I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 2, 2019 in the Board Room of
the Lombard Village Hall was called to order by Village President Keith
Giagnorio at 7:02 p.m. Director of Public Works Carl Goldsmith led the
Pledge of Allegiance.

Whittington, that the minutes of the Regular Meeting of April 18, 2019 be
approved. The motion carried by the following vote:

190179 Proclamation - Lilac Time in Lombard
Village Clerk Sharon Kuderna read the proclamation for Lilac Time in
Lombard.
The proclamation was presented to Marymae Meyer who spoke about
the International Society of Lilacs and Lilac Time in Lombard.

Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson
Trustee Reid Foltyniewicz, Chairperson of the Finance & Administration
Committee, noted that the Finance & Administration Committee met
jointly with the Public Works & Environmental Concerns Committee. He
thanked the committee members, who are all residents and volunteer
their time, for reviewing the Water Rate Study and for their input.

Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Public Safety &
Transportation Committee, reported the committee met and reviewed a
request for a four-way stop sign, but the matter was denied as it did meet
the criteria for placement of a four-way stop sign. He congratulated the
Police Department on their grant and thanked the Fire Department for
the presentation relative to the Fire Department Orientation which was
given at the meeting.
Public Works & Environmental Concerns Committee - Trustee Bill Ware,
Chairperson
Trustee Bill Ware, Chairperson of the Public Works & Environmental
Concerns Committee, noted that a joint meeting had been held with the
Finance & Administration Committee. The committees reviewed the
Water Rate Study. The committees met jointly last year and reviewed a
proposed increase to water rates.

IX. Village Manager/Village Board/Village Clerk Comments
Village President Keith Giagnorio noted that a reception had been held
for the newly-elected Trustees before the Village Board Meeting. He
welcomed the new Trustees to the village Board.
Village Clerk Sharon Kuderna read the following:
We are celebrating Lilac Time in Lombard from May 1 - 19!
Some of the highlights over the next two weeks include…
· The May 4th Lilac Queen Coronation to be held this Saturday, at
1pm, in Lilacia Park. The public is invited to attend.
· The Lilac Time Arts & Craft Fair is taking place the following day
on Sunday, May 5th in downtown Lombard from 10am until 4pm
· An opportunity to purchase lilacs will be held at the annual

Lombard Garden Club’s Lilac Bush & Plant Sale at Lilacia Park
on May 8, 9 & 10. Details are on the Lilac Time website
· The newly crowned Lilac Queen and her court will be in

contact the Lombard Chamber for tickets

Ordinances on First Reading (Waiver of First Requested)
D. 190146 PC 19-06; Connect 44 1464-1514 S. Main Street (Manor Hill School
and Glenn Westlake Middle School) and Finley Road and 16th
Street (Four Seasons Park)
A recommendation from the Plan Commission relative to the following
zoning actions on the subject property located within the CR
Conservation Recreation District:
1. Approve a conditional use for a new planned development with the
following companion variations and deviations from the Zoning Ordinance
(Section 155 of the Village Code):
a. A deviation from Section 155.404(G) of the Village Code to allow a
building height of forty-two feet (42’) where a maximum of thirty feet (30’)
is permitted;
b. A variation from Section 155.706(C)(1) of the Village Code to reduce
the required perimeter parking lot landscaping for a parking lot that
crosses a property line; and
c. A variation from Section 155.224(A)(3) of the Village Code to allow

four roof mounted small scale wind energy systems on a property where a
maximum of one roof mounted small scale wind energy system is
permitted.
2. Approve the following variations to the Sign Ordinance (Section 153 of
the Village Code):
a. A variation from Section 153.210(E) of the Village Code to allow for an
automatic changeable copy reader board of twenty-four (24) square feet
where sixteen (16) square feet is permitted;
b. A variation from Section 153.501(B)(5)(b) of the Village Code to allow
for a freestanding sign of seventy-eight (78) square feet where fifty (50)
square feet is permitted;
c. A variation from Section 153.501(B)(5)(f) of the Village Code to allow a
setback of twenty (20) feet from a major arterial street where freestanding
signs must be at least twenty-five (25) feet from the right-of-way;
d. A variation from Section 153.218(B) of the Village Code to allow for
informational signs of twenty-six (26) square feet where six (6) square
feet is permitted; and
e. A variation from Section 153.218(C) of the Village Code to allow for
informational signs of six (6) feet in height where four (4) feet in height is
permitted.
3. Grant site plan approval authority to the Lombard Plan Commission
pursuant to Section 155.511 of the Village Code. (DISTRICT #3)
This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

Request for a waiver of bids and award of a contract to Globe
Construction, Inc. in the amount of $329,667.37. The original contract
was bid through the Municipal Partnering Initiative (MPI) by the Village of
Woodridge. Staff is requesting to exercise the first year of a potential two
(2) year extension. (DISTRICTS - ALL)
