1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Foltyniewicz at 7:00
p.m.
2.0 Roll Call
Present 7 - Trustee Reid Foltyniewicz, Michael Corso, John Larkin Jr., Bob Corbino,
Jerry Shaefer, Jennifer Perkins, and Gary Cation
Absent 2 - John Schwarz, and John Mullins
3.0 Public Participation
Jim Reed, 659 E. Prairie Avenue
Mr. Reed explained that he drives a school bus for Cottage Hill and he
is concerned about two areas in town where the speed limit seems too
high. The first area is St. Charles Road across from the Commons
pool. Heading east bound it goes up 5 mph, to 35 mph, right in front
of the park, then it goes back to 30 mph in Villa Park. On Grace,
Maple and Edgewood it's 25 mph. Chairperson Foltyniewicz
explained that it may be that it was always 35 mph and the other
streets have been lowered. Wirsing replied that staff can look at the
history.
The second location of his concern is Main Street in front of Glenbard
East High School. Main Street is 35 mph in front of the school.
Chairperson Foltyniewicz asked if he had witnessed any crashes. Mr.
Reed answered that he had not, it just seemed strange that the speed
limit is so high there and, he added, that the sidewalk is right next to
the street there. Corso interjected that it doesn't go down by Glenn
Westlake and Manor Hill schools either. Lew explained that the
reason for the sidewalks being right next to the street is the Village
has a very tight right-of-way there.
Chairperson Foltyniewicz told Mr. Reed that this will be added to a
future agenda to be discussed.
4.0 Approval of Minutes
A motion was made by Bob Corbino, seconded by John Larkin, Jr., that the
Minutes of the April 13, 2015 meeting be approved. The motion carried
unanimously.
5.0 Unfinished Business
140260 Intersection of Cortland & Lombard, Stop Sign Request
A request from a business to install a stop sign. (DISTRICT #1)

Lew reviewed the item. Perkins asked if there have been any
problems at the intersection. Wirsing answered that there has not
been. He further added that the only business in that area that has
traffic all day is Article II, but it's not a lot of traffic. Previously there
had only been one crash and it was due to icy conditions.
A motion was made by Jerry Schaefer, seconded by John Larkin, Jr., that this
Request be denied. The motion passed by an unanimous vote.
150166 Intersection of Wilson & Edgewood, Pedestrian Crossing Sign
A resident request to remove the sign. (DISTRICT #6)
Chairperson Foltyniewicz explained that the resident requested to
have it tabled to have more time to get signatures.
A motion was made by Jennifer Perkins, seconded by Gary Cation, that this
Request be tabled. The motion passed by an unanimous vote.
150167 Eastview Terrace, One-Way Traffic Request
A resident request to convert Eastview Terrace Circle into a one-way
street. (DISTRICT #5)
Larkin commented that it makes sense. Cation added that his
concern is whether one person made this request or if there were
more, because it's affecting 10 houses. Chairperson Foltyniewicz
pointed out that they would only have to go down 1/2 a block. Cation
asked about cars parking there. Perkins answered that there are
already No Parking signs. She went on to point out that the issue is if
a car is there and another turns onto the street somebody has to back
up. Lew agreed that this is more of a safety issue. General
discussion ensued regarding notifying the area residents and how
many of them to notify. It was decided to notify all of the homeowners
on Eastview Terrace.
A motion was made by Michael Corso, seconded by Gary Cation, that this
Request be tabled to the next meeting to allow for resident notification. The
motion passed by an unanimous vote.
150168 Willow Street, Illinois Prairie Path Parking Restriction
A resident request to enact parking restrictions. (DISTRICT #1)
Perkins commented that if we change the parking in the bubble, they'll
probably just park on the other side of the street because there are no
signs there. She also pointed out that there are always spaces for
people using the path to park. Larkin suggested signing both sides of
the street. Lew replied that then we would want a petition because
that impacts everyone. Corso asked what the parking restrictions are
north of there. Perkins answered she thinks it's 2-hour parking from
7am-10am. Chairperson Foltyniewicz suggested that instead of just
signing this area, the committee should look at an expanded area and
take care of the commuter parking in one swoop. If they park beyond
whatever perimeter is established, so be it. Lew pointed out that the

intent was to delineate this parking for the Prairie Path users. You
would have to put a restriction on everything to eliminate the problem.
Schaefer agreed that everything should be looked at now to establish
a perimiter to address commuter parking. Chairperson Foltyniewicz
added that once established, it will not continue to expand. Cation
commented that he thinks 3-hour restriction is fine, but Saturdays may
be an issue. Schaefer replied that because that is on all of the
commuter parking signage, we would have to change too much
signage. Lew explained that he would feel differently if this was two
blocks from station, but the goal was to free up path parking. If you go
further they are just going to continue to park just outside of it.
Foltyniewicz replied that that is why the committee should just address
it all at once. Lew added that it's perceived commuter parking, he
didn't put commuter parking because he can't validate that they are
commuters. Larkin stated that he would like to get the signs up and
then look at the long-term.
Foltyniewicz will get more information from Trustee Whittington and
staff will bring a map to the next meeting showing the restricted
commuter parking and perimeter area (1 mile radius).
A motion was made by Michael Corso, seconded by Bob Corbino, that this
Request be tabled to the next meeting. The motion passed by an unanimous
vote.
150207 S. Elizabeth between Elizabeth Court & Willow, No Parking
Request
A resident request to enact a parking restriction along the curve.
(DISTRICT #1)
A motion was made by John Larkin, Jr., seconded by Bob Corbino, that this
Request be recommend to the Board of Trustees for Approval. The motion
passed by an unanimous vote.
