The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, February 4, 2016 in the Board
Room of the Lombard Village Hall was called to order by President
Keith Giagnorio at 7:35 p.m. Trustee Bill Ware led the Pledge of
Allegiance.

of the Lilac Queen and her Court. The grant supports expenses
associated with the participation of the Lilac Queen Court in numerous
Lliac Time events and provides $1,000 scholarships to five members
of the court. The process begins in February and culminates in May

The petitioner, 610 Building, LLC requests that the Village grant:
1. An amendment to Ordinances 4021, 4022, and 5594 along with a
variance from Section 155.414(E)(1) to allow for a front yard
setback of eighteen (18) feet where thirty (30) feet is required to
provide for the expansion of the existing canopy;
2. An amendment to the conditions of approval associated with
Ordinances 4021 and 4022 to allow for wall (canopy) signage on
the canopy;
3. A variance from Section 153.208 (H) to allow for an existing
freestanding sign to remain in the clear line of sight area; and
4. A variance from Section 153.223 (E) to allow for a reader board
of twelve (12) square feet in area, where nine (9) square feet in
area is allowed. (DISTRICT #6)

As a follow up to past neighborhood meeting, a review of the Plan Commission
materials, and a review of comments from a neighbor during the public hearing
process, options were discussed to help address potential impacts on the
neighboring residents.
Property deficiencies are often included as conditions of approval in an
ordinance, however, with this property, many of those items were addressed prior
to the Plan Commission submittal. After a new owner acquired the property, past
neighborhood concerns were addressed, including:
reconstruction of the rear parking lot to address drainage concerns and the
condition of the lot;
painted the exterior fence;
remediated noise concerns from a roof condenser unit; and
removal of the excessive storage of motor vehicles on the property.
Additionally, other past improvements along the south property line include
removal of pay phones, removal of vacuum hoses, and removal of a parking lot
light pole that abutted and illuminated a neighboring resident.
Per Ordinance 5594, fuel truck unloading shall not occur between the hours of 7
PM and 7 AM. The provisions of this ordinance shall remain in full effect.
Through additional discussions with the petitioner and with the consent of Mobil,
the petitioner is willing to modify the exterior canopy. The colored banding
around the exterior canopy will not be illuminated and there will be no signage
on the south elevation of the canopy. This should help address some of the
concerns from the neighboring residential properties.
As such, I would like to make a motion to approve the revised ordinance
submitted in the late agenda packet with a waiver of first reading.

variance from Section 155.414(E)(1) to allow for a front yard
setback of eighteen (18) feet where thirty (30) feet is required to
provide for the expansion of the existing canopy;
2. An amendment to the conditions of approval associated with
Ordinances 4021 and 4022 to allow for wall (canopy) signage on
the canopy;
3. A variance from Section 153.208 (H) to allow for an existing
freestanding sign to remain in the clear line of sight area; and
4. A variance from Section 153.223 (E) to allow for a reader board of
twelve (12) square feet in area, where nine (9) square feet in area
is allowed. (DISTRICT #6)
