Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, December 15, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:31 p.m. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Village of Lombard Page 1 Village Board of Trustees Minutes December 15, 2016 Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported that at the December 12 meeting of the ECDC: (1) The Committee discussed the economic development impacts associated with a possible Second Amendment to the existing Lombard/Glen Ellyn Boundary Agreement. The Committee was supportive of the approach being offered, which was to provide a mechanism for the sharing of the retailers sales tax dollars as well as a portion of non-home rule sales tax dollars allocated to Glen Ellyn and derived exclusively from a proposed gas station and convenience store. This matter will be brought to the Lombard Village Board should the project advance by the developer and Glen Ellyn represents that they would be supportive of the amendment. (2) The ECDC also reviewed the economic development activities identified within the previously discussed Village Strategic Plan, with a focus on the accomplishments and 2017 work program activities. The ECDC was thanked for their work over the past year. Staff also provided the ECDC members a report regarding RV parking regulations since the Village Board adopted the restrictions back in 2013. Since the ordinance adoption and through the Village communication efforts, not a single property owner has been issued a violation notice or ticket for non-compliance of the new code amendment in the past three years. Lombard Town Centre provided their monthly report, noting their existing business outreach efforts and a possible special event activity in the fall of 2016. The next meeting of the ECDC will be on January 9. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson No report Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Public Safety & Transportation Committee, reported the committee met and a recommendation from the committee relative to parking in the area of the high school is on the agenda for consideration. Village of Lombard Page 2 Village Board of Trustees Minutes December 15, 2016 Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson Trustee Bill Ware, Chairperson of the Public Works & Environmental Concerns Committee, reported the committee met and reviewed a program to review blockages in sewers. Board of Local Improvements - Trustee Bill Ware, President No report Lombard Historical Commission No report VII. Village Manager/Village Board Comments Village Manager Scott Niehaus noted that this was the Village Board's last meeting for 2016 and reminded residents that the Village Board meetings will begin at 7pm beginning in January. Village President Keith Giagnorio wished Executive Coordinator Carol Bauer, Village Clerk Sharon Kuderna and Village Trustee Robyn Pike each a happy birthday. He congratulated the Glenbard East High School music department on their recent music recital. Trustee Reid Foltyniewicz wished Village President Keith Giagnorio a happy birthday. Village Trustee Dan Whittington wished everyone a safe and happy holiday. Village Trustee Bill Ware wished everyone a happy holiday and President Giagnorio a happy birthday. Village Clerk Sharon Kuderna read the following announcements: The Village Hall will be closed on Friday, December 23 and Monday, December 26 in observance of the Christmas holiday as well as Monday, January 2 in observance of the New Year’s holiday. Effective January 1st, Village Board meetings will begin at 7pm. On the agenda this evening is also an ordinance changing the time for Plan Commission meetings to begin at 7pm as well. This should complete the efforts to standardize all committee meetings to begin at 7 p.m. effective in January 2017. Recycle your old holiday lights through January 16th by depositing them in a bin outside of the Public Works building, 1051 S. Hammerschmidt. The collection bin is available 24 hours a day 7 days per week. Wiring and bulbs are recyclable but not plastic ornaments. The winter season has started with a vengeance. People can visit Lilacia Park for the holiday lights display through December 18th. With the Holiday season upon us, we hope that everyone here - and at home - takes time to celebrate with their loved ones. We encourage you all to connect with your neighbors and to find a way to give back to others. We care about our neighbors here in Lombard, and each act of compassion and friendliness creates a deeper sense of our “Lombard Pride”. Thank you to everyone who donated to the Fire Department Toy Drive and to our Police Department’s Shop With A Cop Program. Thank you to residents who donated coats, toys, or volunteered to help a member of our community with a helping hand. Trustee Reid Foltyniewicz thanked the residents in the area of the Ken Loch development for coming out and attending a meeting with staff relative to this proposed project. A community meeting relative to Ken Loch will be held in late January or early February. Village of Lombard Page 4 Village Board of Trustees Minutes December 15, 2016 Columbine Avenue - Time Extension Ordinance granting a time extension to Ordinance 7204 granting a conditional use and variations pursuant to Title 15, Chapter 155, Section 155.414 of the Lombard Zoning Ordinance. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinances 7203, 7204, 7309 E. 160464 Amendment to the Village of Lombard Traffic Code - School Parking Restrictions Recommendation from the Public Safety and Transportation Committee to establish a 2-hour parking restriction between the hours of 9 AM and 3 PM on school days in an area within a 1/3 mile radius of the property lines for Glenbard East High School. Staff is requesting a waiver of first reading. (DISTRICTS #2 & #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7310 F. 160475 Plan Commission Regular Meetings -- Starting Time Change Recommendation from the Plan Commission to approve an ordinance amending Title III, Chapter 32, Section 32.102 of the Lombard Village Code in regard to regular meetings of the Lombard Plan Commission authorizing a change in the start time from 7:30pm to 7:00pm effective January 1, 2017. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7311 G. 160491 Equipment To Be Declared Surplus Village Departments are requesting to sell and/or dispose of surplus equipment, as more specifically detailed in Exhibit "A" attached to the Ordinance, to be sold at auction, sold for scrap, or recycled as these items have extended beyond their useful life or are obsolete and will most likely be sold for scrap or recycled to include one generator and six chainsaws.
