Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, May 21, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:31 pm. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Assistant Director of Finance Jamie Cunningham Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas Communications Coordinator Avis Meade Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation 150227 Swearing-in Ceremony - Probationary Patrol Officers Chief of Police Ray Byrne thanked the Village Board for their continued support in hiring additional police officers. He then provided a bio on Probationary Patrol Officer Brian Bastian and on Probationary Patrol Officer Timothy Franken. Village Clerk Sharon Kuderna issued the Oath of Office to the probationary police officers. Each of the officers introduced their families and thanked the Village. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Mike Fugiel, that the minutes of the regular meeteing of the President and Board of Trustees of the Village of Lombard of May 7, 2015 be approved. Village Manager/Village Board Comments President Giagnorio congratulated Trustee Mike Fugiel on being named the Man of the Year. President Giagnorio thanked the Parade Committee, the Park District, and all of the agencies and volunteers for their work in putting together Village of Lombard Page 2 Village Board of Trustees Minutes May 21, 2015 another successful Lilac Time event in Lombard. He thanked Mother Nature for cooperating and providing a nice day for the Parade. VIII Consent Agenda . Village Attorney Tom Bayer noted there is a revision to Consent item K relative to a lien and that will be removed. Payroll/Accounts Payable A. 150218 Approval of Village Payroll For the period ending May 2, 2015 in the amount of $790,620.75. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150219 Approval of Accounts Payable For the period ending May 8, 2015 in the amount of $758,317.33. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150234 Approval of Accounts Payable For the period ending May 15, 2015 in the amount of $1,774,741.78. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150222 1 E. Roosevelt Road - Groundwater Restriction Ordinance Prohibiting the use of groundwater for potable purposes in the vicinity of Roosevelt Road and Main Street due to soil contamination at 1 E. Roosevelt Road. (DISTRICTS #2 & #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7077 E. 150223 Declaration of Surplus Village Equipment Ordinance declaring computer equipment surplus and authorizing the sale or disposal of the items as listed. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7078 F. 150228 1 E. Roosevelt Road - Village Code Amendment Amending Title 5, Chapter 51, Section 51.02 of the Village Code in regard to prohibiting the use of groundwater as a potable water supply Village of Lombard Page 3 Village Board of Trustees Minutes May 21, 2015 by the installation or use of potable water supply wells or by any other method. (DISTRICTS #2 & #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7079 G. 150231 Amending Title 11, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages Revising the Class "A/B-I" liquor license category and issuing a liquor license to Chicago Tavern Group, LLC-Lombard d/b/a Marquette Kitchen & Tap located at 18 W. St. Charles Road. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7080 G2. 150207 South Elizabeth between Elizabeth Court & Willow, No Parking Request Recommendation from the Transportation & Safety Committee to approve a request for No Parking on the west side of Elizabeth Street between Elizabeth Court and Willow Street. Waiver of first reading is requested by staff. (DISTRICTS - ALL) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7082 I. 150203 Title 11, Chapter 121, Section 121.03A.(2) - Number of Taxicab Business Licenses Amending Title 11, Chapter 121, Section 121.03A.(2) increasing the number of Taxicab Business Licenses from thirteen (13) to fourteen (14) and granting a license to Suburban Yellow Taxi LLC. This Resolution was adopted on the Consent Agenda Enactment No: R 44-15 Other Matters R. 150233 Extrication Equipment Request for a waiver of bids and award of a contract to Equipment Management Company (EMC) in the amount of $30,420.00 for the purchase of extrication equipment. This Bid was approved on the Consent Agenda R-2. 150235 FY2015 Asphalt Paving and Patching Program Award of a contract to Schroeder Asphalt Services, Inc., the lowest responsible bidder of eight bids, in the amount of $1,484,600.00.
