I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, November 21, 2019 in the Board
Room of the Lombard Village Hall was called to order at 7:00 p.m. by
Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

190457 2019 Presentation of the William J. Mueller Lombard Heritage
Award
Jason Sanders of the Lombard Historic Preservation Commission
announced the recipient of the Lifetime Achievement Award Dr. Thomas
Scott and the Leadership/Stewardship Award Tom and Cynthia
Masterson.
Village President Keith Giagnorio thanked and congratulated both
recipients and spoke of the importance of preservation in the Village.
Tom Scott talked about being asked to assist at the Maple Street Chapel
and falling in love with the Chapel and its heritage being an integral part
of the community. He thanked everyone for their support of the Chapel.
Tom Masterson noted that he grew up in Lombard, and he and his family
are privileged to be a part of the community and preserving Lombard's

rich heritage.
Rita Schneider spoke of the Historic Commission's continued efforts to
help preserve the history of the Village of Lombard and thanked both
recipients for being an important part of preserving Lombard.
Trustee Reid Foltyniewicz talked bout being at a Men's Retreat in
Canada and Tom Scott staying up until 3:00 am telling stories.
Tom Scott noted that he had turned 90 three days ago.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Andrew
Honig, that the minutes of the Regular Meeting of November 7, 2019 be
approved. The motion carried by the following vote:

Trustee Reid Foltyniewicz, Chairperson of the Finance & Administration
Committee, reported the committee met and reviewed the 2020 Risk
Management and Insurance Renewal Program presented by Mike
Nugent, the contract for extension of banking services, and began the
review of the FY 2021 budget. The December Finance & Administration
Committee meeting is cancelled.

VII. Village Manager/Village Board/Village Clerk Comments
Village Manager Scott Niehaus asked the Village Board if they were in
concurrence with the staff recommendation to change the January 2020
Village Board meetings to the second and fourth Thursdays (January 9th
and January 23rd) in lieu of the first and fourth Thursdays (January 2nd
and January 16th) and if the Village Board concurred with the
recommendation to cancel the first Village Board meetings in June, July
and August as has been the past practice. If the Board concurred, formal
action will be added to the December 5th agenda.
Village Clerk Sharon Kuderna read the following announcements:
The Village’s Free Leaf Pick-up runs through December 13th. Residents
can place an unlimited number of paper bags full of leaves out for pick-up
on their regular trash pick-up day at no cost. The free leaf pick-up does
not include brush collection. Brush can be placed out for pick-up, but
requires bundling with non-plastic twine and yard waste stickers. Both
free leaf pick-up and yard waste collection in general will end on
December 13th. Visit villageoflombard.org/yardwaste for additional
information.
Thank you to the blood donors who came out despite the cold
temperatures on November 13 and donated blood. One-hundred pints of
blood were collected at Yorktown and the Village Hall at the drive in
recognition and appreciation of our Veterans and in memory of Bill
Mueller. Those one-hundred pints will help save three-hundred lives.
Over the years nearly 15,500 pints of blood have been donated saving
nearly 46,000 lives (more than the population of Lombard)!!! Donate
blood - it is the gift of life. The next blood drive is scheduled for January
15, 2020.

Village offices will be closed on Thursday and Friday, November 28th
and 29th in observance of the Thanksgiving holiday. The Police
Department will step up its patrol during the upcoming holiday. Motorists
are urged to buckle up, not text or use cell phones while driving and to
Drive Sober, or Get Pulled Over. On behalf of the Village Board and staff
we want to wish each and every one a happy and safe Thanksgiving
holiday.
The Lombard Fire Department Toy Drive has kicked off and donations of
new, unwrapped toys or baby supplies can be dropped off at the fire
stations (50 E. St. Charles Road and 2020 S. Highland Avenue), the
Village Hall, or Schroeder’s Ace Hardware (837 S. Westmore Avenue).
The Toy Drive culminates with the Toy Parade scheduled for 10:30 am
on Saturday, December 14th starting from Station 45 at 50 E. St.
Charles Road and proceeding south on Main Street to Glenbard East
High School. Donations will be collected along the parade route and will
benefit local families who are in need this holiday season making their
holiday a little bit brighter.
Also mark your calendars for Jingle Bell Jubilee and the tree lighting at
Lilacia Park on Saturday, December 7 from 4:30 pm - 8:30 pm with the
tree lighting at 5:30 pm. This event invites all to come and enjoy the
many activities downtown and at various locations such as the Historical
Society, the Helen Plum Library, the Maple Street Chapel, Calvary
Episcopal Church, and Lombard Bible Church. Check the Village

Committee to approve an ordinance amending Title IX, Chapter 99 of the
Lombard Village Code in regard to tree planting and removal in
right-of-ways under the jurisdiction of the Village. Staff requests a waiver
of first reading.
This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

E. 190452 Ordinance Declaring Five Village Vehicles as Surplus and
Authorizing Their Sale; and Authorizing the Purchase of Five Ford
Interceptor Utility Vehicles
Request for a waiver of bids and award of a contract to Currie Motors in
the amount of $201,842.00. This item was competitively bid through the
Suburban Purchasing Cooperative (SPC contract #152), a joint
purchasing program in which the Village participates. Staff requests
approval of an Ordinance declaring Village units PP749, PP750, PP751,
PP795 (all 2015 Ford Interceptor Utility Vehicles) and FA1 (a 2010 Ford
Explorer) as surplus and authorizing their sale at public auction, as well
as waiver of first reading.
This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

F. 190456 FY 2020 Salary Ordinance
Ordinance setting rates of pay and salaries for Village of Lombard
employees effective January 1, 2020. Staff recommends waiver of first

G. 190459 Village Equipment To Be Declared Surplus
Ordinance approving the Village Public Works Department's request to
sell and/or dispose of surplus equipment as more specifically detailed in
Exhibit "A" attached to the Ordinance, to be sold at auction, sold for
scrap, or recycled as this item has extended beyond its useful life or is

obsolete, to include one (1) 2000 CAT generator. Staff requests waiver

H. 190329 Text Amendments to Section 150.142 of Village Code: Time Limits
for Building Permit
The Board of Building Appeals (BOBA) recommends approval of the
proposed amendments to Section 150.142 of the Village Code to correct
and clarify the processes for permit renewals and time extensions. The
amendments modify the completion time limits for issued building
permits, modifies and clarifies the processes for the time extensions, the
commencement date to start construction and the applicable fees should
a three-year deadline period has passed. (DISTRICTS - ALL)

I. 190451 Text Amendments to Section 150.143 of the Village Code:
Contractor Registration Change From Calendar Year to Annual
The Board of Building Appeals (BOBA) recommends approval of the
proposed amendments to Section 150.143 of the Village Code to
change the effective period for contractor registrations from a calendar
year period to a one-year period from the date the contractor registration
is approved by the Village.

Cafes and Outdoor Seating on the Public Right-of-Way. The
amendments address administrative processing matters as set forth

Committee (ECDC) to approve text amendment to Chapter 110,
Sections 110.40 through 110.99 of the Village Code as it pertains to the
number of temporary event permits per year and the number of days per
temporary event. The amendments also include edits for clarity and the
fee schedule for such temporary event permits. (DISTRICTS - ALL)

constructed and tested in conformance with Village requirements.
