I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, April 19, 2018 in the Board Room
of the Lombard Village Hall was called to order by Village President
Keith Giagnorio at 7:01 pm. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

Ellyn Murphy, Chairperson of the Lombard Lilac Parade Committee,
announced that the 2018 Grand Marshal was Marge Neely.
180180 Proclamation - Child Abuse Prevention Month
Village Clerk Sharon Kuderna read the proclamation for Child Abuse
Prevention Month.
Village President Giagnorio presented the proclamation to Nancy Spartz

V. Approval of Minutes
A motion was made by Trustee Bill Johnston, seconded by Trustee Dan
Whittington, that the minutes of the regular meeting of April 5, 2018 be
approved. The motion carried by the following vote:

Community Relations Committee - Trustee Robyn Pike, Chairperson

Economic/Community Development Committee - Trustee Bill Johnston,
Chairperson
Trustee Bill Johnston, Chairperson of the Economic & Community
Development Committee, reported that at the April ECDC meeting, the
Committee discussed changes to the TIF Façade grant program which
would allow for additional ADA and other accessibility items to be
covered. Those changes will be forwarded to the Village Board in May.
The Committee also received an update on current development
including the 101 S. Main Street site.
Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson
Trustee Reid Foltyniewicz, Chairperson of the Finance & Administration
Committee, reported that the Village Board had met with the Finance &
Administration before the regular Village Board meeting and that the
Village is moving forward to have a balanced FY 2019 budget. He
thanked the Finance & Administration Committee, the staff and the
Village Board.

Public Works & Environmental Concerns Committee - Trustee Bill Ware,
Chairperson
Trustee Bill Ware, Chairperson of the Public Works & Environmental
Concerns Committee, reported the committee met and will be forwarding
a recommendation to the Village Board relative to the Pavement
Management Policy. He complimented staff on the Citizen Public Works
Academy that is currently being held for twenty residents of the Village.

Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna
Village Clerk Sharon Kuderna, liaison to the Historic Preservation
Commission reported:
The Historic Preservation Commission approved the request for local
landmark status for the building located at 134 W St.Charles Road. The
Public Hearing will be May 8 at 7:30pm.
A recommendation will be going to the Village Board regarding the 305
Morningside denial certificate of appropriateness for the windows with
owner’s option to appeal the denial.
A Recommendation will be going to the Village Board for an ordinance
revision in regard to the Lombard Historic Preservation Commission and
landmark site plaques.
New exhibit at the Carriage House is “To Be of Service to Flower Lovers”
through May. It is a peek into the history of Lilacia Park’s creation and
information about the horticulture of the lilac.
Civil War event will be July 28th and 29th at Four Seasons Park.
Be sure to stop at the Peck Homestead to see the wonderful space for
children, and other homey enhancements. Thank you to the Lombard
Park District for their time and efforts to add the wheelchair ramp into the
garden.
VII. Village Manager/Village Board Comments
Village Clerk Sharon Kuderna read the following announcements:
Distracted Driving Week : Lombard Police will be out in full force,
cracking down on distracted drivers, April 23 - 27, in conjunction with
Illinois' 2nd Annual Distracted Driving Week. Police are reminding

residents to focus on the road because one text or call can wreck it all.
Clean Up Events:
A reminder that this Sunday, April 22 is Earth Day. Help keep our planet
pollutant free. Learn more at earthday.org
Pride Clean Up: The Lombard Pride Clean-up will be held on Saturday,
April 29 from 9 a.m. to 12 p.m. This event is geared toward beautifying
bike trails, parks and other public areas. Help remove weeds and
invasive species so Lombard looks its best during Lilac Time! This
volunteer opportunity is open to individuals or groups. E-mail Public

President Giagnorio inquired about the distracted driving enforcement.
Chief Roy Newton indicated the department is strictly enforcing violators
relative to distracted driving and that the department receives a grant
from IDOT relative to enforcement patrols.
Trustee Johnston asked about headphones.
Chief Newton stated that headphones are also not permitted while
driving. He noted that officers often stand in the median and radio to
another patrol officer in a squad relative to distracted driving violators.
This has been very effective and is also used for seat belt enforcement.

needs to be abrogated in order for the developer to proceed with the
construction of the Finley Park single-family subdivision . (3/4 vote of the

Ware, that the Village Board reject all the bids, and authorize staff to negotiate

the contract back to the Village Board for approval of a future meeting. The

Commitment Letter
Request from the DuPage Convention & Visitor's Bureau for a Letter of
Intent from the Village of Lombard relative to funding for the DCVB at the
assessed rate of 25% of one of the hotel/motel tax occupancy tax points
annually collected (4% of the annual tax) or approximately $102,126.05.
