Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, April 7, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:32 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 160129 Proclamation - Lilac Parade Committee Ellyn Murphy, Chairperson of the Lilac Parade Committee, proceeded to provide background on the Lilac Parade 2016 Grand Marshal. She noted the Lilac Parade Committee unanimously selected Carol Bauer, Village of Lombard Executive Coordinator and Blood Drive Coordinator as the 2016 Grand Marshal. 160130 Proclamation - Lombard Garden Club 90th Anniversary Village Clerk Sharon Kuderna read the proclamation for Lombard Garden Club's 90th Anniversary. President Giagnorio presented the proclamation to Barb Madagin and members of the Garden Club. Village of Lombard Page 1 Village Board of Trustees Minutes April 7, 2016 Rose Roth reminded residents of the Beautification Program and that you can nominate a resident for their beautification efforts. 160131 Proclamation - Lombard Juniors Child Abuse Prevention Month Village Clerk Sharon Kuderna read the proclamation for Lombard Juniors Child Abuse Prevention Month. Village President Giagnorio presented the proclamation to Sue Horner and members of the Juniors. The Lombard Juniors noted they had a long history relative to bringing child abuse to an end. They spoke of the blue and silver pinwheels at First Church. 160141 Proclamation - Arbor Day Village Clerk Sharon Kuderna read the proclamation for Arbor Day. Village President Giagnorio presented the proclamation to Director of Public Works Carl Goldsmith. Carl Goldsmith thanked the Village and spoke of the Arbor Day tree planting to occur on April 29th at 1:00 p.m. at Hammerschmidt School. Art Frerichs spoke of the benefits of trees and encouraged residents to plant trees. V. Approval of Minutes A motion was made by Trustee Bill Johnston, seconded by Trustee Mike Fugiel, that the minutes of the regular meeting of March 17, 2016, be approved. The motion carried by the following vote: Aye: 5- Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Absent: 1- Dan Whittington VI. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Community Promotion & Tourism Committe, reported the committee had not met. He did note that he had volunteered at the Elmhurst Food Pantry and indicated that the Food Pantry is always in need of volunteers. Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Village of Lombard Page 2 Village Board of Trustees Minutes April 7, 2016 Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported the committee met on Monday, March 21 and covered the following items: 1. Donna Blair of Yorktown Center provided an overview of the past and future development activities at the mall. Most importantly, she discussed the approved Yorktown Commons development and their efforts to make their project a reality. As part of this effort, Yorktown made a request for consideration of a utility agreement incentive to address costs associated with the proposed sanitary sewer lift station that will be needed for the project. The ECDC unanimously recommended approval of the request, which will be brought forward for Village Board consideration at a future date. 2. The ECDC was also presented code amendments to address cost recovery provisions associated with economic incentive analyses undertaken by Village consultants. This amendment is intended to ensure that any out-of-packet costs associated with such analyses are covered by the entity seeking any such incentives and not the taxpayers. The ECDC recommended approval of the code amendments and the item is on tonight’s Board agenda for consideration. 3. Trustee Foltyniewicz, Finance Committee Chair, and Scott Niehaus, Village Manager, also attended the ECDC meeting and gave an overview regarding the Village long-range budget picture going forward. Village Manager/Village Board Comments Village Clerk Sharon Kuderna read the following announcement: The Spring Blood Drive is scheduled for Wednesday, April 13 at Yorktown upper level by Carsons from 9:30 am until 1 pm and at the Village Hall from 1:30 pm until 7pm. Heartland Blood Centers is honoring Carol Bauer for her 50 years of service to the Village and community and nearly 25 years of service as the Blood Drive Coordinator. Carol’s dedication and determination to Lombard’s Blood Drives have resulted in Heartland Blood Center collecting almost 14,000 pints of blood - enough blood to help save the lives of nearly 40,000 people in desperate need of blood. Become someone’s hero and a life saver by becoming a blood donor. All donors will be entered into a raffle for an overnight stay at The Westin, Yorktown gift cards and other items and will receive a coupon for a pint of Culver’s frozen yogurt. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7205 F. 160123 Amending Title 11, Chapter 112, Section 112.13(A) of the Lombard Village Code Increasing the Class "A/B-I" liquor license category by one and granting a liquor license to Topaz RG, LLC d/b/a Babcock's Grove House located at 101 W.
