I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 15, 2014 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:30 p.m. The Lombard Police Honor
Guard Posted the Colors and led the Pledge of Allegiance.

Lori Solyom, 22 S. Highland, spoke regarding the Village Board
considering the lifting of the ban on video gaming. She spoke of video
gaming not financially benefitting the Village and relayed cost
comparisons for replacing sidewalks. She did not feel this was
family-friendly and talked about a negative impact on the Village.
Colleen Whittington, 39 N Elizabeth, spoke about the pros and cons of
video gaming. She noted the State would regulate video gaming in
Lombard. She talked of the survey conducted four years ago, that
much had changed in four years, and felt that a new survey should be
taken. She asked the Board members to listen to their constituents.

140208 Recognition - Award of Valor - Officer Scott Jean
Chief Ray Byrne called Officer Scott Jean to the front. Chief Byrne
proceeded to provide information about Officer Jean responding to a
call, following up on the complaint, later being confronted by an armed
individual and how he was able to subdue that person resulting in no
injuries. Chief Byrne presented Officer Jean with the Award of Valor.
140169 Proclamation - Police Week
Village Clerk Sharon Kuderna read the proclamation for Police Week.
President Keith Giagnorio called Chief Byrne to the front and
presented the proclamation to the Chief.
Chief Byrne thanked the Village.
140207 Proclamation - Public Works Week
Village Clerk Sharon Kuderna read the proclamation for Public Works
Week.
President Keith Giagnorio called Director of Public Works Carl
Goldsmith to the front and presented him the proclamation.
Director Goldsmith thanked the Village Board. He spoke of the difficult
year due to the weather for staff and residents. Flooding and snow
storms have resulted in significant challenges. He noted that Public
Works touches every house and business in Lombard by providing
water and sewer services.
V. Approval of Minutes
A motion was made by Trustee Laura Fitzpatrick, seconded by Trustee Mike
Fugiel, that the Minutes of the Regular Meeting of May 1, 2014 be approved.

Economic/Community Development Committee - Trustee Laura Fitzpatrick,
Chairperson
Trustee Laura Fitzpatrick, Chairperson of the Economic/Community
Development Committee, reported that the committee had met. She
noted that the Village supports new businesses and the ECDC
members want to attend ribbon cuttings in the future.
Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson
Trustee Mike Fugiel, Chairperson of the Environmental Concerns
Committee, thanked those who assisted with the Pride clean-up. He
indicated there would be a fall clean-up as well. River Sweep is
scheduled for Saturday and asked those who want to participate to
contact the Public Works Department.
Finance Committee - Trustee Peter Breen, Chairperson

Public Works Committee - Trustee Bill Ware, Chairperson
Trustee Bill Ware, Chairperson of the Public Works Committee,
reported the committee had met and had reviewed the Complete
Streets Program. Recommendation for approval will be coming to the
Board.
Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson

Board of Local Improvements - Trustee Bill Ware, President

Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson
Trustee Laura Fitzpatrick, Chairperson of the Community Promotion
and Tourism Committee, reported the committee had met. She noted
that Communications Coordinator Bridget Doyle had been with the
Village for almost a year and talked about the increase in
Village of Lombard Page 3

communications. Lilac Time discounts are being offered at hotels to
encourage overnight stays. There are currently 2300 residents signed
up to receive E-news, and the Village has 1200 Facebook friends.
Talked about various communications avenues including Twitter,
Pinterest, YouTube, as well as the redesigned newsletter and website.
The Village Banner program is being expanded and winn include
South Main Street. The committee is reviewing the proposed policy
with regard to grants to family members of Village officials and staff .

VII. Village Manager/Village Board Comments
Trustee Whittington noted the Metra groundbreaking for the
pedestrian underpass was held yesterday.
President Giagnorio reminded residents of Lilac Time events including
beer tasting in the Park, Lilac Time Mutt Strut, the pancake breakfast,
wine tasting and the Lilac Parade to be held on Sunday. He reminded
residents of a fundraiser Remembering Lauren to be held at
Willowbrook High School on June 21st.

A. 140143 ZBA 14-03: 304 N. Park Avenue
Requests that the Village take the following actions for the subject
property located at the above referenced address and within the R2
Single-Family Residential Zoning District (E.W. Zander’s Broadview
Addition Subdivision):
1. A variation from Section 155.407 (F)(2) of the Lombard Zoning
Ordinance to reduce the required corner side yard setback from twenty
feet (20’) to eleven and nine-tenths feet (11.9’); and
2. A variation from Section 155.407 (F)(4) of the Lombard Zoning
Ordinance to reduce the required rear yard setback from thirty-five feet
(35’) to twenty-five feet (25’). (DISTRICT #1)
Director of Community Development Bill Heniff provided at overview
and Powerpoint presentation with regard to the petition for a reduction
in the corner side yard setback and reduction in the rear yard setback
submitted for the property located at 304 N. Park. He noted that this
property is a reverse corner lot as the rear of the property abuts the
front yard of the adjacent property. He noted that there are additional
considerations when this occurs.
The Zoning Board of Appeals had a 2-2 vote on the recommendation
for this petition.
Don Campo, 304 N. Park, spoke regarding the petition. He noted he
purchased the property in 2007 and it was a rental property. The
current renter wants to make this a permanent residence and due to
the fact that he has a lot of hobbies, he wants a three-car garage. The
current non-conforming garage is an eyesore. He wants to improve
the property and the neighborhood with these improvements.
Tom Knapp, 320 N. Main Street, architect for the property, indicated
he reviewed various options for an attached and detached garage.

The attached garage provided a larger improvement to the home and
a better improvement to the property.
President Giagnorio inquired about flooding.
Tom Knapp indicated it should not cause flooding.
Trustee Whittington indicated he had inspected the property and felt
this would be an improvement.
A motion was made by Trustee Dan Whittington, seconded by Trustee Laura
Fitzpatrick, that this Ordinance be waived of first reading and passed on
second reading with suspension of the rules. The motion carried by the
following vote:

B. 140133 Contract for the Provision of Electrical Energy for Municipal
Aggregation
Staff and NIMEC will present bid options to the Village Board at the
Board meeting for their selection. The bids will contain several different
options.
Village Manager Scott Niehaus noted that on April 3rd the Village
through the Village's consultant NIMEC had gone out to bid for pricing
to renew the electric aggregation program for residents. The bids
were not deemed to be attractive enough to renew the current electric
aggregation contract and bids were again going to be sought on May
15th. May 15th is the last day the Village has to make a decision to
renew the current contract or to suspend the program and revert back
to ComEd as the electricity provider for residents. Staff has reviewed
the rates and since ComEd currently has the best rate, staff is
recommending reverting back to ComEd as the electricity provider for
the Village.
Trustee Fitzpatrick spoke about residents having a choice to contract
with another provider should they choose to do that. She wanted
residents to understand why the Village is recommending reverting to
ComEd as the provider. This will be monitored and revisited.
Trustee Whittington indicated the Village was looking out for the best

interests of the residents.
Manager Niehaus talked about communication to the residents
regarding electric aggregation. He reminded residents that they can
choose another provider.
A motion was made by Trustee Laura Fitzpatrick, seconded by Trustee Bill
Ware, that the Village Board concur with staff's recommendation to reject all
bids for the joint purchase of electricity for the Village of Lombard Electricity
Aggregation Program and move all aggregation participants back to ComEd.
