I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, October 6, 2016 in the Board
Room of the Lombard was called to order at 7:31 pm by Village
President Keith Giagnorio. Director of Public Works Carl Goldsmith
led the Pledge of Allegiance.

160417 Proclamation - Fire Prevention Week
Village Clerk Sharon Kuderna read the proclamation for Fire
Prevention Week.
President Giagnorio presented the proclamation to Fire Chief Richard
Sander.
Chief Sander thanked the Village Board and reminded residents of the
Open House at Fire Station One on Wednesday, October 12th from
6-8 pm.
President Giagnorio noted that the Fire Department's new Engine 45
was on display in front of the Village Hall prior to the Village Board
meeting.
V. Approval of Minutes
A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Mike
Fugiel, that the minutes of the Special Meetings of August 15, 2016 (6pm and
7:30 pm meetings) and the minutes of the Regular Meeting of September 15,

Trustee Robyn Pike, Chairperson of the Community Relations
Committee, thanked the committee and staff for all of their hard work
on the Senior Fair held on October 5th. She noted that Marymae
Meyer and Steve Spoden had been selected as the Senior Woman
and the Senior Man of the Year. She reminded residents that the
Village was participating in a National Citizen Survey and that 3,000
randomly selected residents would be receiving the surveys via mail.
She encouraged those residents to complete the surveys. The
surveys will be used for Village demographics and to assess Village
services. Any residents with questions can contact Trustee Pike.

Trustee Whittington announced "Go Cubs".
President Giagnorio thanked the Community Relations Committee
members and staff for all of their work on the Senior Fair.
Village Clerk Sharon Kuderna noted the following:
Congratulations to Senior Woman of the Year Marymae Meyer and
Senior Man of the Year Steve Spoden. The Fire Department is
hosting an Open House at Fire Station one, 50 E. St. Charles Road,
on Wednesday, October 12 from 6-8pm in recognition of Fire
Prevention Week. Spooktacular is scheduled for Sunday, October
16th from noon to 4pm in downtown Lombard. This is a great family
event. Hope to see you there. The Village’s free leaf pick-up begins
October 17 and runs through November 26. Check the Village
website www.villageoflombard for more details on events.

Pursuant to Section 155.504 (A) (major changes in a planned

Commons Planned Development Form Based Code, as required by
Section IV(E)(3) and established by Ordinance No. 7177, as follows:
1. Amend the build-to lines for the proposed multiple-family
residential development in the following respects:
a. Provide for a major change adjustment to the eastern
build-to line to allow for the exterior building elevation to
range between 15 feet and 23 feet, where a 13 foot build-to
line was established;
b. Provide for an minor change adjustment to the southern
build-to line to allow for the building elevation to range
between 26 feet and 37 feet, where a 30 foot build-to line
was established; and
2. Approve a multiple-family residential development based
upon the submitted plans, pursuant to Ordinance 7177 and
through Section 155.511 of the Lombard Zoning Ordinance
(Site Plan Approvals) and as deemed appropriate.

M. 160359 PC 16-18: Parcel 2 of Yorktown Commons Planned Development
(50 Yorktown Center)
Recommendation from the Plan Commission that the Village take the
following actions on the subject property located within the B3PD
Community Shopping District Planned Development (Yorktown
Commons Planned Development):
Pursuant to Section 155.504 (A) (major changes in a planned
development) of the Lombard Zoning Ordinance, amend the Yorktown
Commons Planned Development Form Based Code, as required by
Section IV(E)(3) and established by Ordinance No. 7177, as follows:
1. Provide for a major change to the height standard to allow a
seven-story building with a height of 77 feet, where a maximum
building height of six stories not exceeding 100 feet was
established;
2. Amend the parking ratio for the proposed development to 1.38
spaces per unit, where a parking ratio of 1.5 spaces per unit
was established and is required by Section 155.602(C), Table 6
-3 of the Zoning Ordinance;
3. Reduce the parking stall width to a minimum of eight feet, three
inches (8’3”), where a minimum parking stall width of nine feet
(9’) was established and is set forth within Section 155.602(C),
Table 6-2 of the Zoning Ordinance;
4. Amend the build-to lines for the proposed multiple-family
residential development in the following respects:
a. Provide for a major change adjustment to the western

build-to line to allow for the exterior building elevation to
range between 21 and 26 feet, where a 21 foot build-to line
was established, and
b. Provide for a major change adjustment to the northern
build-to line to allow for the building elevation to range

was established.
5. Approve use of Front Yard Type II landscaping treatments
along at the perimeter of the development, where the
Form-Based Code recommends Front Yard Type I landscaping,
and
6. Approve the proposed multiple-family residential development
based upon the submitted plans, pursuant to Ordinance 7177
and through Section 155.511 of the Lombard Zoning Ordinance
(Site Plan Approvals) and as appropriate. (DISTRICT #3)

A. 160243 Lombard Town Centre Strategic 2017 Funding Request
Recommendation from the Economic and Community Development
Committee to approve a resolution providing funding for Lombard
Town Centre as the official Illinois Main Street Program organization
serving the Village of Lombard. (DISTRICT #1)
Lynn Magnavite, Interim Lombard Town Centre Director, introduced
Chris Cholewa.
Chris Cholewa, Lombard Town Centre Board President, provided the
following overview:
"Thank you President Giagnorio, Trustees, the Village of Lombard and
Residents for giving us the opportunity to once again partner with you
in preserving and promoting our historic downtown.
We have been partners since 2005, and have seen vast growth in the
downtown. Over the past two years we have made significant progress
in not only increasing the number of businesses, but in creating
excitement and foot-traffic in the downtown community.
This year LTC has taken the time to look inward with the purpose of
growing into a stronger organization. We began in January going
through an in-depth Strategic Planning process. We retained an
outside consultant, and engaged all audiences including the village,
property owners, businesses, and residents to assist us in determining
how LTC could best support the downtown and the community.
The goal of the planning was to set short and long term organizational
goals and objectives which will sustain the organization for the
long-term. Our purpose was to create a more targeted, sustainable
organization that would reduce reliance on local government funds.
LTC is a resource and connector. We provide support to the
downtown by helping to retain current businesses, recruit new
businesses, and increase foot-traffic.
We are very proud to move LTC to the next level of growth. We have
developed a sustainable financial plan to increase LTC revenue and
annually decrease our reliance on village funding by $5,000 each year
beginning in 2017.
This will be accomplished by producing two signature events that not
only provide revenue for LTC, but more important promote the
downtown by bringing in thousands of community members.

We respectfully request for the board to vote to approve our funding
again this year, recognizing that you are seeing a strategically aligned
and sustainable Lombard Town Centre.
Thank you all very much for your support and confidence.
If I may just take a moment to thank our Interim Director Lynn
Magnavite, Consultant Scott Saxe, the LTC board members,
committee members and volunteers for all of their continued hard
work. In addition, the ECDC Committee and Village for their support
and assistance throughout this process.
Our Annual Spooktacular Event takes place on Sunday, October 16th
12-4 p.m., and we invite you all to join us for this fun family event.
We also are in need of volunteers so we invite you to call visit our
website or Facebook page for more information. We thank you for
being our partner and for committing to preserve and promote the
downtown."

official Illinois Main Street Program Organization serving the Village of
Lombard and approving a request for $55,000 in funding be adopted. The

Recommendation from the Plan Commission that the Village take the
following actions on the subject property located within the B3PD
Community Shopping District Planned Development (Yorktown
Commons Planned Development):
Pursuant to Section 155.504 (A) (major changes in a planned
development) of the Lombard Zoning Ordinance, amend the Yorktown
Commons Planned Development Form Based Code, as required by
Section IV(E)(3) and established by Ordinance No. 7177, as follows:
1. Provide for a major change to the height standard to allow a
seven-story building with a height of 77 feet, where a maximum
building height of six stories not exceeding 100 feet was
established;
2. Amend the parking ratio for the proposed development to 1.38
spaces per unit, where a parking ratio of 1.5 spaces per unit was
established and is required by Section 155.602(C), Table 6-3 of
the Zoning Ordinance;
3. Reduce the parking stall width to a minimum of eight feet, three
inches (8’3”), where a minimum parking stall width of nine feet
(9’) was established and is set forth within Section 155.602(C),
Table 6-2 of the Zoning Ordinance;
4. Amend the build-to lines for the proposed multiple-family
residential development in the following respects:
a. Provide for a major change adjustment to the western build-to
line to allow for the exterior building elevation to range
between 21 and 26 feet, where a 21 foot build-to line was
established, and
b. Provide for a major change adjustment to the northern build-to
line to allow for the building elevation to range between 21
feet and 68 feet, where a 20 foot build-to line was established.
5. Approve use of Front Yard Type II landscaping treatments along
at the perimeter of the development, where the Form-Based
Code recommends Front Yard Type I landscaping, and
6. Approve the proposed multiple-family residential development
based upon the submitted plans, pursuant to Ordinance 7177
and through Section 155.511 of the Lombard Zoning Ordinance
(Site Plan Approvals) and as appropriate. (DISTRICT #3)
