Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, February 5, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:31 pm. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 150045 Proclamation - Fitness February Village Clerk Sharon Kuderna read the proclamation for Fitness February. Village President Keith Giagnorio presented the proclamation to Jay Wojcik. Jay Wojcik reminded residents of the Fitness Fair to be held on February 28 at Yorktown and encouraged everyone to attend. Village President Keith Giagnorio thanked Director of Public Works Carl Goldsmith and staff for their efforts during the recent blizzard. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Mike Fugiel, that the minutes of the Regular Meeting of January 22, 2015 be Village of Lombard Page 1 Village Board of Trustees Minutes February 5, 2015 approved. The motion carried by the following vote: Aye: 5- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Laura Fitzpatrick, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson No report Economic/Community Development Committee - Trustee Laura Fitzpatrick, Chairperson No report Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Mike Fugiel, Chairperson of the Environmental Concerns Committee, reported the committee had met. Presentations were made to the committee relative to the Greenest Region, the Prairie Food Co-op and the ComEd Residential Real Time Pricing Program. Mike noted that member Winnie Lyons had resigned due to health reasons, and he thanked her for her service. Village Manager/Village Board Comments Village Manager Scott Niehaus announced that the Village was experiencing some technical difficulties and apologized that the Board meeting would not be aired live. The meeting is being taped and will be broadcast on the Village's website. He reported that Governor Rauner would be giving his State of the State Address at The Westin on Sunday at noon and encouraged residents to contact the Chamber if they wanted to attend. He welcomed Deputy Chief Roy Newton to the meeting sitting in for Chief Byrne who was out of town. Trustee Mike Fugiel indicated he would not be able to attend the Governor's State of the State Address as he was assisting with a Glenbard East Pancake Breakfast. Trustee Reid Foltyniewicz reminded residents of the Park District Winter Carnival on Saturday; Valentine's Day coming up on February 14; a concert at the Maple Street Chapel on February 14th; and that the Dairy Queen was re-opening on Monday. Village President Keith Giagnorio reminded residents of the Lombard Town Centre quarterly forum to be held on February 11th at Capones at 7pm and the State of the Village that he will give at the Chamber Luncheon on February 18th. VIII Consent Agenda . Payroll/Accounts Payable A. 150034 Approval of Accounts Payable For the period ending January 23, 2015 in the amount of $462,094.86. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150047 Approval of Village Payroll For the period ending January 24, 2015 in the amount of $843,535.99. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150048 Approval of Accounts Payable For the period ending January 30, 2015 in the amount of $1,440,695.00. Village of Lombard Page 3 Village Board of Trustees Minutes February 5, 2015 This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150011 Code Amendments to Chapter 110: Temporary/Special Events Ordinance approving amendments to Chapter 110 regarding temporary/special event regulations. (DISTRICTS - ALL) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7043 E. 150014 PC 15-01: 86 Eisenhower Lane North, Downers Grove Boxing and Martial Arts, LLC. Requests that the Village grant a conditional use, pursuant to Section 155.420 (C) (18) of the Zoning Ordinance, to allow for a Learning Center (indoor athletic training facility) within the I Limited Industrial District. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7044 F. 150035 ZBA 15-01: 382 E. 17th Street Requests that the Village grant a variation from the Lombard Zoning Ordinance to provide for a front yard setback of thirty (30) feet in lieu of the formulated front yard setback requirements set forth within Section 155.407 (F)(1) for a principal structure located within in the R2 Single-Family Residence District. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7045 G. 150036 ZBA 15-02: 381 E. 16th Place Requests that the Village grant a variation from the Lombard Zoning Ordinance to provide for a front yard setback of thirty (30) feet in lieu of the formulated front yard setback requirements set forth within Section 155.407 (F)(1) for a principal structure located within in the R2 Single-Family Residence District. Broadview Avenue Requests that the Village grant a variation from Section 155.407(F)(2) of the Lombard Zoning Ordinance to reduce the required corner side yard setback from twenty feet (20’) to fourteen and three-tenths feet (14.3’). (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7047 I. 150044 Two Service Body Trucks Purchase Award of a contract to Freeway Ford in the amount of $123,997.00 for two service body trucks; and approval of an ordinance declaring Village units WT 434 and WT436 as surplus property and authorizing their trade-in. (DISTRICT #4) This Resolution was adopted on the Consent Agenda Enactment No: R 8-15 L. 150046 Illinois Law Enforcement Alarm System Intergovernmental Agreement Resolution authorizing an Intergovernmental Agreement between the Village of Lombard and ILEAS. Village of Lombard Page 5 Village Board of Trustees Minutes February 5, 2015 This Resolution was adopted on the Consent Agenda Enactment No: R 9-15 M. 150049 Authorizing The Northern Illinois Municipal Electric Cooperative (NIMEC) To Obtain Bids From Electricity Providers Authorizing NIMEC to service as the broker for the Village in regard to obtaining bids from electricity providers and authorizing the Village Manager or Director of Finance to approve a contract with the lowest cost electricity provider. This Resolution was adopted on the Consent Agenda Enactment No: R 10-15 Other Matters N. 150041 FY2015 Sewer Lateral Lining Project Request for a waiver of bids and award of a contract to Musson Brothers,Inc. in the amount of $50,000.00. Public Act 85-1295 does not apply. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda O. 150024 Local Tourism Grant Application 2015 - Lilac Time Advertising Grant request from Lombard Historical Society for costs in the amount of $1,312 from Hotel/Motel funds for advertising Lilac Time Heritage Tours of Lilacia Park and to promote the history of Lilacia Park in Horticulture Magazine from March - May 2015. Committee recommendation in an amount up to $1,050. (DISTRICT #1) This Request was approved on the Consent Agenda *P. Local Tourism Grant Application - 2015 - Lilac Princess Program (moved to IX-A) Q. 150027 Local Tourism Grant Application 2015 - Lombard Ale Fest Grant request from the Glenbard East Boosters in the amount of $10,000 from Hotel/Motel funds for costs associated with the 2nd Annual Ale Fest to be held June 13, 2015 on West Parkside at Lilacia Park. Committee recommendation in an amount up to $10,000. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading Ordinances on Second Reading Resolutions Other Matters *A. 150025 Local Tourism Grant Application 2015 - Lilac Princess Program Grant request from Lombard Junior Women's Club for costs in the amount of $9,500 from Hotel/Motel funds for expenses supporting the selection of the Lilac Queen and her Court, supporting expenses associated with their participation in numerous Lilac Time Events and providing $1,000 scholarships to each princess. Committee recommendation in an amount up to $7,125. Nancy Spartz, Co-Chairperson of the Princess Program, spoke of the Lombard Juniors taking over this program. She spoke of the history of Lilac Time and the Princess Program and how it began in 1930. She encouraged the Village Board to support the Princess Program. Sue Bielenda, Lombard Juniors, reported on what is involved in the Princess Program and the reason the Juniors were requesting a grant in the amount of $10,000. She spoke of the $1,000 scholarship that each Lilac Princess receives. Sue Horner, Lombard Juniors, spoke of the amount of the grant request, fundraising and a shortfall for the Princess Program. She noted that there is a lot of competition in fundraising and a tough economy. In the past members have paid for items out of their own pockets. She also talked about the TLC Camp that the Juniors run for kids with cancer and their siblings. She asked the Board to consider the grant request of the Juniors. Trustee Foltyniewicz spoke about the Juniors organization, the work that they do and that they are not looking to make money, just continue the tradition. Trustee Ware noted that the difference was $1,625 and that possibly an outside agency would be making a donation. President Giagnorio announced that a letter had been sent to the Union Pacific requesting their consideration of UP Community Funds as a sponsorship of the Princess Program. Village of Lombard Page 7 Village Board of Trustees Minutes February 5, 2015 Trustee Ware indicated with the $1,000 from the Union Pacific, the difference was $625.00. A motion was made by Trustee Laura Fitzpatrick, seconded by Trustee Dan Whittington, that the Village Board approve the recommendation of the Community Promotion & Tourism Committee and award a grant in an amount up to $7,125 to the Lombard Junior Women's Club for the Lilac Princess Program. The motion failed by the following vote: Aye: 3- Dan Whittington, Mike Fugiel, and Laura Fitzpatrick Nay: 2- Reid Foltyniewicz, and Bill Ware A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the Village Board approve splitting the $625 difference in addition to approving the recommendation of the Community Promotion & Tourism Committee to award a grant in an amount up to $7,125 to the Lombard Junior Women's Club for the Lilac Princess Program. The motion was withdrawn. A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Bill Ware, that this matter be reconsidered. The motion carried by the following vote: Aye: 5- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Laura Fitzpatrick, and Bill Ware A motion was made by Trustee Dan Whittington, seconded by Trustee Bill Ware, that the Village Board approve the recommendation of the Community Promotion & Tourism Committee and award a grant in an amount up to $7,125 to the Lombard Junior Women's Club for the Lilac Princess. The motion carried by the following vote: Aye: 5- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Laura Fitzpatrick, and Bill Ware X. Agenda Items for Discussion XI.
