I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, September 1, 2016 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:31 p.m. Village Manager Scott Niehaus
led the Pledge of Allegiance.

A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Johnston, that the minutes of the regular meeting of the Village Board of
Trustees of August 18, 2016 be approved. The motion carried by the following
vote:

VII. Village Manager/Village Board Comments
Village Clerk Sharon Kuderna read the following announcements
Have a safe Labor Day weekend. Remember - do not drink and drive
and do not text or use your cell phone unless it is a hands-free phone.
Enforcement is stepped up on holiday weekends.
The Village Hall will be closed on Monday, September 5th in
observance of the Labor Day holiday.
The Lombard Fire Department invites residents to join in a brief
ceremony, a moment of silence and an open house from 8:30 am until
12:00 pm on Sunday, September 11th. The ceremony will begin at
8:45 am in front of Fire Station 45, 50 E. St. Charles Road
remembering and reflecting on the tragedy of September 11, 2001.

The Village of Lombard We Remember 9-11 Blood Drive will be held
on Wednesday, September 14 from 9:30 am until 1pm at Yorktown
and from 1:30 pm until 7pm at the Village Hall. Donors will receive a
coupon for a pint of frozen custard from Culver’s and be entered into a
drawing for a Yorktown gift card.
The search is on for the Senior Man and the Senior Woman of the
Year. We are encouraging Lombard residents to nominate a senior
they know who personifies Lombard Pride. The award aims to
celebrate the accomplishments of seniors who are active in the
Lombard community. Nominees must have a Lombard mailing
address and be 65 years of age or older. Nominations must include a
brief statement, 50 words or less, on why the senior should be
considered for this award as well as a short biography of the person.
Nominations may be dropped off at Village Hall at 255, E. Wilson
Ave., or emailed to communications@villageoflombard.org
<mailto:communications@villageoflombard.org>, by Friday,
September 9th.
The winners will be selected by the Village’s Community Relations
committee and will receive the Village President’s Award along with a
gift certificate to a local restaurant. The “Senior of the Year” award
winner will also be honored by riding in the 2017 Lilac Time Parade.

VIII Consent Agenda

Village Manager Scott Niehaus asked that Consent item L, the
Yorktown Commons Utility/Incentive Agreement, be pulled from the
agenda at this time due to some of the exhibits needing further
clarification relative to legal descriptions. This item will be added to
the September 15th Village Board agenda.
It was moved by Trustee Bill Ware and seconded by Trustee Reid Foltyniewicz
that Consent Item L be removed from the Village Board Agenda. Upon roll the

Authorizing the signatures of the Village President and Village Clerk on
documents required for the application for funding through the IEPA
Public Water Supply Loan Program for additional funds for the
completion of the Roosevelt Road Watermain Lining Project (Phase I
& II) and the Water Transmission Main Project. Staff is requesting a
