Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, April 2, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Village President Keith Giagnorio presented the proclamation to Barb Kruser, Director of the Helen Plum Library. Barb Kruser thanked the Village. 150140 Proclamation - Child Abuse Prevention Month Village Clerk Sharon Kuderna read the proclamation for Child Abuse Prevention Month. Village President Keith Giagnorio presented the proclamation to Penny Bradbury of the Lombard Juniors. Penny Bradbury thanked the Village. Village of Lombard Page 1 Village Board of Trustees Minutes April 2, 2015 150150 Proclamation - School District #44 Music Parents Association Pancake Breakfast Village Clerk Sharon Kuderna read the proclamation for School District #44 Music Parents Association Pancake Day. Village President Keith Giagnorio presented the proclamation to Bob Biddle. Bob Biddle thanked the Village. V. Approval of Minutes A motion was made by Trustee Mike Fugiel, seconded by Trustee Bill Johnston, that the minutes of the Special Meeting of March 19, 2015 and the minutes of the Regular Meeting of March 19, 2015 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson No report Economic/Community Development Committee - Vacancy, Chairperson No report Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Environmental Concerns Committee, reminded residents of the Village Pride Week Clean--up scheduled for April 25th from 9 am - 11 am and asked residents who wanted to participate in cleaning up of the Prairie Path and Great Western Trail to contact the Public Works Department. Finance Committee - Vacancy, Alternate Chairperson No report Public Works Committee - Trustee Bill Ware, Chairperson No report Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson Village of Lombard Page 2 Village Board of Trustees Minutes April 2, 2015 No report Board of Local Improvements - Trustee Bill Ware, President Trustee Bill Ware, President of the Board of Local Improvements, reported the committee had met prior to the Village Board meeting and approved a rebate to SA 214A. Community Promotion & Tourism - Vacancy, Chairperson No report Lombard Historical Commission No report VII. Village Manager/Village Board Comments Trustee Mike Fugiel announced that he had attended Mable Paddleford's 102nd birthday at Beacon Hill. Trustee Dan Whittington reminded residents of Lilac Time approaching and wished everyone a Happy Easter. Trustee Reid Foltyniewicz reminded residents to vote on April 7 and noted that every election does matter. President Keith Giagnorio also reminded residents of elections for various school board positions. VIII Consent Agenda . Payroll/Accounts Payable A. 150128 Approval of Accounts Payable For the period ending March 20, 2015 in the amount of $1,545,104.80. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150141 Approval of Village Payroll For the period ending March 21, 2015 in the amount of $775,967.08. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150142 Approval of Accounts Payable For the period ending March 27, 2015 in the amount of $720,633.54. This Payroll/Accounts Payable was approved on the Consent Agenda Village of Lombard Page 3 Village Board of Trustees Minutes April 2, 2015 Ordinances on First Reading (Waiver of First Requested) D. 150109 PC 15-04: 2740 S. Highland Avenue, Highlands of Lombard New Apartment Building Requests approval of a conditional use to allow for a multiple-family residential development, as per the Second Agreement to the Pre-Development for the Highlands of Lombard B3 Planned Development, with the following deviation: Allow a deviation from Section 5.E of the Second Amendment to Pre-Development Agreement to allow construction that utilizes less than 70 percent stone, brick, split face block or cedar for exterior facades exclusive of window areas. This request is made to allow use of Hardie Board as an alternative facade material on portions of the building. (DISTRICTS - ALL) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7061 Resolutions F. 150131 Intergovernmental Agreement, Bradley Lane Approving an intergovernmental agreement (IGA) between the Village and the Park District regarding the reconstruction of Bradley Lane. (DISTRICT #6) This Resolution was adopted on the Consent Agenda Enactment No: R 23-15 G. 150132 MFT Resolutions Approving MFT Resolutions for various projects including Section 03-00148-00-PV for Main Street, Wilson to Roosevelt, Section 07-00152-00-MS for the Garfield Site project and Section Village of Lombard Page 4 Village Board of Trustees Minutes April 2, 2015 11-00156-00-RS for the Maple Street project. (DISTRICTS #2, #4, #5 & #6) This Resolution was adopted on the Consent Agenda Enactment No: R 24-15 H. 150134 Fairview Lift Station Improvements, Resident Engineering Approving a contract with Baxter & Woodman Inc. in an amount not to exceed $68,395.00. (DISTRICT #6) This Resolution was adopted on the Consent Agenda Enactment No: R 25-15 I. 150135 Z15-004-Davies (540 N. Columbine Avenue) A Resolution of Objection to a request for a variation to increase the height of a detached accessory structure (garage) from 15 ft. To 27 ft. and a variation to increase the square footage of the same detached accessory structure (garage) from 650 sq. ft. to 1500 sq. ft., at 540 N. Columbine Avenue. (UNINCORPORATED/DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 26-15 J. 150136 Plat of Abrogation - 149 E. Goebel Drive A Resolution authorizing signature of President and Clerk on a Plat of Easement Abrogation.
