I. Call to Order and Pledge of Allegiance
The Special Meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, October 1, 2020 in the Board
Room of the Lombard Village Hall was called to order at 6:00 p.m. by
Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

the Village Board for action in November.

Trustee Reid Foltyniewicz congratulated the Chamber of Commerce on

another great golf outing event. He noted that the Lombard team tied for
first place, however they were missing Trustee Bill Ware at the event.
Assistant Village Manager Nicole Aranas noted that beginning with the
October 15th Village Board meeting, the meetings will revert back to the
7:00 pm start time. The Village's Emergency Declarations will expire,
however ordinances will be prepared for the Village Board's
consideration relative to any of the Emergency Declarations that will
need to continue and will be adopted by ordinance.
Village Clerk Sharon Kuderna read the following announcements:
The Lombard Fire Department and Lombard Firefighters Union 3009 will
once again be hosting their annual pink t-shirt fundraiser to raise
donations for Bhorade (bo-radee) Cancer Center at Good Samaritan
Hospital. Shirts are $15 and available in multiple sizes. To learn more
about this local cause and to order, contact Firefighter/Paramedic Bob
Hopper at LFDPINK@yahoo.com or online at villageoflombard.org

distribution of more than $675 billion in federal funds, grants, and support
to states, counties, and communities are based on census data.
Ensuring a complete count for Illinois and Lombard is critical for
appropriate funding. It only takes a few minutes to complete the census

been extended to October 5. Please do your part be completing the

Tattoo Studio
The Plan Commission transmits its recommendation to approve the
petitioner's request of a zoning conditional use pursuant to Section
155.417(G)(2)(b)(xiv) of the Lombard Village Code to allow for a tattoo
studio to operate on the subject property located within the Roosevelt
Road Corridor B4A District. (DISTRICT #2)

E. 200301 Text Amendments to Section 150.142 of the Village Code: Time
Limits for Building Permits (Pandemic)
On September 7, 2020, Executive Order No. 2020-16 was approved,
which recognized the challenges brought forward by COVID-19 as it
pertains to timelines for construction completion as set forth within
Section 151.142 of the Village Code. The Ordinance provides for an
additional ninety (90) day time extension for all building permits issued
prior to October 12, 2020. (DISTRICTS - ALL)

Citations for Vehicular Equipment Related Violations
Recommendation from the Public Safety & Transportation Committee to
adopt an ordinance amending Section 73.09 of the Lombard Village
Code to allow Police Officers to issue compliance citations to motorists
for vehicular equipment violations under local ordinance.

G. 200269 Ordinance Amending Section 97.200 of the Lombard Village
Code Relative to Oversize/Overweight Truck Permits
Recommendation from the Public Safety & Transportation Committee to
adopt an ordinance amending the Lombard Village Code Section
97.200 increasing truck permit fees and streamlining the overweight truck
permit process by reducing the overall number of permit categories, as
well as bringing the ordinance language into compliance with the Illinois
Compiled Statutes.
This Ordinance was passed on second reading on the Consent Agenda

Service Company, Inc. approved by the Village Board of Trustees at the

J. 200297 North Avenue Standpipe Rehabilitation Project
Request for a waiver of bids and award of a contract to Utility Service
Company, Inc. for the North Avenue Standpipe Rehabilitation project in
the amount of $1,303,294.00 subject to the terms and conditions set forth
in the Master Services Agreement between the Village of Lombard and
Utility Service Company, Inc. approved by the Village Board of Trustees
at the September 5, 2019 meeting. (DISTRICT #1)

Hospital Temporary Location
Lombard Veterinary Hospital (LVH) is seeking a Special Event Permit to
allow the business to move into a temporary location at 1300 S. Main
Street Units D and E, for a period of up to 90 days. LVH is in the process
of securing the commercial tenant space at 1300 S. Main Street Units D
and E for a temporary clinic location due tornado damage at their current
location. (DISTRICT #2)
This Request was approved on the Consent Agenda
L. 200296 Re-appointments: Board of Fire & Police Commissioners, Board
of Local Improvements, Plan Commission and Zoning Board of
Appeals
Request for concurrence in the re-appointment of Kyle Dolan to the Board
of Fire & Police Commissioners for a three-year term to May 2023;
re-appointment of Sharon Kuderna and Molly O'Toole to the Board of
Local Improvements for two-year terms to May 2022; re-appointment of
Martin Burke, Leigh Giuliano and Bill Johnston to the Plan Commission
for four-year terms to May 2024; and the re-appointment of Ed Bedard to
the Zoning Board of Appeals for a five-year term to May 2025.

The Economic and Community Development Committee (ECDC)
transmits for your consideration its recommendation regarding the
above-referenced discussion on humane animal regulations. The
Resolution supports the State of Illinois and DuPage County in
Village of Lombard Page 6

proceeding with additional efforts to provide for the safe keeping of
animals at breeding facilities and at pet shops. (DISTRICTS - ALL)
Director of Community Development Bill Heniff provided a brief overview
of the history of this matter and the recommendation from the ECDC.

NOTICE IS HEREBY GIVEN THAT THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LOMBARD WILL HOLD A SPECIAL VILLAGE BOARD MEETING ON
THURSDAY, OCTOBER 1, 2020, AT 6:00 P.M. AT THE LOMBARD VILLAGE HALL,
BOARD ROOM, 255 EAST WILSON AVENUE, LOMBARD, ILLINOIS.
NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of the Disaster Declaration issued by the Governor of the State of Illinois
relative to the COVID-19 pandemic, the Village President has determined that an
in-person meeting of the Village Board, or a meeting conducted under the Open
Meetings Act requirements, relative to a quorum of the members of the Village Board
having to be physically present at a meeting when some members of the Village
Board are participating remotely, is not practical or prudent because of the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and
modified by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52 and
2020-55, which suspend the requirement of the Illinois Open Meetings Act requiring
in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Village Board may be
participating in the meeting through a virtual meeting platform.
Physical attendance at this public meeting will be capped to a maximum capacity of
50 persons in total, inclusive of Village officials, staff and consultants (whose
physical attendance will be given precedence), with strict social distancing
requirements in place. While the public is welcome to attend the meeting, and
provide comments, in person, given capacity limitations and the COVID-19 pandemic,
residents are invited to view and participate remotely through the means offered
below. Residents may view the meeting live on television, at Comcast Channel 6 or
AT&T Channel 99, or on online at www.villageoflombard.org/220/view-meetings-live.
Public comments may be submitted in advance of the meeting on the Village website
at www.villageoflombard.org/publiccomment, via email to
communications@villageoflombard.org or by calling and leaving a voicemail at
(630)620-5929. The Village requests that written comments be submitted to the
Village by 4:00 p.m. on Thursday, October 1, 2020. Notwithstanding this request, all
written comments received before the public comment portion of the agenda will be
read into the public meeting record.
Individuals who wish to speak during the live meeting, other than in person, or wish
to listen to the meeting by telephone should contact the Village by 5:00 p.m. on
Thursday, October 1 by calling (630) 620-5929, on the Village website at
