Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Village of Lombard Page 1 Village Board of Trustees Minutes August 19, 2021 Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Andrew Honig, Chairperson Trustee Andrew Honig, Chairperson of the Finance & Administration Committee, reported the following: The Committee met on July 26th and reviewed the 2020 annual Comprehensive Financial Report and Management Letter as submitted by Lauterbach & Amen, LLP; the proposed policy relative to Reserves and Stimulus Funds; and a request for reimbursement to the Park District related to expenses incurred for the COVID vaccine clinics. The Village received a great review by the auditors and reviewed policy initiatives. Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson Trustee Brian LaVaque, Chairperson of the Public Safety & Transportation Committee, reported the following: The Committee reviewed a request for stop signs at Berkshire and Lombard; the Board Policy relative to street closures for special events; and Police Department social services efforts. The Committee also concurred with a staff recommendation to purchase Zoll Auto Pulse units for the Fire Department. He thanked the Police Department for the report on the requested stop signs; and the Fire Department for the review and recommendation on the Zoll Auto Pulse units. The Police and Fire Departments provided monthly reports on the departments. The Lombard Police Department received an award for being one of the highest departments in DUI arrests and it was noted that safety our residents and visitors is a high priority. Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson Bob Bachner, Chairperson of the Public Works & Environmental Concerns Committee reported the following: Storm Activity: the area was impacted by several storms containing high winds and heavy downpours; based upon the Village Board Policy for Village of Lombard Page 2 Village Board of Trustees Minutes August 19, 2021 Storm Debris, the Village collected damage from parkway trees; however, private tree debris must comply with the terms of the Waste Management contract for brush disposal. Updates were provided on various construction projects throughout the Village. Board of Local Improvements - Trustee Bob Bachner, President No report Lombard Historic Preservation Commission - Village Clerk Liz Brezinski No report VII. Village Manager/Village Board/Village Clerk Comments Village Clerk Liz Brezinski read the following announcements: The Village is seeking nominations for the 16th Annual Senior of the Year Awards which recognizes outstanding residents who go above and beyond to positively benefit the community. Each year the Community Relations Committee selects a senior man and senior woman from the nominees to receive the awards. Nominees must have an incorporated Lombard home mailing address and be 65 years of age or older. Nominations must include a brief statement of 50 words or less on why the nominee should be considered for the award, as well as a short biography of the nominee. All nominations must be received by 4:30 pm on Friday, August 27th. Village Cruise Nights Car Shows and Summer Concerts final event for the 2021 season is scheduled for Saturday, September 4th from 6:00 to 10:00 pm with the ever-popular American English band scheduled. The Union Pacific Railroad has closed the intersection of Grace and St. Charles Road for northbound and southbound traffic due to crossing repairs through August 27th. A detour route utilizing Main Street is posted. Please check the Village website for information on this project and other construction projects throughout the Village. Mark your calendars for the We Remember Blood Drive on Wednesday, September 8th from 8:00 am until 1:00 pm at Yorktown and at First Church, 220 S. Main from 1:30 pm to 7:00 pm. Be a hero! Donate blood - it saves lives. Village Clerk Liz Brezinski provided the following report: At the July 15th meeting, the Village Board of Trustees and staff discussed 12 current vacancies on Village volunteer Boards, Village of Lombard Page 3 Village Board of Trustees Minutes August 19, 2021 Committees and Commissions. Following the meeting, the Village publicized a call for applications across multiple platforms using traditional media, social media, targeted recruitment to community organizations, and word of mouth communications. To date, the Village has received a total of 44 applications for consideration. The breakdown of applications received to date is as follows: Community Promotion & Tourism 11 applications Community Relations 9 Finance & Admin 2 Plan Commission 7 Public Safety & Transportation 7 PW & Environmental Concerns 5 Zoning Board of Appeals 3 The applications that have been received thus far are being transmitted to each Committee Chair for review and consideration this evening. Moving forward, Committee Chairs, will meet and interview potential applicants and for appointment at an upcoming meeting. Village President Keith Giagnorio noted that prior to the Board meeting a swearing-in ceremony was held to swear-in three new Police Officers as well as swear-in one Officer to the rank of Sergeant and one Sergeant to the rank of Lieutenant. He congratulated the Officers; thanked the officers who retired for their service to the community and the Police Department; and spoke of how proud he is of the Village's first responders. The Plan Commission submits its recommendation to approve a conditional use pursuant to Section 155.420(C)(21) of the Lombard Village Code to allow for a motor vehicle repair business to operate on the subject property located within the I Limited Industrial District. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7974 I. 210209 PC 21-19: 23 W Maple Street - Victorian Cottage Museum, conditional use for a cultural institution (museum) and companion variances The Plan Commission submits its recommendation to approve the following relief for the subject property, located within the R2 Single-Family Residence District: 1. Columbine Avenue The Zoning Board of Appeals submits its recommendation to approve a variation from Section 155.407(F)(1) of the Lombard Village Code to reduce the required front yard setback from thirty feet (30’) to twenty feet (20’) for the subject property located within the R2 Single-Family Residence Zoning District. Village of Lombard Page 6 Village Board of Trustees Minutes August 19, 2021 This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7977 L. 210259 Ordinance Amending the Lombard Traffic Code - Yield Sign to be replaced by Stop Sign Recommendation from the Public Safety & Transportation Committee to approve an Ordinance amending the Lombard Traffic Code (Ordinance 1186) to replace the yield sign at Lombard Road and Berkshire with a stop sign. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7978 M. 210263 Ordinance Authorizing the Disposal of Municipally-Owned Property - Garden Shed/Chicken Coop Approval of an ordinance declaring a garden shed/chicken coop located at 23 W. Maple Street as surplus and authorizing its sale and/or disposal. Arrangements have been made to relocate the coop to Park District property. Staff requests a waiver of first reading. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7979 N. 210264 Ordinance Amending Title 11, Chapter 112, Section 112.18(B) - Alcoholic Beverages Ordinance amending Title 11, Chapter 112, Section 112.18(B) of the Lombard Village Code in regard to alcoholic beverages, providing for the sale and consumption of alcohol in connection with a temporary event within the St. Charles Road (from Main Street to 150 feet west of Park Avenue) and Park Avenue (from Michael McGuire Drive to St. Charles Rd.) public rights-of-way on September 4, 2021 relative to Cruise Nights and the Summer Concert Season Finale. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7980 Other Ordinances on First Reading O. 210252 Tax Levy Ordinance - Special Service Area Number Three Ordinance providing for the levy and assessment of taxes for the Village of Lombard Special Service Area Number Three (SSA #3) in the amount of $9,733.50 for the fiscal year beginning January 1, 2021 and ending December 31, 2021. (DISTRICT #6) Village of Lombard Page 7 Village Board of Trustees Minutes August 19, 2021 This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7984 Ordinances on Second Reading Resolutions P. 210185 Butterfield Road Corridor Plan - CMAP Planning Grant A Resolution approving an Intergovernmental Agreement (IGA) between the Chicago Metropolitan Agency for Planning (CMAP) and the Village of Lombard in order to conduct a Butterfield Road Corridor Planning Study. The Study will also include selected properties within the Villages of Downers Grove and Oak Brook as well as unincorporated DuPage County. Per the IGA, the local contribution for this planning effort will be $24,000 proportionately shared amongst the participating entities on a pro rata basis, with Lombard’s contribution being $10,680.97. This action supplements the action by the Village Board at its June 17, 2021 meeting which authorized the Village Manager to sign a Project Charter relative to the Study. (DISTRICT #3) This Resolution was adopted on the Consent Agenda Enactment No: R 33-21 Q. 210231 Intergovernmental Agreement Between Village of Lombard and Glenbard Township HS District No. 87 Resolution authorizing an Agreement between the Village of Lombard and Glenbard Township High School District No. 87 to provide paramedic services during football games held at the Glenbard East High School for the 2021 football season. (DISTRICT #2) This Resolution was adopted on the Consent Agenda Enactment No: R 34-21 Other Matters R. 210232 Tree Consortium Bid Waiver for Second Purchase Order Request for a waiver of bids and approval to purchase additional trees through the West Central Municipal Conference in an amount not to exceed $68,150.00. This expenditure will begin to address the deficit between increased tree removals since 2019 and the number of trees that were originally scheduled to be planted. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda S. 210251 Pre-Purchase of Little John Digester for Fairview Lift Station Village of Lombard Page 8 Village Board of Trustees Minutes August 19, 2021 Request for a waiver of bids and approval of an agreement with McIntire Management Group, the lowest submitted proposal of two (2) proposals received, in an amount not to exceed $49,704.00. To expedite construction and to minimize construction observation time, the Public Works Department directly solicited proposals from two (2) pre-selected qualified contractors who specialize in these patented technologies. (DISTRICT #6) This Bid was approved on the Consent Agenda T. 210258 Purchase of Four Zoll AutoPulse Units and Equipment Request for a waiver of bids and award of a contract to Zoll Medical Corporation in the amount of $67,759 for the purchase of Four Zoll AutoPulse Units and equipment. Zoll is the sole source provider for the Units and equipment. This Bid was approved on the Consent Agenda U. 210227 2020 Annual Comprehensive Financial Report and Management Letter from Lauterbach & Amen, LLP Concurrence in the recommendation from the Finance & Administration Committee to accept the 2020 Annual Comprehensive Financial Report and Management Letter as submitted by Lauterbach & Amen, LLP. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) A. 210253 Ordinance Amending the Village's Fiscal Year 2021 Budget Ordinance to Distribute the 2019 and 2020 Revenues over Expenditures Ordinance providing for an increase of $3,019,489 to transfer $1,509,744.50 to both the Pension Stabilization Fund and the Building Fund. In addition an increase of $1,509,744.50 is needed to distribute funds from the Pension Stabilization Fund to IMRF ($301,948.90), Police Pension (603,897.80), and Fire Pension ($603,897.80). Waiver of first reading is requested. The remand will be for the Plan Commission to review the amended plans at their September 20, 2021 meeting and offer a new recommendation back to the Village Board of Trustees . (DISTRICT #6) A motion was made by Trustee Andrew Honig, seconded by Trustee Dan Militello, that the request by the petitioner and staff to remand the petition back to the Plan Commission for further review to consider a new site plan be approved.
