I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, October 5, 2017 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:00 pm. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

John Behrendt indicated he wanted to attend the Board meeting to
personally express his and all of the neighbors appreciation relative to
the Board's willingness to listen to the residents and their concerns
related to the proposed Lamar billboards matter.
170423 Proclamation - CROP Hunger Walk Day
Deputy Village Clerk Janet Downer read the proclamation for CROP
Hunger Walk Day.
President Giagnorio presented the proclamation to Betsy Swinson and
members from First Church who thanked the Village.
170426 Proclamation - National Principals Month
Deputy Village Clerk Janet Downer read the proclamation for National

Principals Month.
President Giagnorio asked all of the School Principals in the audience to
come to the front.
Montini Catholic High School Principal Maryann O'Neil, Principal
Mohammed Taher of CPSA and Principal Shahe Bagdasarian of
Glenbard East High School were presented with copies of the
proclamation. Each of them thanked the Village for the recognition.
President Giagnorio thanked the principals for attending the meeting and
for their dedication to the students and the community.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Johnston, that the minutes of the regular meeting of September 21, 2017 be
approved. The motion carried by the following vote:

Community Relations Committee - Trustee Robyn Pike, Chairperson
Trustee Robyn Pike, Chairperson of the Community Relations
Committee, congratulated the Senior Woman of the Year Anna Weselak
and the Senior Man of the Year Dennis McNicholas. The Senior Man
and Senior Woman of the Year were announced at the Senior Fair. She
thanked the Committee and staff for their assistance in coordinating the
Senior Fair. The next meeting of the committee is October 9th and the
committee will review the Youth Leadership Program.

Trustee Reid Foltyniewicz, Chairperson of the Finance & Administration
Committee, reported the committee met and reviewed the FY 2017
proposed tax levy; the proposed FY 2018 budget and 2018 water and
sewer rates.
Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Public Safety &
Transportation Committee, reported the Committee reviewed the
proposed improvements for Westmore Meyers Road and the Committee
voted against moving forward with this project. The Committee also
reviewed a request for 15 minute parking on North Park and a signage
request at Westmore Meyers and Butterfield. The next meeting is
November 6th.

VII. Village Manager/Village Board Comments
Village Manager Scott Niehaus congratulated Chief Sander on his one
year anniversary with the Village.
Village President Keith Giagnorio acknowledged the Community
Relations Committee and staff for their work on the Senior Fair and felt
the event was very well run.
Deputy Clerk Janet Downer read the following announcements:
On behalf of the Village Board and staff we want to congratulate Anna
Weselak as the 2017 Senior Woman of the Year and Dennis McNicholas
as the 2017 Senior Man of the Year. We thank each of you for your
contributions to making Lombard the great community it is.
In recognition of Fire Prevention Week, the Lombard Fire Department
will host an Open House at Station 45, 50 E. St. Charles Road on
Wednesday, October 11 from 6-8 pm. Residents who purchased
Lombard Fire Department cancer awareness pink t-shirts as part of a
fundraiser that the Fire Department has been doing, are invited to join in
a group photo at 7pm.

Ordinance approving certain technical changes to the proposed
Redevelopment Plan and Project Document for the Lombard
Butterfield-Yorktown Tax Increment Financing District relative to an
assessment division of land which occurred after the initial report was
completed. (DISTRICT #3)
This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

Requests that the Village grant the following variations in the R4 General

the required screening in accordance with Section 155.710 where
a garbage dumpster is not permitted; and

parking lot perimeter landscape yard of five feet (5’) in width to two

Increasing the number of entries in the Class "V" liquor license by one
and issuing a new Class "V" liquor license to AB Salon Services, LLC

waived of first reading and passed on second reading with suspension of the
rules. The motion carried by the following vote:

A motion was made by Trustee Bill Johnston, seconded by Trustee Mike
Fugiel, that the Ordinance Amending Title 11, Chapter 112, Section 112.12.(A)
of the Lombard Village Code revising the Class U license to allow no more
than 10 seats at a service bar be waived of first reading and passed on second
reading with suspension of the rules. The motion carried by the following vote:

A motion was made by Trustee Robyn Pike, seconded by Trustee Mike Fugiel,
that the Ordinance Amending Title 11, Chapter 112, Section 112.13A of the
Lombard Village Code relative to a liquor license for the Mexcal Mexican
Restaurant be waived of first reading and passed on second reading with
suspension of the rules. The motion carried by the following vote:

of the Lombard Village Code reflecting a decrease in the number of Class T-1
liquor licenses due to the ceasing of business by Interstate Management
Company, LLC d/b/a Residence Inn Chicago be waived of first reading and
passed on second reading with suspension of the rules. The motion carried by
the following vote:
Aye: 4- Mike Fugiel, Reid Foltyniewicz, Bill Johnston, and Robyn Pike

E. 170414 Plat of Easement Abrogation - 50 Yorktown (Sanitary Sewer
Relocation, future Elan building) (3/4 vote of the Corporate

Request for approval of a Plat of Abrogation necessitated by the
construction of the Elan development which releases the existing utility
easement that is currently in place on the property. The sanitary sewer
that was previously in the easement has been relocated. (DISTRICT #3)

Fugiel, that the Ordinance relative to a Plat of Easement Abrogation for 50
Yorktown (Sanitary Sewer Relocation, future Elan building) be waived of first
