations to see what got the most compliance and they have approved these. The point is to make the crossing more conspicuous. Schaefer suggested that Village staff put something out on Facebook and other media, so the public knows the committee is working on this and giving them the opportunity to provide feedback. Village of Lombard Page 1 Transportation & Safety Committee Minutes January 12, 2015 Schwarz reiterated that he would like more information before voting. He would like comments from other communities that have installed RRFDs. A motion was made by Gary Cation, seconded by John Larkin, Jr., that this Request be recommend to the Board of Trustees to accept staff recommendation to install RRFD with assumption that funding needs to be found. The motion carried by the following vote: Aye: 5- Michael Corso, John Larkin Jr., Jerry Shaefer, Gary Cation, and John Mullins Abstain: 2- John Schwarz, and Bob Corbino Absent: 1- Jennifer Perkins 6.0 New Business 150002 Lombard Meadows (Lilac Way, Lodge Lane & Chase Lane) Staff recommendation to install No Parking on the north side of the street. (DISTRICT #6) Foltyniewicz asked if there has been any negative feedback from residents. Lew explained that it was the residents that alerted the Village of the situation. Wirsing added that staff should start a dialogue with the Falcons. Lew reported that staff has been in touch with the Park District. Larkin agreed that the No Parking needs to be in place so it's ready when the street is narrowed. The Police and Fire Departments have to be able to get through there. Corso asked why there were specific times on the signs. Lew replied that those are the times that are at issue and would be the least intrusive for the neighborhood. Larkin suggested that it be No Parking all of the time on the fire hydrant side. A motion was made by John Larkin, Jr., seconded by Jerry Schaefer, that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. 7.0 Other Business 8.0 Information Only Wirsing handed out a Traffic Crash Report that was done by the Police Department. 9.0 Adjournment A motion was made by Gary Cation, seconded by Jerry Schaefer, that the meeting be adjourned at 7:39 p.m. The motion carried unanimously.
