Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, September 2, 2021 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 6:00 pm. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson No report Village of Lombard Page 1 Village Board of Trustees Minutes September 2, 2021 Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson Trustee Brian LaVaque, Chairperson of the Transportation & Safety Committee reported the following: The committee met yesterday and reviewed a recommendation from the Police Department relative to the purchase of a drone. The Public Safety Committee reviewed the recommendation and unanimously approved the request. The Police and Fire Departments also provided monthly reports on activities. Village Manager/Village Board/Village Clerk Comments Village Clerk Liz Brezinski read the following announcements: The Village will host its final Cruise Night event of the season on Saturday, September 4th from 6:00 pm -10:00 pm featuring the ever-popular American English Band. Please be advised that due to the popularity of this event St. Charles Road will be closed between Elizabeth and Main Street beginning at 3:00 pm. Come out and enjoy this family-friendly, free event in downtown Lombard. The Lombard Police Department is joining law enforcement agencies Village of Lombard Page 2 Village Board of Trustees Minutes September 2, 2021 throughout the state for the “Drive Sober or Get Pulled Over” Labor Day enforcement campaign. During this period, motorists can expect to see stepped-up impaired driving patrols and seat-belt enforcement, particularly at night when seat-belt usage rates are at their lowest. Speeders and distracted drivers should also be aware. If you are celebrating this Labor Day, remember to designate a sober driver and do not let friends or family members drive under the influence of alcohol or cannabis. Village Offices will be closed on Monday, September 6th in observance of the Labor Day holiday. Offices will reopen at 8:30am on Tuesday, September 7th. The Village is seeking nominations for the 16th Annual Senior of the Year Awards which recognize an outstanding senior man and a senior woman who go above and beyond to positively benefit the community. Nominees must reside in the Village limits and be 65 years of age or older. All nominations must be received by 4:30 pm on Friday, September 10th. Mark your calendars for the We Remember Blood Drive scheduled on Wednesday, September 8th from 8:00 am until 1:00 pm at the lower level of Yorktown outside of Von Maur and at the First Church of Lombard Fellowship Hall, 220 S. Main Street, from 1:30 pm until 7:00 pm. Please remember it takes only an hour to be a hero and save a life- donating blood is safe, simple and does save lives. Be a hero - donate blood. In recognition of the 20th anniversary of the September 11th attack on our country, the Village will hold a Remembrance Ceremony and Dedication of the Public Safety Plaza on Saturday, September 11th at 9:00 am at the Village complex, 255 E. VIII Consent Agenda . Payroll/Accounts Payable A. 210268 Approval of Village Payroll For the period ending August 14, 2021 in the amount of $864,650.15. This Payroll/Accounts Payable was approved on the Consent Agenda C. 210273 Approval of Accounts Payable For the period ending August 27, 2021 in the amount of $565,984.41. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 210239 PC 21-21; 920 E. Roosevelt Road, Enterprise Leasing Company, LLC The Plan Commission submits its recommendation to approve a conditional use pursuant to Section 155.417(G)(2)(a)(iv) of the Lombard Village Code to allow for motor vehicle sales/rental to operate on the subject property located within the B4A Roosevelt Road Corridor District. (DISTRICT #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7982 E. 210270 Village Equipment to be Declared Surplus Ordinance approving the request of the Public Works Department to sell and/or dispose of surplus equipment as more specifically detailed in Exhibit "A" attached to the ordinance, to be sold at auction, sold for scrap, or recycled as these items have extended beyond their useful life or are obsolete to include: one 2016 Police Ford Explorer, serial #1FM5K8AR5GGC26060, deemed a total loss after being involved in an accident with reimbursement to the Village by the insurance company. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7983 Other Ordinances on First Reading Ordinances on Second Reading F. 210252 Tax Levy Ordinance - Special Service Area Number Three Ordinance providing for the levy and assessment of taxes for the Village of Lombard Special Service Area Number Three (SSA #3) in the amount of $9,733.50 for the fiscal year beginning January 1, 2021 and ending December 31, 2021. (DISTRICT #6) This Ordinance was passed on second reading on the Consent Agenda Village of Lombard Page 4 Village Board of Trustees Minutes September 2, 2021 Enactment No: Ordinance 7984 Resolutions Other Matters G. 210272 Windsor Avenue - Plat of Dedication Acceptance of a Plat of Dedication for public right-of-way purposes associated with the construction of the Windsor Place Subdivision. The additional dedication consists of the cul-de-sac bulb portion of Windsor Avenue, which was depicted but not formally dedicated, as a part of the original final plat of subdivision approval by the Village. (DISTRICT #4) This Request was approved on the Consent Agenda H. 210276 Civic Center Reservoir Pipe Support and Ladder Improvements Request for a waiver of bids and award of a contract to Dahme Mechanical, a specialized sole source vendor, in the amount of $78,880.00.
