Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, March 6, 2014 in the Board Room of the Lombard Village Hall was called to order at 7:30 p.m. by Village President Keith Giagnorio. Acting Village Clerk Janet Downer led the Pledge of Allegiance. II. Roll Call 7 - Keith Giagnorio, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware 1 - Sharon Kuderna Staff Present: Village Manager Scott Niehaus Assistant Director of Finance Jamie Cunningham Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation President Giagnorio wished his wife Angela a happy birthday. President Giagnorio commended Carol Bauer for her recognition as the Most Dedicated Blood Drive Coordinator in the State of Illinois and spoke of her trip to Springfield. He called Carol and Village Manager Scott Niehaus to the front. Flowers were presented to Carol. She spoke about the recognition and the need for donating blood. 140084 Proclamation - Severe Weather Awareness Week Acting Village Clerk Janet Downer read the proclamation for Severe Weather Awareness Week. President Keith Giagnorio presented the proclamation to Fire Chief Paul DiRienzo. Chief DiRienzo thanked the Village and spoke regarding severe weather. He noted this is the pre-storm season and asked residents Village of Lombard Page 1 Village Board of Trustees Minutes March 6, 2014 to become familiar with storm warnings and to learn about protecting themselves. He reminded residents to change their clocks and to change their smoke detector batteries. 140089 Proclamation - Arts Month Acting Village Clerk Janet Downer read the proclamation for Arts Month. President Keith Giagnorio presented the proclamation to School District #44 teacher Alicia York. Alicia York thanked the Village and talked about the arts program at the schools. 140087 Glenbard Township High School District 87 Presentation President Keith Giagnorio asked Kurt Johansen of School District #87 up to the front. Keith read a statement with regard to allowing the School District the opportunity to provide an informational overview of the upcoming School District Referendum. Kurt Johansen, Assistant Principal of Glenbard East High School, gave the overview and thanked the Village. Robert Sumoski, Crown Industries, 2511 W. Schaumburg Road, Schaumburg, spoke with regard to the fuel dispensing facility award of contract item listed on the agenda (140077). He asked the Village Board for further consideration of this item. Director of Public Works Carl Goldsmith talked about the design build concept and the Village's options and negotiations process. Village Manager Scott Niehaus spoke about the design build concept and that it was commonly used practice. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Mike Fugiel, that the Minutes of the Regular Meeting of February 20, 2014 be approved. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Community Relations Committee, reported the committee had not met, but that he met with Sgt. Bud Marks with regard to the Heroes Program. Economic/Community Development Committee - Trustee Laura Fitzpatrick, Chairperson No report Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Environmental Concerns Committee, reported the committee had met. The committee reviewed the mosquito control contract for FY 2014-2015. He noted the price has been frozen since 2006 and that the product used is all natural. Finance Committee - Trustee Peter Breen, Chairperson Trustee Peter Breen, Chairperson of the Finance Committee, indicated the committee had met. The committee reviewed the Amnesty Program. He noted that the program was not as successful as they had hoped it would be. The committee also reviewed dates for the budget process. The next meeting is March 24th. Public Works Committee - Trustee Bill Ware, Chairperson No report Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President Trustee Bill Ware, President of the Board of Local Improvements, Village of Lombard Page 3 Village Board of Trustees Minutes March 6, 2014 reported the board had met. The board reviewed the rebate for Special Assessment 216. Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson No report Lombard Historical Commission No report VII. Village Manager/Village Board Comments Trustee Foltyniewicz invited residents to join him at Omega for coffee Saturday morning from 9-10 am. He also noted other upcoming events such as Lombard Historical Society Fashion Show, the Tiara Presentation, and the Red and Black Ball. Trustee Fugiel invited residents to the GEHS Wrestling Boosters Pancake Breakfast. President Giagnorio reminded residents of the primary election to be held on March 18th and encouraged everyone to vote. He spoke of the candidates working hard and that voters should help make decisions by voting. VIII Consent Agenda . Trustee Foltyniewicz introduced the owners of the Billy Goat Tavern in the audience and indicated they would be opening a restaurant in Yorktown. Payroll/Accounts Payable A. 140069 Approval of Accounts Payable For the period ending February 21, 2014 in the amount of $729,132.70. This Payroll/Accounts Payable was approved on the Consent Agenda B. 140082 Approval of Village Payroll For the period ending February 22, 2014 in the amount of $777,433.93. Village of Lombard Page 4 Village Board of Trustees Minutes March 6, 2014 This Payroll/Accounts Payable was approved on the Consent Agenda C. 140083 Approval of Accounts Payable For the period ending February 28, 2014 in the amount of $764,503.60. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 140071 Sale of Surplus Equipment Declaring one 2005 Mazda Tribute as surplus equipment and authorizing its sale to a salvage yard. Staff is requesting a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6925 E. 140081 Ordinance Amending Title 11, Chapter 112, of the Village Code with Regard to Alcoholic Beverages Revising the Class "C" liquor license category reflecting a decrease due to the closing of Kobe IL Inc. d/b/a Kobe Hibachi Sushi Buffet located at 551 E. Roosevelt Road. (DISTRICT #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6926 F. 140085 Amending Title 11, Chapter 112, Section 112.13A.2. of the Lombard Village Code - Alcoholic Beverages Revising the Class "A/B I" liquor license category and issuing a liquor license to Billy Goat Tavern West, LLC d/b/a Billy Goat Tavern & Grill located at 203 Yorktown (Yorktown Mall), Food Court 6. (DISTRICT #2) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 6928 H. 140028 PC 14-02: Text Amendment to Village Parking Space, Aisle, and Module Dimensional Standards The Village of Lombard is proposing the following text amendments to the Lombard Zoning Ordinance: 1) An amendment to Section 155.602 (A)(5), and any other sections for clarity, adding provisions regarding the size of off-street parking spaces designated specifically for business, employee, and compact vehicles; and 2) An amendment to Section 155.602 (C), including Figure 6-1 and Table 6-2, regarding specific parking space, aisle, and module dimensional standards. (DISTRICTS - ALL) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 6929 I. 140037 Proposed Amendment to Ordinance for Emerald Ash Borer Recommendation from the Environmental Concerns Committee to approve the attached draft ordinance that would rescind the permitting requirement. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 6930 Resolutions J. 140076 1110 & 1060 N Garfield Easements Approving easement documents for existing watermain and sidewalk, as well as the proposed installation of an on-site generator for the lift station at the subject properties. (DISTRICT #6) This Resolution was adopted on the Consent Agenda Enactment No: R 14-14 Other Matters M. 140068 FY2014 Driveway Apron, Curb and Sidewalk Restoration Bid Award of a contract to Strada Construction, the lowest responsible bidder of seven bids, in the amount of $205,537.50. Bid in compliance with Public Act 85-1295. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda N. 140070 Lombard Meadows, Phase 1 Bid Award of a contract to Cerniglia Company, Inc., the lowest responsible bidder of five bids, in the amount of $2,034,202.20. Bid in compliance with Public Act 85-1295. (DISTRICT #6) This Bid was approved on the Consent Agenda O. 140074 Mosquito Control Services Recommendation from the Environmental Concerns Committee to waive bids and approve a contract with Clarke Environmental Mosquito Management.
