I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, March 6, 2014 in the Board
Room of the Lombard Village Hall was called to order at 7:30 p.m. by
Village President Keith Giagnorio. Acting Village Clerk Janet Downer
led the Pledge of Allegiance.

President Giagnorio wished his wife Angela a happy birthday.
President Giagnorio commended Carol Bauer for her recognition as
the Most Dedicated Blood Drive Coordinator in the State of Illinois and
spoke of her trip to Springfield. He called Carol and Village Manager
Scott Niehaus to the front. Flowers were presented to Carol. She
spoke about the recognition and the need for donating blood.
140084 Proclamation - Severe Weather Awareness Week
Acting Village Clerk Janet Downer read the proclamation for Severe
Weather Awareness Week.
President Keith Giagnorio presented the proclamation to Fire Chief
Paul DiRienzo.
Chief DiRienzo thanked the Village and spoke regarding severe
weather. He noted this is the pre-storm season and asked residents

to become familiar with storm warnings and to learn about protecting
themselves. He reminded residents to change their clocks and to
change their smoke detector batteries.
140089 Proclamation - Arts Month
Acting Village Clerk Janet Downer read the proclamation for Arts
Month.
President Keith Giagnorio presented the proclamation to School
District #44 teacher Alicia York.
Alicia York thanked the Village and talked about the arts program at
the schools.
140087 Glenbard Township High School District 87 Presentation
President Keith Giagnorio asked Kurt Johansen of School District #87
up to the front. Keith read a statement with regard to allowing the
School District the opportunity to provide an informational overview of
the upcoming School District Referendum.
Kurt Johansen, Assistant Principal of Glenbard East High School,
gave the overview and thanked the Village.
Robert Sumoski, Crown Industries, 2511 W. Schaumburg Road,
Schaumburg, spoke with regard to the fuel dispensing facility award of
contract item listed on the agenda (140077). He asked the Village
Board for further consideration of this item.
Director of Public Works Carl Goldsmith talked about the design build
concept and the Village's options and negotiations process.
Village Manager Scott Niehaus spoke about the design build concept
and that it was commonly used practice.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Mike
Fugiel, that the Minutes of the Regular Meeting of February 20, 2014 be
approved. The motion carried by the following vote:

Community Relations Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Community Relations
Committee, reported the committee had not met, but that he met with
Sgt. Bud Marks with regard to the Heroes Program.
Economic/Community Development Committee - Trustee Laura Fitzpatrick,
Chairperson

Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson
Trustee Mike Fugiel, Chairperson of the Environmental Concerns
Committee, reported the committee had met. The committee
reviewed the mosquito control contract for FY 2014-2015. He noted
the price has been frozen since 2006 and that the product used is all
natural.
Finance Committee - Trustee Peter Breen, Chairperson
Trustee Peter Breen, Chairperson of the Finance Committee,
indicated the committee had met. The committee reviewed the
Amnesty Program. He noted that the program was not as successful
as they had hoped it would be. The committee also reviewed dates
for the budget process. The next meeting is March 24th.

reported the board had met. The board reviewed the rebate for
Special Assessment 216.

VII. Village Manager/Village Board Comments
Trustee Foltyniewicz invited residents to join him at Omega for coffee
Saturday morning from 9-10 am. He also noted other upcoming
events such as Lombard Historical Society Fashion Show, the Tiara
Presentation, and the Red and Black Ball.
Trustee Fugiel invited residents to the GEHS Wrestling Boosters
Pancake Breakfast.
President Giagnorio reminded residents of the primary election to be
held on March 18th and encouraged everyone to vote. He spoke of
the candidates working hard and that voters should help make
decisions by voting.

Trustee Foltyniewicz introduced the owners of the Billy Goat Tavern in
the audience and indicated they would be opening a restaurant in
Yorktown.

For the period ending February 21, 2014 in the amount of

This Payroll/Accounts Payable was approved on the Consent Agenda

sections for clarity, adding provisions regarding the size of
off-street parking spaces designated specifically for business,
employee, and compact vehicles; and
2) An amendment to Section 155.602 (C), including Figure 6-1 and
Table 6-2, regarding specific parking space, aisle, and module
dimensional standards. (DISTRICTS - ALL)
