Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, December 3, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Public Hearings 150540 BOT 15-03: 836 and 840 S. Hammerschmidt Avenue A Public Hearing regarding a variation to provide relief from the Lombard Code of Ordinances Chapter 50, “Combined Water and Sewer System”, Subsection 50.026 “Prohibited Connections” relative to the property located at 836 and 840 S. Hammerschmidt Avenue. (DISTRICT #6) Village Attorney Tom Bayer called the Public Hearing relative to BOT 15-03, regarding a variation to provide relief from the Lombard Code of Ordinances Chapter 50, "Combined Water and Sewer System", Subsection 50.026 "Prohibited Connections" relative to the property located at 836 and 840 S. Hammerschmidt Avenue to order at 7:32 p.m. Being that no one spoke for or against this matter, the Public Hearing was closed at 7:33 p.m. IV. Public Participation V. Approval of Minutes A motion was made by Trustee Mike Fugiel, seconded by Trustee Bill Johnston, that the minutes of the Regular Meeting of the President and Board Village of Lombard Page 1 Village Board of Trustees Minutes December 3, 2015 of Trustees of November 19, 2015 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson No report Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson Trustee Reid Foltyniewicz, Chairperson of the Finance and Administration Committee reported the committee had met. The Committee is recommending that the Village proceed with the Local Debt Recovery Program and begin by trying to collect unpaid parking tickets. The Committee will review this program and look at including other unpaid debts if the program is successful. The Committee has already begun to work on the FY 2017 budget. He noted with the uncertainty in Springfield with the State, the Finance Committee wants to begin looking at the FY 2017 Village budget early. Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Village of Lombard Page 2 Village Board of Trustees Minutes December 3, 2015 Lombard Historical Commission No report VII. Village Manager/Village Board Comments Village Manager Scott Niehaus noted that the Village had received recognition from the Government Finance Officers Association (GFOA) for the 28th consecutive year relative to the annual comprehensive report and budget. He thanked Director Sexton and his staff for their excellence in reporting, openness, accuracy and transparency in these documents. President Keith Giagnorio wished Trustee Whittington a happy belated birthday. Village Clerk Sharon Kuderna read the following announcements: congratulations to Montini Catholic High School on their Broncos football team winning the HSA Class 6 State Championship for the 7th consecutive year. Jingle Bell Jubilee is scheduled for December 5th from 5pm-9pm including downtown Lombard, Lilacia Park, the Helen Plum Library, the Museum, and the Maple Street Chapel with the tree lighting scheduled for 5:30 pm at Lilacia Park. The Lombard Fire Department Toy Drive is scheduled for December 12 beginning at 10:30 am from Station One and traveling south on Main Street to Glenbard East and then proceeding to Yorktown where they will "stuff the sleigh". Toys are being accepted at both Fire Stations, the Village Hall, and Schroeder's Ace Hardware. Recycle your Christmas lights and extension cords by dropping them off at the Public Works facility just south of the Village Hall any time including nights and weekends. VIII Consent Agenda . This Payroll/Accounts Payable was approved on the Consent Agenda C. 150546 Approval of Accounts Payable For the period ending November 27, 2015 in the amount of $223,831.63. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150323 PC 15-19: 27 W. Grove Street - Park Place of Lombard - Time Extension Request Ordinance granting conditional use approval for a planned development with companion deviations and variations from the Lombard Subdivision and Development and Zoning Ordinances. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7104, 7152 E. 150524 Ordinance Amending Lombard Traffic Code Amending Article XIII, Section 10-13-22 of the Lombard Traffic Code (Ordinance No. 1186) in relation to Municipal Parking Lots.
