I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 3, 2018 in the Board Room of
the Lombard Village Hall was called to order by Village President Keith
Giagnorio at 7:01 pm. Director of Public Works Carl Goldsmith led the
Pledge of Allegiance.

Village President Keith Giagnorio stated that less than a week ago
several Glenbard East students were injured in an horrific accident in
Glendale Heights. He spoke of the support from the high school, the
residents and those individuals who just heard of the accident on the
news. He stated that red ribbons are being placed on trees throughout
the community to show support for the students and their families. He
thanked everyone for their thoughts and prayers.

A motion was made by Trustee Robyn Pike, seconded by Trustee Bill Johnston,
that the minutes of the Regular Meeting of April 19, 2018 be approved. The
motion carried by the following vote:

VII. Village Manager/Village Board Comments
Village President Keith Giagnorio wished his mother a happy 90th
birthday.
Village Clerk Sharon Kuderna read the following announcements:
This weekend, we welcome Lilac Time back to the Village of Lombard,
and we look forward to 2 weeks of spring time events.
· 5/5 Lilac Queen Coronation at 1pm at Lilacia Park
· 5/6 Lilac Time Arts & Craft downtown Lombard from 10 am until 4
pm
· 5/11 Lilac Ball at The Carlisle
· 5/13 Mother’s Day: The Village Board wishes all residents a
happy mother’s day and reminds everyone that a walk in Lilacia
Park, along with a free concert, is a great way to celebrate.
· 5/20 Lilac Parade steps off from Main and Wilson at 1:30 pm
Memorial Day is just around the corner. We will honor those who paid the
ultimate cost at the Village’s Memorial Day Ceremony on Monday, May
28 at the Sunken Garden in Lombard Common Park at noon. Village
Offices will be closed Monday, May 28th out of respect and tribute to our
Veterans. Please join us for this annual ceremony.
During May, the Village will observe careers in public service, with
o International Firefighter’s Day on May 4
o Public Service Recognition Week: May 6 - 12
o National Economic Development Week: May 7 - 12
o National Police Week May 13 - 19
o And National Public Works Week and National EMS
Week, May 20 - 26.
We pay tribute to those who have chosen a career with public service
and our excellent employees who give their all, on a daily basis, to the
residents and future of our Village.

Requesting approval of an Ordinance extending the time period to start
construction of the proposed project for an additional twelve month period

This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

E. 180215 Water Meters Declared Surplus
Public Works Department is requesting to recycle/scrap approximately
1,000 (one thousand) water meters listed on Exhibit A which were
replaced during the 2018 Water Meter Replacement Program to the
highest apparent bidder, Berlinsky Scrap of Joliet, IL in the amount of
approximately $8,000 depending on market price for brass at the time of
recycling. Staff requests a waiver of first reading.
This Ordinance was waived of first reading and passed on second reading with

funding opportunities for exterior accessibility enhancement and clarifies

The Department of Community Development transmits for your
consideration an ordinance disconnecting the property located at 889 W.
St. Charles Road from the Village of Lombard municipal boundaries.
The proposed disconnection is consistent with the previously approved
Intergovernmental Agreements between the Villages of Lombard and
Glen Ellyn. (DISTRICT #1)
