NOTICE IS HEREBY GIVEN THAT THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF LOMBARD WILL HOLD A REGULAR VILLAGE BOARD
MEETING ON THURSDAY, DECEMBER 17, 2020, AT 7:00 P.M. AT THE LOMBARD
VILLAGE HALL, BOARD ROOM, 255 EAST WILSON AVENUE, LOMBARD,
ILLINOIS.
NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of the Disaster Declaration issued by the Governor of the State of Illinois
relative to the COVID-19 pandemic, the Village President has determined that an
in-person meeting of the Village Board, or a meeting conducted under the Open
Meetings Act requirements, relative to a quorum of the members of the Village
Board having to be physically present at a meeting when some members of the
Village Board are participating remotely, is not practical or prudent because of
the disaster.
Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and
modified by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52,
2020-55, 2020-59, 2020-71 and 2020-74 which suspend the requirement of the
Illinois Open Meetings Act requiring in-person attendance by members of a
public body during the duration of the Gubernatorial Disaster Proclamation,
members of the Village Board may be participating in the meeting through a
virtual meeting platform.
Physical attendance at this public meeting will be restricted solely to specified
Village officials, staff and consultants. Residents may view the meeting live on
television, at Comcast Channel 6 or AT&T Channel 99, or on online at
www.villageoflombard.org/220/view-meetings-live.
Public comments may be submitted in advance of the meeting on the Village
website at www.villageoflombard.org/publiccomment, via email to
communications@villageoflombard.org or by calling and leaving a voicemail at
(630) 620-5929. The Village requests that written comments be submitted to the
Village by 5:00 p.m. on Thursday, December 17, 2020. Notwithstanding this
request, all written comments received before the public comment portion of the
agenda will be read into the public meeting record.
Individuals who wish to speak during the live meeting, or wish to listen to the
meeting by telephone should contact the Village by 6:00 p.m. on Thursday,

The physical attendance restrictions in place for this meeting have been adopted
to comply with Governor Pritzker’s Executive Orders regarding social distancing
and the need to maximize residential self-isolation to slow the spread of
COVID-19 to the greatest extent possible.

The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, December 17, 2020 in the Board
Room of the Lombard Village Hall via zoom was called to order by
Village President Keith Giagnorio at 7:00 p.m. Trustee Bill Ware led the
Pledge of Allegiance.

Community Relations Committee - Trustee Dan Militello, Chairperson
Trustee Dan Militello, Chairperson of the Community Relations
congratulated the Senior Man and Senor Woman of the Year and
provided the following on each:
The 2020 Senior Man of the Year is Dennis Jensen. Dennis served his
country in the armed forces and continues to serve the Lombard
community by dedicating his time as the Commander of the VFW Lilac
Post 5815. Dennis, who has lived in Lombard for 45 years, has also
served on the planning committees for the Village’s Veteran’s Day and
Memorial Day Events. Dennis is very active with Sacred Heart Catholic
Church and is a member of the German Fest Committee. He has also
been a Past Grand Knight of Father Boecker Knights of Columbus
Council 6090. Dennis and his wife Frances have been married for 48
years and raised their three children in Lombard.
The 2020 Senior Woman of the Year is Carol Anderson. Carol’s family
moved to Lombard in 1948 and she has been a Lombard resident for 72
years. As a child, Carol remembers walking through the clay pits on her
way to Hammerschmidt School. Carol was nominated for her support of
the Lombard community, where she raised her two children with her late
husband, Glen. As one of the founding members of the Lombard
Christmas Mart, Carol helped organize this beloved community tradition,
11 years ago. She currently runs the sewing and quilting group at St.
John’s Lutheran Church, where she makes masks for donation.
Nominees also included Ron Adams, Ed Seagraves, and Sue Balsamo.
Trustee Militello also congratulated that Dr. Paul Meyer on his upcoming
retirement after serving the Lombard community for forty years.

Development Committee, reported:
At Monday night’s Economic and Community Development Committee
meeting, the members discussed an economic incentive request for the
property at 600-690 E. Butterfield Road and known as the former
Northern Seminary Property. The proposed contract purchaser,
Hoffmann 600 Lombard LLC, is seeking an incentive to redevelop the
property for a mixed-use commercial/residential development. The
Committee reviewed the request relative to the provisions of the Village’s
previously approved Economic Incentive Policy, discussed the specifics
of the request and considered the review of the request by the Village’s
consultant Kane McKenna & Associates.
By a unanimous vote, the ECDC recommended that staff work with
Village Counsel and Hoffmann to finalize the terms of an incentive
agreement based upon the parameters set forth within the staff report
and the Kane McKenna review, with any agreement to not exceed
$27,500,000 in performance based eligible reimbursement costs
derived over a sixteen (16) year period, whichever comes first.
The Economic Incentive Request, when ready, would be scheduled for
consideration by the Village Board in January, 2021.
The next meeting of the ECDC will be on January 11, 2021.

Village President Keith Giagnorio on behalf of the Village Board and
staff wished everyone a very Merry Christmas and Happy New and noted

that everyone is looking forward to 2021 and hopefully some normalcy to
our lives now that a COVID-19 vaccine is being released.
Village Clerk Sharon Kuderna read the following announcements:
Residents looking to donate items this holiday season, are encouraged
to donate directly to local charities including the Lombard/Villa Park
Food pantry, the Teen Parent Connection, and the Outreach House.
Village Offices will be closed on December 24th and December 25th for
Christmas and on January 1st for New Year’s Day.
Do you have unwanted or broken holiday lights? You can recycle them. A
holiday light recycling bin is available in front of Public Works, through
January 18th.
Lombard Police are reminding residents to follow the “9 p.m. routine” to
help prevent thefts. Remove valuables from your car, lock your vehicle
and home windows, and turn on your exterior lights - every night.
Extra police are on the road, cracking down on impaired driving during
the holidays. Drive sober or get pulled over - and buckle up Lombard!
The Village Board and employees of the Village of Lombard, are wishing
everyone a happy holiday season and all the best in the New Year.

Extension
Pursuant to Section 155.417(G)(2)(b) of the Village Code, the petitioner
is requesting approval of an Ordinance extending the time period to start
construction of a proposed Storage center. The time extension will be for
an additional twelve month period until March 5, 2022. (DISTRICT #6)
This Ordinance was waived of first reading and passed on second reading with

Recommendation from the Village's Risk Management Consultant, Mike
Nugent, to contract with Travelers for liability insurance, Chubb for
property insurance and Safety National for work comp insurance resulting
in a 32% increase in the Village's insurance premiums versus the
proposed 80% increase as proposed by the current insurance carrier.
The Finance & Administration Committee unanimously approved this
recommendation.
