I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, March 20, 2014 in the Board
Room of the Lombard Village Hall was called to order by President
Keith Giagnorio at 7:30 p.m. Acting Village Clerk Janet Downer led
the Pledge of Allegiance.

Village President Giagnorio congratulated Trustee Peter Breen on
winning the primary election held on Tuesday.
Trustee Peter Breen thanked all of the voters and said it was a great
turn-out. He noted he was busy taking down his signs.
140115 Proclamation - John Egan Day
Village President Keith called John Egan, his family and Rita
Schneider down to the front.
Acting Village Clerk Janet Downer read the Proclamation recognizing
John Egan.
Rita Schneider spoke about John Egan and how the community had
benefited from John's years of volunteering. She asked John how he
was named a Kentucky Colonel.
John Egan indicated this was an old Jaycees tradition that if you were

called to speak at the Kentucky Convention, you were honored with
the title.
Trustee Laura Fitzpatrick spoke of John mentoring her and so many
others over the years. She spoke of him developing leaders.
John Egan thanked the Village for this recognition. He spoke about
volunteering, encouraged residents to volunteer, and spoke of how
rewarding it was and how many friends he had made over the years.
V. Approval of Minutes
A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Peter
Breen, that the minutes of the regular meeting of the President and Board of
Trustees of March 6, 2014 be approved. The motion carried by the following
vote:

Fitzpatrick, and Bill Ware
VI. Committee Reports
Community Relations Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Community Relations
Committee, reported the committee had met. He updated residents
on the Welcome Home Veterans Program, the Firefighter Program
and the Youth Leadership Program. He stated his committee
reviewed the pros and cons of video gaming and is recommending
approval of video gaming.
Economic/Community Development Committee - Trustee Laura Fitzpatrick,
Chairperson
Trustee Laura Fitzpatrick, Chairperson of the Economic & Community
Development Committee, reported the committee had met. The
committee reviewed video gaming and is not recommending approval.
Lombard Town Centre provided an update to the committee.
Community Development staff also provided an overview for the
committee. Laura highlighted the grant requests that the committee
reviewed and asked for concurrence of the items on the agenda.
Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson
Trustee Mike Fugiel, Chairperson of the Environmental Concerns
Committee, reminded residents of Earth Hour and encouraged

residents to participate next Saturday by turning off their lights and
electronics for one hour.
Finance Committee - Trustee Peter Breen, Chairperson

Public Works Committee - Trustee Bill Ware, Chairperson
Trustee Ware thanked Trustee Whittington for filling in for him at the
last meeting. The committee reviewed the Complete Streets Policy.
He stated this will be used as a policy and will be addressed on a
case-by-case basis. The committee will review again and then
forward to the Village Board. The committee also reviewed the Metra
Underpass, Highland Avenue and Grace Street projects.
Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson

Board of Local Improvements - Trustee Bill Ware, President

Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson
Trustee Fitzpatrick provided an overview on the grants that the
committee had reviewed and were listed on the agenda. The
committee will be reviewing new phone apps and continue to review
ways of improving communications. The next meeting is April 8th.

VII. Village Manager/Village Board Comments
Trustee Breen reminded residents of the information on the website
regarding Grace Street and noted the Village is moving forward with
discussions on North Grace Street.
Trustee Foltyniewicz spoke regarding the Tiara Presentation that had
been held and talked about what a nice event this was. He told of
how the first tiara was made from silver spoons donated by residents.

Recommendation from staff to amend the Village Code to reflect the

purpose of discussion of Collective Negotiating Matters. The motion carried
by the following vote:
