Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, February 6, 2020 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:00 p.m. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Anthony Puccio, Reid Foltyniewicz, Andrew Honig, Dan Militello, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Assistant Director of Community Development Jennifer Ganser Director of Public Works Carl Goldsmith Chief of Police Roy Newton Fire Chief Richard Sander Assistant Village Manager Nicole Arranas Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation 200061 Presentation - Commonwealth Edison Street Light Program Rebate Cynthia Thomas, ComEd representative, spoke about the Village receiving a rebate in the amount of $24,772 as a result of LED Street Light upgrades. Ms. Thomas then spoke about a program called Powering People Campaign which is an initiative dedicated to empowering families and individuals with limited resources with programmatic opportunities to protect themselves against fraud, learn more about their energy bills and saving money. She noted there are companies that try and scam residents into changing their electricity provider, and to be cautious before providing anyone a copy of your electric bill. Approval of Minutes A motion was made by Trustee Anthony Puccio, seconded by Trustee Dan Militello, that the minutes of the rescheduled regular meeting of January 23, 2020 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Anthony Puccio, Reid Foltyniewicz, Andrew Honig, Dan Militello, and Bill Ware VI. Committee Reports Community Promotion & Tourism - Trustee Andrew Honig, Chairperson Trustee Andrew Honig, Chairperson of the Community Promotion & Tourism Committee, reported the committee met and reviewed grants requests for Lombard Ale Fest and the DuPage Preseason Invitational Soccer Tournament. Committee also reviewed the Lombard Cycling event that is planned to return this year. Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson Trustee Reid Foltyniewicz, Chairperson of the Finance & Administration Committee, reported the committee did not meet in January, but will be meeting on February 24th and will be reviewing the FY 2021 budget. Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President Village of Lombard Page 2 Village Board of Trustees Minutes February 6, 2020 No report Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna No report VII. Village Manager/Village Board/Village Clerk Comments Trustee Andrew Honig spoke about the support for the second Lombard Bike Race that brought thousands of cyclists and supporters to Lombard last year. Director of Public Works Carl Goldsmith noted that the resurfacing of Main Street may cause the bike race to use an alternate route, but staff will keep everyone updated. Village Clerk Sharon Kuderna read the following announcement: Snow showers are forecast for this weekend and the Village reminds residents that street parking after 1” of snowfall is not allowed. This allows the Public Works crews the ability to clear the entire road and not delay snow plowing operations. Public Works maintains 148 miles of roadway. This Payroll/Accounts Payable was approved on the Consent Agenda B. 200051 Approval of Accounts Payable For the period ending January 10, 2020 in the amount of $1,860,095.27. This Payroll/Accounts Payable was approved on the Consent Agenda C. 200058 Approval of Village Payroll for the period ending January 18, 2020 in the amount of $902,772.74. This Payroll/Accounts Payable was approved on the Consent Agenda D. 200059 Approval of Accounts Payable For the period ending January 24, 2020 in the amount of $586,728.39. This Payroll/Accounts Payable was approved on the Consent Agenda Village of Lombard Page 3 Village Board of Trustees Minutes February 6, 2020 Ordinances on First Reading (Waiver of First Requested) E. 200055 Amending Title XI, Chapter 112, Section 112.13 (A) of the Lombard Village Code (Alcoholic Beverages) An Ordinance amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code decreasing the number of authorized licenses in the Class "A/B-II-VG" liquor license category by one as a result of Ramey's Bar and Grill LLC d/b/a Ramey's Bar and Grill located at 2370 Fountain Square Drive, Unit B, no longer conducting business. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7775 F. 200056 Amending Title 11, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages An Ordinance amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code increasing the number of authorized liquor licenses in the Class "A/B-I" liquor license category by one, and issuing a Class "A/B-I" liquor license to Sue's Kitchen LLC d/b/a The Desi Accent located at 801 E. Butterfield Road. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7776 G-2. 200068 Amending Title XI, Chapter 123 of the Village Code in Regards to Raffles Within the Village of Lombard. An Ordinance amending Title XI , Chapter 123 (Raffles) of the Lombard Village Code to be compliant with statutory revisions made to the Raffles and Poker Run Act (230 ILCS 15/0.01 et seq.), pursuant to Public Act 101-0109. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7778 G. 200064 101-109 S. Main Street: First Amendment to a Redevelopment Agreement - Holladay Properties Consideration and approval of an Ordinance approving a First Amendment to a Redevelopment Agreement between the Village of Lombard and Holladay Properties. The proposed First Amendment revises the approved site plans to reflect the plans approved by the Village Board on December 5, 2019. Lastly, the First Amendment also includes technical non-substantive corrections and clarifications which track site plan changes as approved by the Village Board on December 5, 2019. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7777 Other Ordinances on First Reading Ordinances on Second Reading Resolutions H. 200047 Portable Generator Receptacle Project, Preliminary Design Engineering (Phase 1) Approving a contract with Christopher B. Burke Engineering, LTD, in an amount not to exceed $27,596.00 for preparation of preliminary design engineering documents related to the improvement of the portable generator receptacle connections at 20 pumping stations throughout the Village's water, sewer and storm water system network. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 6-20 I. 200062 Watermain Evaluation/Rehabilitation Project Change Order No. 1 Approving Change Order No. 1, for a net increase to the contract of $58,445.44. The change order represents a reinstatement of two water services, exploratory excavations, additional traffic control, fire hydrant installation, additional pit excavation, and a credit for two valves. (DISTRICTS #1, #2 & #4) This Resolution was adopted on the Consent Agenda Enactment No: R 7-20 J. 200063 Northern Illinois Municipal Electric Cooperative (NIMEC) Resolution authorizing the Northern Illinois Municipal Electric Cooperative (NIMEC) to serve as the broker for the Village in regard to obtaining bids from electricity providers for water pumping electricity and authorizing the Village Manager or Director of Finance to approve a contract with the lowest cost electricity provider. Such contracts would be brought to the Village Board at the next available meeting for ratification. This Resolution was adopted on the Consent Agenda Village of Lombard Page 5 Village Board of Trustees Minutes February 6, 2020 Enactment No: R 8-20 Other Matters J-2 200066 Geotechnical Engineering Services Request for approval of a professional services agreement with GEI Consultants, in the initial amount of $20,000 (but not to exceed $40,000), for geotechnical engineering services relative to the Rausch Infrastructure, LLC litigation. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda K. 200002 Local Tourism Grant Application 2020 - Lilac Princess Program Approving a grant request from the Lombard Jr. Women’s Club in the amount of $6,500 from Hotel/Motel funds for the Lilac Princess Program. The grant funds support costs related to the production of the 90th Coronation of the Lilac Queen and scholarships awarded to the Court. The program begins in March and culminates on May 17, 2020. This Request was approved on the Consent Agenda L. 200003 Local Tourism Grant Application 2020 - Lilac Time Art & Craft Fair Approving a grant request from the Lombard Chamber of Commerce in the amount of $4,100 in Village Services from Hotel/Motel funds for the Lilac Art & Craft Fair. The grant funds will be used to provide barricades, electric hook-ups and overtime for Police, Fire and Public Works employees. The Art & Craft Fair will take place on May 3, 2020. This Request was approved on the Consent Agenda M. 200004 Local Tourism Grant Application 2020 - Lilac Sale 2020 Approving a grant request from the Lombard Garden Club in the amount of $2,000 from Hotel/Motel funds for the annual Lilac Sale 2020. The grant funds will be used to purchase lilac bushes and trees to be sold during Lilac Time. The Lilac Sale will take place over 3 days, May 7 through May 9, 2020. This Request was approved on the Consent Agenda N. 200005 Local Tourism Grant Application 2020 - Lombard Lilac Festival Parade Approving a grant request from the Lombard Lilac Festival Parade Committee in the amount of $18,000 from Hotel/Motel funds for the Lilac Festival Parade. The grant funds will be used to fund the honorarium and expenses related to the production of the parade. The grant also supports additional funding for Village services which include Police and Public Works overtime, barricades and supplies. The Lombard Lilac Festival Parade will take place on May 17, 2020. Village of Lombard Page 6 Village Board of Trustees Minutes February 6, 2020 This Request was approved on the Consent Agenda O. 200060 Institute Day for Village Administrative Offices Request Board concurrence in the closing of Village, Public Works and Fire Administrative Offices on President's Day to allow for training for employees as well as a computer software switchover.
