I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, November 16, 2017 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:01pm. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Mike
Fugiel, that the minutes of the regular meeting of the President and Board of
Trustees of the Village of Lombard held on Thursday, November 2, 2017 be
approved. The motion carried by the following vote:

VI. Committee Reports
Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson
Trustee Mike Fugiel,Chairperson of the Economic & Community
Development Committee, noted the committee will meet on January 16
to commence review of the FY 2018 grant requests. The committee will
also be looking at encouraging other organizations to submit grant
applications.

Economic/Community Development Committee - Trustee Bill Johnston,
Chairperson
Trustee Bill Johnston, Chairperson of the Economic & Community
Development committee reported the following:
At last Monday night’s Economic and Community Development
Committee (ECDC) meeting, the following actions were taken: (1) The
ECDC review a number of updates and minor amendments to Chapters
39 and 40 of the Village Code as it pertained to department
responsibilities and tasks. These amendments focused upon the
business outreach and engagement activities that are currently by the
Community Development Department. The ECDC unanimously
recommended approval of the amendments and the amendments will be
brought before the Village Board for consideration at the December 7
meeting. (2) Pace, the suburban bus transit agency of the RTA, made a
presentation discussing the various fixed route and flexible route
programs they operate to assist businesses and commuters. (3)
Lombard Town Centre offered their monthly report of activities. The next
meeting of the ECDC will be on December 11 at 7:00 p.m. at the Village
Hall.

Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Public Safety &
Transportation Committee reported the committee had met and there
were three committee recommendations on the Village Board agenda
for action - speed limit reduction request on Grace Street, a 4-way stop
sign at Grove and Park and the Westmore Meyers Road proposed
improvements.
Public Works & Environmental Concerns Committee - Trustee Bill Ware,
Chairperson
Trustee Bill Ware, Chairperson of the Public Works & Environmental
Concerns Committee reported the committee had met and is
recommending approval of a contract to Clarke for mosquito spraying,
approval of change orders and reviewed the sidewalk trip hazard and
sawcutting program. He thanked the Board, committee and staff for their
recommendations relative to storm water management. He noted that
the Village had received seven (7) inches of rain in one day a few weeks
ago, and that there were no flooding complaints due to sanitary sewer
improvements.

Speed Limit (This matter was removed from the Consent Agenda)
Recommendation from the Public Safety & Transportation Committee to
approve an Ordinance amending the Lombard Traffic Code Ordinance
1186 to reduce the speed limit from 30 mph to 25 mph on Grace Street
from Madison to Maple. (DISTRICT #5)

Ware, that Consent Agenda item E-2, 170478, a recommendation from the
Public Safety & Transportation Committee relative to a request for a reduction
in the speed limit on Grace Street from Madison to Maple from 30 miles per
hour to 25 miles per hour be continued to the January 4, 2018 Village Board
meeting to allow for further review of the request. The motion carried by the
following vote:

VII. Village Manager/Village Board Comments
Trustee Mike Fugiel spoke about participating in the Do Good DuPage
event preparing holiday food packages for families in need at
Naperville's Loaves and Fishes Food Pantry.
Village President Keith Giagnorio wished Trustee Dan Whittington a
happy early birthday.
Village Clerk Sharon Kuderna read the following announcements:
On behalf of the Village Board, staff and employees of the Village of
Lombard, we want to extend our wishes for a happy thanksgiving to each
and every one of our residents and their families. Village Offices will be
closed on Thursday and Friday, November 23 and 24 in observance of
the Thanksgiving holiday.
The Lombard Fire Department Toy Drive begins November 27th.
Unopened toys may be dropped off at the Fire Stations, the Village Hall
and at Schroeder’s Ace Hardware in the Eastgate Shopping Center.
The culmination of the Toy Drive will end with the Fire Department Toy
Parade on Saturday, December 9 beginning at 10:30 am at Main and St.
Charles. Toys will be collected along the route that continues south on
Main Street to Glenbard East High School. The toys will then be
transported to Yorktown Center where toys will be distributed to families
in need.
The Village free leaf pick-up program is scheduled to continue through
December 1st.
Jingle Bell Jubilee will be held on Saturday, December 2 at Lilacia Park
from 5pm until 8pm with the Christmas Tree Lighting at 5:30 pm.

C. 170277 Westmore-Meyers Road Safety Enhancements
Recommendation from the Public Works & Environmental Concerns and
Public Safety & Transportation Committees that the Village not proceed
with the proposed project; and a staff recommendation that the Village
Board send the alternative safety project to the Public Works &
Environmental Concerns Committee for consideration. (DISTRICTS #5
& #6)
Director of Public Works Carl Goldsmith provided the following overview
relative to the Westmore-Meyers Road Safety Enhancements:
In May 2014, the Village Board of Trustees adopted a Complete Streets
Policy to provide for the safe and convenient travel for all users of the
roadway and associated sidewalk infrastructure;
In March 2015, the Village Board adopted a Village-Wide Bicycle &
Pedestrian Masterplan with the intent to provide guidance on
infrastructure improvements throughout Lombard;

A high priority project identified in the Plan was the Westmore-Meyers
Road Safety and Bicycle/Pedestrian Improvements Goals
Safety Improvements - Reduce corridor vehicle crashes
Improve access between regional trail system
Estimated cost of project was $1,900,000
Resurfacing of Westmore/Meyers between Roosevelt Road and St.
Charles ($1,400,000)
On-street bicycle accommodations & pedestrian improvements
($500,000)
The Village was successful in securing Federal funds through Federal
Surface Transportation Program-Transportation Control Measures
(STP-TCM)
Grant Funding - Village awarded 75%-25% federal/local share grant
with $1.423 million grant funding
Three Options were presented to Public Works & Environmental
Concerns Committee and the Public Safety & Transportation Committee
in joint meetings on July 12, 2017 and August 23, 2017
Full improvements of roadway reallocation from St. Charles Rd to
Roosevelt Road
Modified improvements of roadway reallocation from St. Charles Road
to Madison Street and resurfacing
only from Roosevelt Road to Madison Street
No plan improvements on Westmore-Meyers Road
Committees were supportive of concept of using federal funds to
resurface Westmore/Meyers and improving safety at IPP and GWT
crossings, but were not supportive of the road-diet concept
PWC at September 12, 2017 unanimously recommend to not proceed
with the road-diet concept
PS&T at the October 2, 2017 meeting voted 5-3 to not proceed with the
road-diet concept
Staff evaluated modified plan that would resurface Westmore and
provide improvements to the regional trail crossings
Confirmed with DMMC/IDOT that a modified plan that did not
incorporate the road-diet would still be eligible
for Federal funding
Proposed plan includes:
Realignment of the Great Western Trail crossing to utilize the
signalized St. Charles Road intersection,
high visibility crosswalks, and signal improvements
Improve the Illinois Prairie Path crossing with a curb extension within
the existing southbound striped area,
high visibility crosswalks, and Rapid Rectangular Flashing Beacon
(RRFB) installation
Optimize existing signal timings between Highridge Road and St.
Charles Road

Asphalt resurfacing between Roosevelt Road and St Charles Road
Great Western Trail (GWT)
Eight foot asphalt multi-use path on both sides of Westmore-Meyers
Road between the trail crossing and
St. Charles Road with no anticipated curb, driveway, or ROW
changes
Realignment of path crossing to utilize the signalized St. Charles Road
intersection with high visibility
crosswalk markings
ADA and traffic signal improvements at the signalized St. Charles
Road intersection including pedestrian
push buttons and pedestrian countdown signals
Removal of the existing crossing that is currently 150 feet from the
signalized intersection
Placement of a fencing barrier to direct path users to the signalized
intersection (currently used at Schmale
Road/GWT crossing)
Eliminate queued vehicle conflicts with path users and lengthened turn
lanes on Westmore-Meyers Road
Relocation of existing utility and street light poles
Illinois Prairie Path (IPP)
Create a curb extension in the southbound direction to replace existing
pavement striping
Reduce the crossing length from five lanes to four lanes
Retain existing parking lot and on-street parking
ADA crossing improvements
Install high visibility crosswalk markings and RRFB or similar fixture
installation
Recommendations
The PW&EC and PS&T Committees recommend to the Village Board
that the Village not proceed with the Westmore-Meyers Safety and
Bicycle/Pedestrians Improvements project.
Staff recommends that the Village Board send the alternative safety
project to the PW&EC Committee for consideration.
Trustee Ware thanked the Public Works staff for looking at other options
relative to the Westmore-Meyers Road improvements.
A motion was made by Trustee Bill Ware, seconded by Trustee Dan
Whittington, that the Westmore-Meyers Road Safety Enhancements be referred
back to the Public Works & Environmental Concerns Committee for further
review. The motion carried by the following vote:
