I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 17, 2018 in the Board Room
of the Lombard Village Hall was called to order at 7:00 pm by Village
President Keith Giagnorio. The Lombard Police Department Honor
Guard Posted the Colors and led the Pledge of Allegiance.

180179 Proclamation - Lombard Citizen Police Academy Alumni
Association 20 Year Anniversary
This proclamation was read at the recognition prior to the Village Board
meeting.
President Giagnorio present the proclamation to the President of the
CPA Alumni Association.
180229 Proclamation - National Police Week
Village Clerk Sharon Kuderna read the proclamation for National Police
Week.

Newton.
Chief Newton thanked the Village for support of all of our Police Officers
including fallen officers who had given the ultimate sacrifice. He noted
the Citizen Police Academy Association was an extension of the Police
Department. He thanked the Lombard Police Honor Guard. He stated
our officers are proud to serve the Village and that they truly care about
the community.
180230 Proclamation - Public Works Week
Village Clerk Sharon Kuderna read the proclamation for Public Works
Week.
Village President Keith Giagnorio presented the proclamation to Director
of Public Works Carl Goldsmith.
Director Goldsmith thanked the Village for the recognition and support.
Director Goldsmith then noted the first Citizen Public Works Academy
had been held. A ceremony was held prior to the Village Board meeting
thanking the members of the CPWA for their participation.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Robyn
Pike, that the minutes of the Special meeting of April 19, 2018 and the minutes
of the Regular Meeting of May 3, 2018 be approved. The motion carried by the
following vote:

VII. Village Manager/Village Board Comments
Trustee Bill Ware, stated that he has been a resident of Lombard for 28
years. He has never been so proud of being a Lombardian as he is now.
He noted that the town and residents have all come together with red
ribbons on so many trees in recognition of the Glenbard East students
who were burned several weeks ago. He is humbled by all that came out
to attend the car wash at the high school that raised over $35,000 and
the Moose fundraising event that raised over $15,000. He thanked
everyone for their participation and support.
Village President Keith Giagnorio wished Trustee Ware a happy early
birthday.
Village Clerk Sharon Kuderna read the following announcements:
Lilac Time Photo contest - Lombard is hosting its 5th Annual Lilac Time
Photo Contest, seeking photos from Lilac Time events in Lombard.
Categories include best photo of Lilacia Park; photo that best shows the
spirit of community in Lombard; and the best lilac Time Parade photo.
The goal of the contest is to collect and display beautiful images from the
community during Lombard’s popular time of year. Submissions must be
received by Friday, May 25 at 4:30 pm and required a signed release
form available at www.villageoflombard.org/photocontest.
Lilac Parade - Sunday, May 20th caps the end of Lilac Time festivities
with our annual Lilac Parade! The Parade will step off at 1:30 p.m. from
Main and Wilson and progress north to Maple Street. Come view more

than 100 parade units participating in this 64th annual family-friendly
event! There is still time this week to enjoy all things lilac in Lombard.

Memorial Day Ceremony - The Village of Lombard is inviting residents,
Veterans of the Armed Services, and local scouts to attend this year’s
annual Memorial Day program on Monday, May 28 at 12 noon, at the
Sunken Garden at Common Park, located just east of the intersection
Grace St. and Maple St. in Lombard. This year’s ceremony will pay
tribute to the 100th Anniversary of the end of WWI. Learn more at
villageoflombard.org/Memorial Day.
Village Offices will be closed on Monday, May 28 in observance of the
Memorial Day holiday. We wish each of every one of you a safe holiday
and ask that you take a moment to remember our Veterans and those
serving our country today. Remember to drive safely - heightened
enforcement will take place over the holiday weekend including DUI,
seatbelt and distracted driving.
Village Board Meetings - The first meetings of the Village Board
scheduled for June, July and August are cancelled. Our next Village
Board meeting will be held on Thursday, June 21st at 7:00 pm.

A motion was made by Trustee Bill Ware, seconded by Trustee Robyn Pike,
that the Ordinance relative to ZBA 18-01, request for a variation from the
Village Code for the property located at 342 S. Stewart, be waived of first
reading and passed on second reading with suspension of the rules. The
motion carried by the following vote:

B. 180176 ZBA 18-02 - 303 Collen Drive
Request that the Village take the following actions:
1. Grant approval of a variation from Section 155.205(A)(1)(c)(ii) of the
Lombard Zoning Ordinance to allow for a six foot (6’) high solid fence in a
corner side yard; and
2. Grant approval of a variation from Section 155.205(A)(1)(c)(iii) of the
Lombard Zoning Ordinance to allow for a six foot (6’) high solid fence in a
rear yard that abuts the front yard of an adjacent lot. (DISTRICT #3)
Trustee Foltyniewicz indicated the resident currently has a six-foot fence
and is looking to replace the fence. He noted that Code does not allow
for a six-foot solid fence in the corner side yard and the resident is
requesting a variance to allow for replacement of the same size fence.
He stated the Board has to look at each situation that requires a
variance. No neighbors are against the fence and three neighbors
supported the request.
A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Mike
Fugiel, that the Ordinance relative to a fence variation request for 303 Collen
Drive (ZBA 18-02) be waived of first reading and passed on second reading with
suspension of the rules. The motion carried by the following vote:

Foltyniewicz, that the regular meeting of the President and Board of Trustees
of the Village of Lombard held on Thursday. May 17, 2018 in the Board Room
of the Lombard Village Hall be recessed to Executive Session at 7:28 p.m. for
the purpose of discussion of Collective Negotiating Matters and Approval and
Review of Executive Session Minutes and to Determine Whether the Need for
Confidentiality Still Exists as to Those Executive Session Minutes Which have
not Previously Been Made Available for Public Inspection. The motion carried
by the following vote:

a minimum lot width of 60 feet is required. The relief is requested in order
to allow for the reconstruction of a single-family home on the property.

H. 180223 Text Amendments to Section 150.030 of the Building Code -
Construction Type IIB and IIIB Limitations
The Board of Building Appeals (BOBA) recommends approval of the code
amendments to Section 150.030 of the Building Code in that Construction
Type IIB and IIIB limitations be tied to the provisions set forth within the Use
and Occupancy Classifications of the IBC in lieu of the Lombard Zoning
Ordinance.

L. 180246 Revised Salary Ordinance
Ordinance amending the Village's Salary Ordinance effective May 17,
2018 due to restructuring of positions, including IT staffing structure to
improve efficiencies, strategic planning and succession planning at no
additional costs to the Village.

Plaques
The Historic Preservation Commission (HPC) is recommending that the
Village Board adopt an amendment to the Village Code that would

if in the event the property is no designated as a designated landmark site.
