I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 16, 2019 in the Board Room
of the Lombard Village Hall was called to order at 7:00 p.m. by Village
President Keith Giagnorio. The Lombard Police Honor Guard posted
the Colors and led the Pledge of Allegiance.

190203 Recognition - Glenn Westlake Band
Nick Martin, Glenn Westlake Band Director, spoke about the Glenn
Westlake Middle School band being chosen to perform at a ceremony in
Springfield. He spoke of the tradition of music excellence at the school.
190204 Proclamation - Lilac Queen and Her Court
This proclamation was presented to the Queen and Her Court at the Lilac
Ball.
190212 Proclamation - National Police Week
Village Clerk Sharon Kuderna read the proclamation for National Police

Week.
Chief of Police Roy Newton thanked the Village Board and Village
Manager for their support. He spoke of a total of 43 officers across the
country who had been killed in the line of duty over the last year. In Illinois
we have lost four Chicago Police Officers, three State Troopers and one
Kane County Sheriff's Deputy.
190213 Proclamation - Emergency Medical Services Week
Village Clerk Sharon Kuderna read the proclamation for EMS Week.
Deputy Fire Chief Ray Kickert thanked the Village Board for their
support.

A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Ware, that the minutes of the regular meeting of May 2, 2019 be approved. The

Village Clerk Sharon Kuderna read the following announcements:
We are celebrating Lilac Time in Lombard from May 1 - 19! There is still
time to enjoy activities in Lombard. To learn more about all of these
great events and more happening in the Lilac Village over the next few
days, visit the Lilac Time website at LombardLilacTime.com
The Lilac Parade steps off from Main and Wilson this Sunday, May 19th
at 1:30 pm and will be heading north on Main Street and then east on
Maple. Village staff is currently monitoring the forecast for Sunday. If
severe weather creates impacts on the parade or the parade schedule,
this information will be posted on the websites and social media of the
Parade Committee and Village of Lombard.
Friday, May 17 from 5:00 am until noon the Lombard Police Department
will participate in Cop-on-Top, a fundraiser and means of bringing
awareness to the athletes who participate in Special Olympics. Stop at
any of the three Dunkin Donut stores (Main Street, North Avenue, and
Yorktown) and show support for our Police Officers and our Special
Olympics athletes.
The Village’s Memorial Day Ceremony is scheduled for Monday, May
27th at 10 AM at the Lombard Common Park Sunken Garden. Please
note the new start time for the ceremony at 10 a.m. Join us as we
remember those who serve our country and keep our country safe. More
information can be found at villageoflombard.org/memorial day
Village Offices will be closed on Monday, May 27th in recognition of
Memorial Day.
As per direction taken by the Village Board at the regular meeting of
November 28th, the first regular Village Board meetings in June, July and
August have been cancelled. A special commemorative Village Board
meeting in recognition of the Village’s 150th birthday will be scheduled
on August 1st (time to be determined) and held at the Maple Street
Chapel. This will be followed by an ice cream social at the gazebo

located on the Historical Museum property, 23 W. Maple. The next
Village Board meeting will be June 20th.
VIII Consent Agenda
.
Village Manager Scott Niehaus indicated he had two Trustees inquire
about two items on the Consent Agenda and he wanted to provide the
following clarification:
Consent item D (PC 17-01: Oakview Estates Phase II): Village Manager
Niehaus noted that this matter was approved in 2017, and the ordinance
requires that work commence within twelve months or the developer
needs to request a time extension. In this case, work has not begun and
one of the owners is in the process of buying out the other owner's
portion, so an extension of time is requested to allow for that process to
be completed before moving forward with the development.
Trustee Foltyniewicz asked if permits had been issued.
Village Manager Niehaus indicated that permits had not been issued. If
permits had been issued, the developer would need to pay an additional
fee, but with no permits issued, this is merely a time extension request.
Consent item L-2 (Written Design Standards for Small Wireless
Facilities): Village Manager Niehaus noted this Resolution approves
standards by which wireless antennas can be affixed to certain Village
property such as traffic signals, street lights, etc. The Village cannot deny
the request for these antennas, but can regulate standards. He also
wanted to clarify that these are not red light cameras.

Requesting approval of an Ordinance extending the time period to start
construction of the proposed project for an additional twelve month period

obsolete to include two (2) four drawer file cabinets, seven (7) bicycles,
one (1) Eaton UPS (Uninterruptable Power System; battery back-up) one
(1) Nikon 35 mm camera, with case and two telephoto lenses, two (2)
electronic scales and one (1) Panasonic cassette tape dictation kit in
case.

Services, Inc. in the amount of $1,415,003.61. Although this item was bid

due to advertising in the Daily Herald as per Municipal Partnering Initiative
guidelines, as opposed to the Lombardian as per the Village of Lombard
