Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, March 19, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:35 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Assistant Fire Chief Jerry Howell Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation V. Approval of Minutes A motion was made by Trustee Mike Fugiel, seconded by Trustee Dan Whittington, that the minutes of the regular meeting of March 5, 2015 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Community Relations Committee, reported the committee had met. The committee reviewed the Youth Leadership Program and noted that it had been expanded to a three day event. Village of Lombard Page 1 Village Board of Trustees Minutes March 19, 2015 Economic/Community Development Committee - Vacancy, Chairperson None Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Environmental Concerns Committee, reminded residents of the following: yard waste pick up begins on April 6 and bundled brush does not require a sticker; grants for rain barrels and compost bins are available though the Village; the Village Recycling Extravaganza is scheduled to take place on September 19th; the monthly electronics recycling will no longer take place at Main and Parkside; however electronics will be accepted at the Extravaganza. Finance Committee - Vacancy, Alternate Chairperson None Public Works Committee - Trustee Bill Ware, Chairperson None Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson None Board of Local Improvements - Trustee Bill Ware, President None Community Promotion & Tourism - Vacancy, Chairperson None Lombard Historical Commission None VII. Village Manager/Village Board Comments Trustee Mike Fugiel indicated he attended the 100th anniversary celebration of the Lombard Woman's Club held at Lexington on March 9th and presented the club a certificate on behalf of the Village. Trustee Dan Whittington reminded residents of his District #1 coffee to be held on March 25th. Village of Lombard Page 2 Village Board of Trustees Minutes March 19, 2015 VIII Consent Agenda . Trustee Reid Foltyniewicz noted that District #3 had new fire hydrants and that is why District #3 was not included in the fire hydrant painting program at this time. Payroll/Accounts Payable A. 150110 Approval of Accounts Payable For the period ending March 6, 2015 in the amount of $353,752.47. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150120 Approval of Village Payroll For the period ending March 7, 2015 in the amount of $766,569.93. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150121 Approval of Accounts Payable For the period ending March 13, 2015 in the amount of $925,586.37. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150076 Ordinance Amending Title 11, Chapter 112, Section 112.13 of the Lombard Village Code in regard to Alcoholic Beverages Revising the Class "ZZ" liquor license category reflecting the sale and new ownership of Road Ranger located at 909 E. Roosevelt Road to GPM Midwest LLC. (DISTRICT #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7055 E. 150111 Sale of Surplus Equipment Declaring five (5) vehicles and one (1) snow blower as surplus equipment and authorizing their sale at public auction. Staff is requesting a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7056 Village of Lombard Page 3 Village Board of Trustees Minutes March 19, 2015 F. 150117 Waste Collection and Disposal Ordinance for Annual Fee Rates Authorizing the solid waste and recycling collection and disposal rates that become effective on April 1, 2015. Staff is requesting a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7057 G. 150122 Title 11, Chapter 121, Section 121.03A.(2) - Number of Taxicab Business Licenses Amending Title 11, Chapter 121, Section 121.03A.(2) increasing the number of Taxicab Business Licenses from twelve (12) to thirteen (13) and granting a license to FREETAXI.BIZ Dispatch, Inc. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7058 Other Ordinances on First Reading H. 150075 Amendments to Section 150 of the Village Code Ordinance approving text amendments to the Title 15, Chapter 150, of the Lombard Village Code as it pertains to the adoption of the 2012 International Building Code and Related Companion Codes as well as amendments to local regulations. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7061 Ordinances on Second Reading I. 150079 Amendments to Sections 35.5 and 152 of Village Code Ordinance amending, Title III, Chapter 35 and Title XV, Chapter 152 of the Lombard Village Code in regard to Annexation Agreements. (DISTRICTS - ALL) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7059 Resolutions J. 150103 Fuel Station, Change Order No. 2 Reflecting an increase to the contract with Accurate Tank, Inc. in the amount of $29,595.70. St. Charles Road Approval of a grant in an amount not to exceed $12,000 for the property located at 101 W. St. Charles Road. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 19-15 L. 150114 Highland Avenue Pumping Station Valve Control Vault - Building Design Approving a contract with Engineering Resource Associates, Inc. in an amount not to exceed $14,650.00. (DISTRICT #3) This Resolution was adopted on the Consent Agenda Enactment No: R 20-15 M. 150115 Village-Wide Bicycle & Pedestrian Master Plan, Consulting Services Approving a contract with Alta Plan + Design in the amount of $64,350.00. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 21-15 N. 150116 MFT Resolutions for Fiscal Year 2008-2013 Approving Motor Fuel Tax FY2008-2013 expenditures for salt purchase and overtime wages & part time wages related to snow removal operations; and 2009-2010 street light electricity and street sweeping equipment & labor expenses. This Resolution was adopted on the Consent Agenda Enactment No: R 22-15 Other Matters O. 150104 Gasoline and Diesel Fuel Purchase Request for a waiver of bids and award of a contract to Heritage FS, Inc. in conjunction with the joint purchasing contract through DuPage County. Public Act 85-1295 does not apply. This Bid was approved on the Consent Agenda P. 150106 Fire Hydrant Painting - Municipal Partnering Initiative (MPI) Award of a contract to DMD Consultants, Inc., the lowest responsible bidder of four (4) bids, in the amount of $50,000.00. Bid in compliance with Public Act 85-1295. Agenda Items for Discussion A. 150118 Quarterly Lombard Town Centre Report Quarterly report presented by Sarah Richardt to the Village Board. Sarah Richardt, Director of Lombard Town Centre, introduced the new LTC Vice-President Karin Manovich, noted that the new President Chris Swope Cholewa was not able to be at the meeting, and indicated that past president Walter Smith was remaining on the Board. She proceeded to indicated that she, on behalf of Lombard Town Centre, would be providing a quarterly update to the Village Board. She updated the Board as follows: glad to provide a quarterly update so that the Board could be updated more frequently; mission to preserve and promote historic downtown; updated staff on new owner of the old hotel building at 101 W. St. Charles and efforts to plaque the building as an historic site; working on Lom-Bar-B-Que; in the first two weeks of advertising have nearly 30 competitors already signed up to participate; kids cooking contest to be included; big event in August; Prom-a-Palooza scheduled for next weekend to include trying on dresses, making hair appointments and all that goes along with Prom event; businesses have taken ownership of this event and working together to coordinate details; second floor vacancies being filled; Fringe Boutique second floor salon opening this week at 18 W.
