Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, September 1, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:31 p.m. Village Manager Scott Niehaus led the Pledge of Allegiance. II. Village Manager/Village Board Comments Village Clerk Sharon Kuderna read the following announcements Have a safe Labor Day weekend. Remember - do not drink and drive and do not text or use your cell phone unless it is a hands-free phone. Enforcement is stepped up on holiday weekends. The Village Hall will be closed on Monday, September 5th in observance of the Labor Day holiday. The Lombard Fire Department invites residents to join in a brief ceremony, a moment of silence and an open house from 8:30 am until 12:00 pm on Sunday, September 11th. The ceremony will begin at 8:45 am in front of Fire Station 45, 50 E. St. Charles Road remembering and reflecting on the tragedy of September 11, 2001. Village of Lombard Page 2 Village Board of Trustees Minutes September 1, 2016 The Village of Lombard We Remember 9-11 Blood Drive will be held on Wednesday, September 14 from 9:30 am until 1pm at Yorktown and from 1:30 pm until 7pm at the Village Hall. Donors will receive a coupon for a pint of frozen custard from Culver’s and be entered into a drawing for a Yorktown gift card. The search is on for the Senior Man and the Senior Woman of the Year. We are encouraging Lombard residents to nominate a senior they know who personifies Lombard Pride. The award aims to celebrate the accomplishments of seniors who are active in the Lombard community. Nominees must have a Lombard mailing address and be 65 years of age or older. Nominations must include a brief statement, 50 words or less, on why the senior should be considered for this award as well as a short biography of the person. Nominations may be dropped off at Village Hall at 255, E. Wilson Ave., or emailed to communications@villageoflombard.org <mailto:communications@villageoflombard.org>, by Friday, September 9th. The winners will be selected by the Village’s Community Relations committee and will receive the Village President’s Award along with a gift certificate to a local restaurant. The “Senior of the Year” award winner will also be honored by riding in the 2017 Lilac Time Parade. For questions please call (630)620-5718. VIII Consent Agenda . Village Manager Scott Niehaus asked that Consent item L, the Yorktown Commons Utility/Incentive Agreement, be pulled from the agenda at this time due to some of the exhibits needing further clarification relative to legal descriptions. This item will be added to the September 15th Village Board agenda. It was moved by Trustee Bill Ware and seconded by Trustee Reid Foltyniewicz that Consent Item L be removed from the Village Board Agenda. B. 160362 Approval of Accounts Payable For the period ending August 19, 2016 in the amount of $2,232,746.16. This Payroll/Accounts Payable was approved on the Consent Agenda C. 160368 Approval of Village Payroll For the period ending August 20, 2016 in the amount of $784,009.69. This Payroll/Accounts Payable was approved on the Consent Agenda D. 160369 Approval of Accounts Payable For the period ending August 26, 2016 in the amount of $1,773,601.79. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) E. 160372 IEPA Public Water Supply Loan Program Authorizing the signatures of the Village President and Village Clerk on documents required for the application for funding through the IEPA Public Water Supply Loan Program for additional funds for the completion of the Roosevelt Road Watermain Lining Project (Phase I & II) and the Water Transmission Main Project. Staff is requesting a waiver of first reading. (DISTRICTS #2 & #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7264 F. 160371 Sale of Surplus Equipment Declaring Village unit #BD14 as surplus equipment and authorizing its sale at public auction. Staff is requesting a waiver of first reading. St. Charles Road Request from the Historic Preservation Commission to approve Landmark Site Designation for 128-132 W. St. Charles Road pursuant to Title 3, Chapter 32, Section 32.079 of the Lombard Village Code. (DISTRICT #1) Village of Lombard Page 4 Village Board of Trustees Minutes September 1, 2016 This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7266 H. 160363 Tax Levy Ordinance/Special Service Area Number Three Ordinance establishing the 2016 Tax Levy for Special Service Area Number Three based on estimates provided by the Illinois Department of Transportation and the Finance Department. Madison Street (CPSA) Recommendation from the Plan Commission to approve a conditional use to allow for an expansion of a Private Elementary, Middle and High School, in the R2 Single-Family Residence District; and approval of a conditional use for a planned development with a companion variation from Section 155.508 (C) (7), reducing the minimum required open space to 50% where a minimum of 62.5% is required for planned developments. (DISTRICT #3) M. 160366 St. Pius Fall Fest Special Event Request for a Temporary Special Event Permit for the St. Pius Fall Fest to be located in their parking lot from September 16 thru September 19, 2016.
