Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, October 20, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 pm. Village Manager Scott Niehaus led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Bill Johnston, that the minutes of the regular meeting of October 6, 2016 be approved. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Community Promotion & Tourism Committee, reported that the committee met. The committee will be reviewing grant applications in January and February. He encouraged any not-for-profit agencies to submit a grant request for events they will be holding. Village of Lombard Page 1 Village Board of Trustees Minutes October 20, 2016 Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Johnston, Chairperson of the Economic & community Development Committee, noted that at the October 10th meeting of the Economic and Community Development Committee meeting, the ECDC reviewed a façade grant proposal for the property at 104 E. St. Charles Road. The ECDC unanimously recommended approval of the grant in an amount not to exceed $44,175. This matter is on tonight’s Village Board agenda for final consideration and approval. Lombard Town Centre also provided an update on their activities, including their Spooktacular event and memberships. The next meeting of the ECDC will be on November 14. Village Manager/Village Board Comments Trustee Mike Fugiel spoke about expenses incurred each year for the Lilac Parade and how the Committee is looking at various fundraising efforts including establishing a Go-Fund-Me Page. Village Clerk Sharon Kuderna read the following announcement: The Village of Lombard is reminding residents that a Happy Halloween starts with a safe Halloween. This year’s trick or treating hours are 3 - 7 p.m. on Monday, Oct. 31. Halloween and trick-or-treat safety tips from the Lombard Police Department are available online at www.villageoflombard.org/halloween. VIII Consent Agenda . 160384 700 Block of S. Charlotte Parking Restriction Recommendation of the Public Safety & Transportation Committee to install 2-Hour Parking, 9 AM - 3 PM on School Days on Charlotte Street from Harrison Road to Harding Road. (DISTRICT #6) A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the Ordinance amending the Traffic Code relative to parking restrictions on Charlotte between Harding and Harrison on school days be removed from the Consent Agenda and continued to the Village Board meeting of November 17th. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) A. 160437 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages Revising the Class "C" liquor license category to reflect a change of more than 50% of the ownership interest of Patio Restaurant of Lombard Inc. d/b/a Patio Restaurant located at 2780 S. Highland Avenue. (DISTRICT #3) A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the Ordinance amending Title 11, Chapter 112, Section 112.13(A) of the Lombard Village Code relative to a liquor license for the Patio Restaurant be waived of first reading and passed on second reading with suspension of the rules. The motion carried by the following vote: Aye: 5- Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Abstain: 1- Dan Whittington Enactment No: Ordinance 7288 Other Ordinances on First Reading B. 160382 2016 Proposed Tax Levy Recommendation from the Finance & Administrative Committee to recommend to the Village Board for approval the Statutorily Permissible 2016 tax levy. Trustee Reid Foltyniewicz, Chairperson of the Finance and Administration Committee, noted the following: The Finance and Administration Committee has been working on the FY 2017 budget since 2015 and meetings have been held with the Village Board to review various options. Check the Village's website for additional information on the Tax Levy and the Water and Sewer Rate increases. The Village is a non-home rule municipality and is dependent on funding from the State of Illinois. The State has not as Village of Lombard Page 7 Village Board of Trustees Minutes October 20, 2016 yet adopted a budget. The Village Board will be presented with a balanced FY 2017 budget at a November meeting. Tough decisions had to be made by the Finance and Administration Committee and staff. The Committee is looking at not just today, but also into the future as they review and make recommendations. Beginning next month the Finance and Administration Committee will begin work on a proposed FY 2018 budget. The proposed Tax Levy equates to approximately $5.18 per year per household. The Village receives approximately 7.5% of property taxes collected which helps pay the cost of police, fire, public works and all services offered to residents by the Village of Lombard. A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Dan Whittington, that the Ordinance providing for the levy and assessment of taxes for the Fiscal Year beginning January 1, 2016 and ending December 31, 2016 for the Village of Lombard be passed on first reading. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Enactment No: Ordinance 7294 C. 160406 Ordinances Amending Title 5, Chapter 50 of the Lombard Village Code in Regard to Water and Sewer Rates Recommendation from the Finance & Administration Committee to recommend to the Village Board for approval the Proposed FY 2017 Water/Sewer Rate of $14.60 (30 cent or a 2.10% increase). Trustee Reid Foltyniewicz, Chairperson of the Finance and Administration Committee, noted the following: The Finance and Administration Committee reviewed many options relative to submitting a balanced budget and made difficult decisions. The proposed increase in water and sewer rates is $.30 per 1,000 gallons and will take affect on January 1, 2017. These funds will be used to continue to upgrade the Village's infrastructure. These improvements will provide for clean water to the residents. The Village will also be providing information to residents on various ways to save money and conserve water such as the Rain Barrel program. Check the Village website for additional information. Trustee Mike Fugiel noted that the last water and sewer rate increase was in 2006. A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Mike Fugiel, that the Ordinance amending Title 5, Chapter 50 of the Lombard Village Code as it relates to water and sewer rates be passed on first reading.
