The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, November 19, 2020 in the Board
Room of the Lombard Village Hall via zoom was called to order at 7:00
pm by Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

Economic/Community Development Committee - Trustee Anthony Puccio,

Trustee Anthony Puccio, Chairperson of the Economic & Community
Development Committee, reported ECDC met on November 9th. The
committee approved two grants associated with the new Nacho Rita
Restaurant, which will occupy the tenant space at 14 W. St. Charles
Road. The ECDC approved a Downtown Retail Business Grant for
eligible internal build-out work and approved a Downtown Renovation &
Improvement Grant for a new sign, door and exterior work. As each of
these grants were for less than $10,000, no Village Board action is
needed. The owners are Lombard residents and the grants will improve
the vacant property. The next meeting of the ECDC will be on December
14, 2020.

VII. Village Manager/Village Board/Village Clerk Comments
Village Clerk Sharon Kuderna read the following announcements:
The Village’s Blood Drive held on November 11th honoring our Veterans
and remembering former Village President Bill Mueller was a huge
success with 111 pints of blood collected. That blood will help save 333
lives. Be a hero - donate blood. It saves lives! The next blood drive is
scheduled on December 16th from 9:30 am until 2:30 pm at Yorktown
Center. Thank you donors.
The Village’s 6-week, free, fall leaf collection begins on Monday,
November 9th and ends December 18th. During this time, residents can
fill an unlimited number of paper bags with leaves, for free collection on
their regularly scheduled waste management pick up day. This collection
applies only to leaves; bundled brush requires stickers. All yard waste
collection ends on December 18th and will begin again in the spring.

approval recommendation regarding the petitioner's requests for a
variation from Section 155.407(F)(3) of the Lombard Village Code to
reduce the required interior side yard setback from six feet (6’) to two feet
(2.0’) for the subject property located within the R2 Single-Family

at 2277 S. Grace Street (GrayStar/Elan Apartments). All public
improvements were designed, constructed and tested in conformance

H. 200350 Street Lighting LED Replacement Project
Request for a waiver of bids and approval to purchase 132 LED light
fixtures from Graybar Electrical in the amount of $29,795.46. This
purchase will be done through the US Communities contract, which the
Village is a member of. This project is also eligible for a rebate up to
$16,326.76 through the ComEd Energy Efficiency program.

Request for a waiver of bids and award of a contract to Beary Landscape

Management in the amount of $61,400.00. This is the first of two possible

J. 200376 Village Hall A/C Condenser Replacement
Request for a waiver of bids and award of a contract to Season Comfort
in an amount not to exceed $59,850.00. Season Comfort is currently
under contract with the Village for the HVAC maintenance for Village
facilities. (DISTRICT #6)

Providing for the levy and assessment of taxes for the fiscal year
beginning January 1, 2020 and ending December 31, 2020 in the amount
of Ten Million Four Hundred Fifteen Thousand Six Hundred Fifty Eight
Dollars ($10,415,658). For the owner of a $300,000 house, the increase
will be approximately $6.73. The Finance and Administration Committee
voted unanimously to recommend the statutorily permissible 2020 tax levy
to the President and the Board of Trustees.

A motion was made by Trustee Bill Ware, seconded by Trustee Anthony
Puccio, that the Ordinance approving the Village of Lombard Budget
Ordinance for Fiscal Year 2021 (January 1, 2021 through December 31, 2021) be
passed on second reading. The motion carried by the following vote:

NOTICE IS HEREBY GIVEN THAT THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LOMBARD WILL HOLD A REGULAR VILLAGE BOARD MEETING
ON THURSDAY, NOVEMBER 19, 2020, AT 7:00 P.M. AT THE LOMBARD VILLAGE
HALL, BOARD ROOM, 255 EAST WILSON AVENUE, LOMBARD, ILLINOIS.
NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of the Disaster Declaration issued by the Governor of the State of Illinois relative
to the COVID-19 pandemic, the Village President has determined that an in-person
meeting of the Village Board, or a meeting conducted under the Open Meetings Act
requirements, relative to a quorum of the members of the Village Board having to be
physically present at a meeting when some members of the Village Board are
participating remotely, is not practical or prudent because of the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and modified
by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52, 2020-55, 2020-59,
and 2020-71 which suspend the requirement of the Illinois Open Meetings Act requiring
in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Village Board may be participating
in the meeting through a virtual meeting platform.
Physical attendance at this public meeting will be restricted solely to specified Village
officials, staff and consultants. Residents may view the meeting live on television, at
Comcast Channel 6 or AT&T Channel 99, or on online at
www.villageoflombard.org/220/view-meetings-live.
Public comments may be submitted in advance of the meeting on the Village website at
www.villageoflombard.org/publiccomment, via email to
communications@villageoflombard.org or by calling and leaving a voicemail at
(630)620-5929. The Village requests that written comments be submitted to the Village
by 5:00 p.m. on Thursday, November 19, 2020. Notwithstanding this request, all written
comments received before the public comment portion of the agenda will be read into the
public meeting record.
Individuals who wish to speak during the live meeting, or wish to listen to the meeting by
telephone should contact the Village by 6:00 p.m. on Thursday, November 19 by calling

The physical attendance restrictions in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing and the
