Transportation & Safety Committee Minutes June 8, 2015
1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Foltyniewicz at 7:00
PM.
2.0 Roll Call
Present 8 - Trustee Reid Foltyniewicz, Michael Corso, John Larkin Jr., John Schwarz,
Bob Corbino, Jerry Shaefer, Jennifer Perkins, and Gary Cation
Absent 1 - John Mullins

3.0 Public Participation

Mr. Reed had several items of concern that he presented to the
committee.
1. Elizabeth & St. Charles - Mr. Reed explained that he drives a bus
eastbound on St. Charles Road to make a left turn onto Elizabeth. In
the mornings he often backs traffic up well past Crescent Boulevard
because there is no left turn arrow and he is unable to turn due to
traffic. He asked if the eastbound traffic could be given a green light
before westbound. Chairperson Foltyniewicz replied that we will look
into it.
2. Entrance to Glenn Westlake School at Main & 16th - Mr. Reed
stated that when he is making a right turn from southbound Main
Street into the entrance many times cars coming out of there are too
far into the middle of the driveway and he is unable to make the turn,
or he must drive over the curb. He asked that either lane markings be
installed or the curb be removed. Chairperson Foltyniewicz advised
him to contact the Park District or School District, as the driveway is
not owned or maintained by the Village.
3. Roosevelt & Meyers - Mr. Reed stated that often when he is driving

eastbound on Roosevelt Road to turn left onto Westmore-Meyers
Road he is unable to get into the left turn lane because other traffic is
entering the turn lane before Ahrens Avenue and driving across the
lane markings. Chairperson Foltyniewicz explained that that would be
a Police enforcement issue.
Perkins asked staff if anything had been found about Mr. Reed's
previous month's request. Lew replied that records were found that in
2009 the Transportation & Safety Committee was approached by the
School District to install 20mph school zone signs. At that time the
committee denied the request. Lew explained to Mr. Reed how speed
limits are determined.
4.0 Approval of Minutes
A motion was made by John Larkin, Jr., seconded by Bob Corbino, that the
Minutes of the May 11, 2015 meeting be approved. The motion carried
unanimously.
5.0 Unfinished Business
150166 Intersection of Wilson & Edgewood, Pedestrian Crossing Sign
A resident request to remove the sign. (DISTRICT #6)
Mr. Goba stated that he did not understand why, when someone
asked for a stop sign at Cherry, this sign was put in at Edgewood.
Schwarz explained that it was a proactive measure. since newly
approved signage became available. Chairperson Foltyniewicz
pointed out that there have not been any accidents there since 2010.
Cation asked if he just does not want the sign. Mr. Goba answered
that the problem is that it's in the middle of the road, he would be okay
with a regular sign on the parkway like they are by Glenbard East High
School. Schaefer stated that he thinks that the benefits outweigh any
risk. There are an abundance of activitites that take place at the south
end of Madison Meadows and people do park on Edgewood.
Chairperson Foltyniewicz added that his concern is if an accident
occurs if the sign is removed. We will have to look at the sign by
Glenbard East.
A motion was made by John Schwarz, seconded by Gary Cation, that this
Request be tabled . The motion passed by an unanimous vote.
150167 Eastview Terrace, One-Way Traffic Request
A resident request to convert Eastview Terrace Circle into a one-way

street. (DISTRICT #5)
Mr. Durdic stated that there is not a lot of traffic and no compelling
reason to use it. It is wide open and the possibility of a car coming is a
built in deterrent for speed. Mr. Powers added that it's already a
natural one way. Durdic continued that you can see if there is a car
coming. He felt that whoever asked for it was probably well intended,
but he would guess that there haven't been any incidents there. Ms.
Powers presented the chairperson with a petition signed by all but one
of the residents on the circle itself and several neighboring properties.
Durdic commented that changing it would be more disruptive.
Ms. Powers stated that the residents are opposed to the lights too.
ComEd lighting changes the dynamic of the neighborhood, but
everyone would like the ornamental lights. Lew explained that Village
policy is to eventually have, at minimum, a ComEd light at every
intersection. Ornamental lights are installed as we do road
reconstructions.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
Request be denied. The motion passed by an unanimous vote.
150168 Willow Street, Illinois Prairie Path Parking Restriction
A resident request to enact parking restrictions. (DISTRICT #1)
A motion was made by John Larkin, Jr., seconded by Gary Cation, that this
Request be recommended to the Board of Trustees for approval to install
signage on both sides of the street. The motion passed by an unanimous vote.
6.0 New Business
150253 Wilson Avenue Parking Restriction
A resident request to install No Parking signage on Wilson Avenue
west of Finley Road. (DISTRICT #2)
Corso pointed out that by law you can not park within 30 feet of the
intersection already. He added that he would hate to do a parking
restriction for 8 spots, but would like to see No Parking closer to Finley
since there are bad sight lines. Cation commented that we could have
people at the next meeting asking for it to be extended. Chairperson
Foltyniewicz stated that the safety issue is the hill and the bad sight
lines, not cars parked further down.
A motion was made by Michael Corso, seconded by John Larkin, Jr., that this
Request be recommend to the Board of Trustees for approval to install No
Parking From Here to Corner signage on the south side of Wilson 90' west
from the intersection of Finley Road. The motion passed by an unanimous
vote.
150266 Commuter Parking Lots, Free Parking Time
A request to change the free parking start time from 3:00 PM to 11:00
AM, Monday through Friday. (DISTRICT# 1 & 4)

Sgt. Grage stated that by 11:00 the commuter rush is done and we're
charging people that are just going downtown for leisure. Perkins
asked how much income would be lost. Corso replied that it would be
very little since the lots are pretty much full by 8 AM. Chairperson
Foltyniewicz added that it would be business friendly.
A motion was made by John Schwarz, seconded by John Larkin, Jr., that this
Request be recommend to the Board of Trustees for Approval. The motion
passed by an unanimous vote.
7.0 Other Business
Corso said that the payboxes have been a nightmare. There is a line
every morning, although he's not sure what the problem is.
8.0 Information Only
Reid informed the committee that the committee will be changing to
the Public Safety and Transportation Committee.
9.0 Adjournment
A motion was made by Gary Cation, seconded by John Larkin, Jr., that there
being no further business to adjourn the meeting at 8:21 PM. The motion
carried unanimously.
