Call to Order and Pledge of Allegiance The rescheduled regular meeting of the President and Board of Trustees of the Village of Lombard held in the Board Room of the Lombard Village Hall was called to order at 4:00 p.m. by Village President Keith Giagnorio. Acting Village Clerk Janet Downer led the Pledge of Allegiance. II. Roll Call 6 - Keith Giagnorio, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware 2 - Sharon Kuderna, and Dan Whittington Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Assistant Fire Chief Jerry Howell Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer Trustee Breen arrived at 4:05 p.m. III. Public Hearings IV. Public Participation 140140 Proclamation - Arbor Day Acting Village Clerk Janet Downer read the proclamation for Arbor Day. Village President Giagnorio presented the proclamation to Director of Public Works Carl Goldsmith and asked about the tree that was going to be planted. Director of Public Works Carl Goldsmith reminded the Board and residents of the tree planting event scheduled for April 25th at the Village Complex and provided a description of the tree. V. Approval of Minutes A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Mike Fugiel, that the minutes of the Regular Meeting of the President and Board of Village of Lombard Page 1 Village Board of Trustees Minutes April 17, 2014 Trustees of the Village of Lombard held on April 3, 2014 be approved. The motion carried by the following vote: Aye: 5- Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware Absent: 1- Dan Whittington VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Economic/Community Development Committee - Trustee Laura Fitzpatrick, Chairperson Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Finance Committee - Trustee Peter Breen, Chairperson Public Works Committee - Trustee Bill Ware, Chairperson Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson Board of Local Improvements - Trustee Bill Ware, President Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson Lombard Historical Commission Trustee Laura Fitzpatrick reported the Historical Commission had met and noted the following: Local Landmarks Report - A subcommittee of the Local Landmarks Committee has identified 103 sites to be analyzed by Douglas Gilbert, the consultant hired to update the Historic Sites and Structures Inventory that was last updated in 1990 with 38 sites listed. Personnel Report - The new Executive Director for the Historical Society, Natalie Gacek, was introduced and her input at future Commission meetings will always be welcome and appreciated. Lombard Cemetery - In anticipation of the Memorial Day Commemoration Ceremony on May 26th at the Lombard Cemetery, the last remaining Veterans’ stone will be installed and Eagle Scout Daniel Kaylor will be planting ten trees on May 10th, as well as doing general cleanup. Ex-Officio Report - The Historical Society will be hosting the second annual fashion show fundraiser, Sunday, April 27 from 1:30 - 4 p.m. at St. John’s Lutheran Church. Tickets are $30 and include a light luncheon. Village of Lombard Page 2 Village Board of Trustees Minutes April 17, 2014 A new exhibit is on display at the Carriage House entitled 175 Years of Visualizing Lombard with paintings, artifacts and Jens Jenson’s original Lilacia Park blueprints. Lilac Time is from May 3rd through May 17th. The Historical Society will be offering tours of Lilacia Park on Saturdays and Sundays at 2 p.m. and Tuesdays through Fridays at 11 a.m. Tours begin at the Victorian Cottage and are $3 per person. VII. Village Manager/Village Board Comments Village Manager Scott Niehaus thanked the Board and staff for accommodating the time change of the meeting. He noted that a memo was at the dais with regard to Consent item S involving the Police Sergeant's contract with a minor revision. He thanked members of staff who were in the audience representing the SEIU Union and noted the contract was listed on the agenda for ratification. President Giagnorio asked Trustee Foltyniewicz about the Easter Egg Hunt. Trustee Foltyniewicz indicated his wife and sons went, but that he was not able to attend. He gave a report on the April 13 police exercise that had been held at the Oak Brook Mall and involved many police agencies including the FBI. VIII Consent Agenda . Payroll/Accounts Payable A. 140139 Approval of Accounts Payable For the period ending April 4, 2014 in the amount of $861,500.65. This Payroll/Accounts Payable was approved on the Consent Agenda B. 140149 Approval of Village Payroll For the period ending April 5, 2014 in the amount of $721,450.62. This Payroll/Accounts Payable was approved on the Consent Agenda C. 140150 Approval of Accounts Payable For the period ending April 11, 2014 in the amount of $1,738,761.74. This Payroll/Accounts Payable was approved on the Consent Agenda Village of Lombard Page 3 Village Board of Trustees Minutes April 17, 2014 Ordinances on First Reading (Waiver of First Requested) D. 140060 Title 11, Chapter 112 of the Lombard Village Code - Alcoholic Beverages Amending Title 11, Chapter 112 of the Lombard Village Code with regard to alcoholic beverages and the Class "X" movie theater liquor license category relative to the AMC Theatres at Yorktown Center. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6935 E. 130164 PC 13-05: 352 East Roosevelt Road (Maxfields Restaurant) - Time Extension Request Ordinance granting a time extension to Ordinance 6817, which granted a conditional use pursuant to Title 15, Chapter 155, Section 155.417(G)(2) of the Lombard Zoning Ordinance, for the property located at 352 East Roosevelt Road. (DISTRICT #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6817, 6936 *E-2. 140159 Ordinance Amending Title 11, Chapter 112, Section 112.13 of the Lombard Village Code in regard to Alcoholic Beverages Revising the Class "A/B III" liquor license category reflecting the sale and new ownership of Champps Americana located at 2301 S. Fountain Square Drive. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 21-14 L. 140154 Temporary Parking Restrictions on St. Charles Road Resolution authorizing temporary parking restrictions on St. Charles Road between Main Street and Lincoln Avenue and on Park Avenue between Orchard Terrace and Michel McGuire Drive from June 7, 2014 to August 30, 2014 for Cruise Nights events.
