I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, March 5, 2015 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:30 p.m. Acting Village Clerk Janet
Downer led the Pledge of Allegiance.

150099 Recognition of Former Village Trustee Peter Breen
Village President Keith Giagnorio called Peter Breen and his wife
Margie to the front. Keith thanked Peter for his service to the
community, the Village Board and for serving as Acting Village
President. Keith presented Peter with a parting gift and presented
Margie with a bouquet of roses.

150100 Presentation - State Representative Peter Breen
State Representative Peter Breen provided an updated on matters in
Springfield. He spoke of the Governor giving his Budget Address a
few weeks ago noting the State was $1.6 billion in debt, but being a
business man, he was looking at ways to turn that around and not
continue to sustain government bureaucracy. He indicated the State
has $1.6 billion in reserves and the Governor is looking to take that
money, not have to borrow money or go further in debt, and pay off
the debt. This proposal has not as yet been agreed to by all of the
legislators. He wants to increase spending on infrastructure and
schools and will look to seek reform to make things better. He
stressed the need to stop "back room deals" and "conflicts of interest".
He felt that the Governor was working to resolve the deficit. He spoke
of the proposed cutting of funds to municipalities and how cuts have
affected day care facilities and prisons. Peter Breen then
congratulated Bill Johnston, who had been sworn in as the District #4
Trustee, and Robyn Pike, who was to be sworn in as the District #5
Trustee. He felt that serving on a municipal Board, such as the
Lombard Village Board, was most important, as the Board governs all
services to the municipality including, police, fire water and streets.

150098 Appointment - Trustee #5 Vacancy
Motion approving Robyn Pike to fill the remainder of the Trustee
District #5 term of office until May 2015.
A motion was made by Trustee Mike Fugiel, seconded by Trustee Bill Ware,
that Robyn Pike be appointed to fill the vacancy of Trustee in District #5. The
motion carried by the following vote:

VII. Village Manager/Village Board Comments
Village Manager Scott Niehaus introduced Avis Meade, the new
Village of Lombard Page 3

Communications Coordinator for the Village. He noted that a lilac was
named after her great uncle. He indicated that a recent Facebook
post relative to the Police Department's apprehension of suspects
wanted in armed robberies had received 12,900 hits and spoke of the
importance of using social media to alert residents.
Trustee Bill Ware spoke relative to an item on the Consent Agenda
pertaining to wall signage and how the Village is working with business
owners to allow greater flexibility relative to wall signage in an effort to
help better advertise their places of business.
Trustee Dan Whittington announced that he will host a District #1
meeting on March 25 at 7pm at the Wine Cellar.
Trustee Robyn Pike introduced her family in the audience.

153.506(B)(18), 153.507(B)(11), 153.508(B)(19): amending the
permitted number of wall signs;
2. Section 153.602: amending and supplementing the definition of
sign, area of: wall/awning/canopy signs; and
3. Any requisite companion amendments and references for
