Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, June 17, 2021 in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Bob Bachner, seconded by Trustee Andrew Honig, that the minutes of the Regular Meeting of May 20, 2021, the minutes of the Special Meeting of May 27, 2021, the minutes of the Special Meeting of June 3, 2021 and the minutes of the Special Meeting of June 5, 2021 be approved. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson Trustee Bernie Dudek, Chairperson of the Community Promotion & Village of Lombard Page 1 Village Board of Trustees Minutes June 17, 2021 Tourism Committee reported the following: committee met on June 1st; met members and in the process of speaking with each of them privately to gauge interest in remaining on the committee as their terms are currently expired. There are (as of now) 2 openings that will need to be filled. Beth Marchetti with the DuPage Convention and Tourism Bureau gave us an update on hospitality and tourism in DuPage County, as well as her thoughts on what we might expect as we emerge from the pandemic. Committee conducted a mid-year review of the 2021 Hotel/Motel Tax Budget and discussed the budget outlook and revenue projections relative to pandemic recovery. Preliminary discussion concerning possible American Rescue Plan Funding and the potential to use federal funding to support the hospitality and tourism sector within the Village. The committee will continue to explore funding rules and options for program funds. Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson Trustee Anthony Puccio, Chairperson of the Economic & Community Development Committee, reported the following: The ECDC unanimously recommended to the Village Board to authorize the signature of the Village Manager on the Project Charter associated with a multi-jurisdictional local technical assistance grant that will incorporate economic development, land use, transportation, housing and open space components. To facilitate the planning process, this item has been placed on tonight’s Village Board agenda for approval. A façade grant for a new projecting sign was approved for the property at 18 West St. Charles Road, which is now the Corridor Restaurant. The ECDC supported the concept of Economic Incentive Signage program for project grant recipients. This advertising effort will recognize that the Village’s grant program helped facilitate the underwriting of construction activity that was undertaken as part of the overall project. The members also offered additional branding comments and suggestions that can be incorporated into the larger efforts. Staff introduced a Downtown Lombard Story Map which incorporates past recent economic efforts by property, before and after pictures, and a narrative of the investments. Staff informed the members of the business outreach activities and approach we will be undertaking with the business community as the State moves into Phase 5 (Illinois Restored) Plan. An update was also offered relative to the State of Illinois Humane Care Village of Lombard Page 2 Village Board of Trustees Minutes June 17, 2021 Act that received legislative approval in the State House and Senate and awaits final consideration by the Governor. Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson Trustee Brian LaVaque, Chairperson of the Public Safety & Environmental Concerns Committee, reported the following: The committee met on June 2nd. The Police and Fire Departments presented their monthly annual reports. The July meeting will be cancelled as the committee will be taking time to participate in ride-along with our Police Department. Special thank you to the Fire Department for their efforts to support our neighbors to the north in Rockton, IL that are dealing with a terrible chemical plant fire. The Fire Department sent an EMS unit staffed with 2 off-duty firemen to support Rockton as they worked to getting the fire under control. Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson No report Board of Local Improvements - Trustee Bob Bachner, President No report Lombard Historic Preservation Commission - Village Clerk Liz Brezinski No report VII. Village Manager/Village Board/Village Clerk Comments Village President Keith Giagnorio noted: exciting week for the Village with groundbreakings for two major development projects both on Main Street - Helen Plum Library at 411 S. Main, groundbreaking on June 15th and Lilac Station at 101-109 S. Main groundbreaking on June 17th; thanked Village Board and staff for all of their hard work in getting these projects approved; always receives compliments from developers on Village staff and how great it is to work with the Village of Lombard employees; a lot of great development happening in Lombard; residents are excited to see both of these projects move forward; thank you all; met earlier in the week with the Mayors/Presidents and Village of Lombard Page 3 Village Board of Trustees Minutes June 17, 2021 Managers/Administrators from Elmhurst, Villa Park and Glen Ellyn to get acquainted, provide updates on the communities and their projects as well as reinforce working relationships among the communities. Village Clerk Liz Brezinski read the following announcements: The July 1st Village Board meeting has been cancelled. The next regularly scheduled Board meeting is July 15th. Absent any further State COVID-19 restrictions, the Village plans to host the Fourth of July Fireworks on Sunday, July 4th at Madison Meadow Park. The following weekend, the Village welcomes back Cruise Nights Car Shows and Summer Concerts to downtown Lombard. To help make up for a later start, this year’s lineup has been extended, with the final event scheduled for Saturday, September 4th. Check the Village website for further details. Residents interested in receiving construction alerts and updates regarding the new Lilac Station development in downtown Lombard at 101 S. Main Street, please sign up at www.villageoflombard.org/lilacstationnews. The Village will be sharing updates regarding the new Helen Plum Library project at 411 S. With Fourth of July around the corner, Lombard Police are reminding residents about a most important holiday tradition - driving sober. To help keep our roads safe, Lombard Police will have extra enforcements cracking down on drunk and impaired drivers from June 17 - July 6, including a roadside safety checkpoint on Friday, July 2nd. Thank you blood donors for donating at yesterday’s blood drive. With the urgent call for critically low blood supplies, donors stepped up to the plate and 104 units were collected. This study will include properties within the Villages of Lombard, Oak Brook, Downers Grove and unincorporated DuPage County and will address land use planning, economic development, transit/transportation, housing and open space components. The overall two-year project effort is anticipated to have a project budget of over $160,000 in professional service costs, with the Village of Lombard contributing a pro rata share of the funding in an amount of $10,680.87. (DISTRICT #3) This Request was approved on the Consent Agenda W. 210196 DuPage Managers and Mayors Conference Membership Approval of the annual membership dues to the DuPage Managers and Mayors Conference in the amount of $36,776.40. This Request was approved on the Consent Agenda X. 210200 Power of Attorney and Declaration of Representative - Internal Revenue Service Village of Lombard Page 9 Village Board of Trustees Minutes June 17, 2021 Approval of the filing of IRS Form 2848, entitled “Power of Attorney and Declaration of Representative,” with the Internal Revenue Service, and authorizing the Village President to execute same on behalf of the Village, with Finance Director Tim Sexton, Assistant Finance Director Jamie Cunningham, Accounting Coordinator Jessica Nawracaj, and Accountant Phuong Uhlir set forth therein as the designated representatives of the Village, for purposes of contacting and interacting with the Internal Revenue Service on behalf of the Village. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) A. 210165 Ordinance Amending the Village's Fiscal Year 2020 Budget Ordinance Ordinance providing for an increase of $679,802 to the Capital Projects fund relative to the $2,500,000 reimbursement to the LPFC in regards to Ordinance #7855 RDA, and an increase of $417,682 to the Water and Sewer O&M fund for GWA sewer treatment services over budget by $367,737, engineering services originally budgeted in the Water and Sewer reserve fund for $37,134, and gas for lift/pump stations was over budget by $16,699. Waiver of first reading is requested. (2/3 vote of Corporate Authorities required) A motion was made by Trustee Andrew Honig, seconded by Trustee Dan Militello, that the Ordinance amending the Village's Fiscal Year 2020 Budget Ordinance be waived of first reading and passed on second reading with suspension of the rules.
