Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, February 3, 2022 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Andrew Honig, seconded by Trustee Bernie Dudek, that the minutes of the regular meeting of January 20, 2022 be approved. Committee Reports Village of Lombard Page 1 Village Board of Trustees Minutes February 3, 2022 Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson Trustee Bernie Dudek, Chairperson of the Community Promotion & Tourism Committee reported the following: The Community Promotion and Tourism Committee met last Tuesday to complete their review of applications for the 2022 Local Tourism Grant program. The DuPage County Convention and Visitors Bureau presented their application for the 2022 Lombard Cycling Classic. Following the presentation, the Committee voted to recommend approval of grants for the following events in 2022: Lombard Cycling Classic; Lilac Princess Program; Lilac Time Art & Craft Fair; Lombard Lilac Sale; and Lombard Lilac Festival Parade. Grant recommendations and application details on each of the grants will be presented to the Village Board for formal review and approval at the February 17th meeting. Payroll/Accounts Payable A. 220038 Approval of Village Payroll For the period ending January 15, 2022 in the amount of $1,012,034.85. This Payroll/Accounts Payable was approved on the Consent Agenda B. 220039 Approval of Accounts Payable For the period ending January 21, 2022 in the amount of $931,488.26. This Payroll/Accounts Payable was approved on the Consent Agenda C. 220043 Approval of Accounts Payable For the period ending January 28, 2022 in the amount of $972,762.40. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading Ordinances on Second Reading Village of Lombard Page 3 Village Board of Trustees Minutes February 3, 2022 Resolutions D. 220037 Geotechnical Engineering, Construction Material Testing and Environmental Services Contracts Approving professional service contracts with SEECO Consultants, Inc., Rubino Engineering, Inc. and Chicago Testing Laboratory, Inc. (CTL) performing geotechnical engineering, construction material testing and environmental engineering for CIP projects. $51,000 has been budgeted for 2022. Environmental services are provided on an as needed basis. This Resolution was adopted on the Consent Agenda Enactment No: Resolution 09-22 Resolution 10-22 Resolution 11-22 Other Matters E. 210401 Snow and Debris Hauling Contract Request to reject all bids, waive bids and award of contract to Nagel Trucking & Materials in the amount not to exceed $49,000.00. This contract is from February 4, 2022 to December 31, 2022. (DISTRICTS-ALL) This Bid was approved on the Consent Agenda F. 220036 Highland Elevated Tank Perpetual Warranty & Maintenance Agreement Request for a waiver of bids and award of a contract to Utility Service Company, Inc. in the amount of $34,984.00. This is the third year of a three year contract. (DISTRICT #3) This Bid was approved on the Consent Agenda G. 220044 Motion to Waive Bids and Approve a Proposal from Dell for the Purchase of Dell Computers Request for a waiver of bids and approval of a proposal from Dell in the amount of $26,896.50 for the purchase of thirty (30) desktop computers that have reached the end of their lifecycle and need to be replaced. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading A. 220041 2020 Census - Trustee Redistricting Ordinance Ordinance amending the geographical boundaries of the Village of Lombard Trustee Districts based on the 2020 census and discussion of the Village Board at a Special Meeting held on December 2, 2021. Village Manager Scott Niehaus gave an overview of the following power point: Redistricting is the process of redrawing boundaries of voting districts based on populations changes. This occurs every ten years following the U.S. Census and is governed by State law. State law requires no more than a 10% deviation in population from one district to another. This helps ensure that residents have a fair and equal representation on the Village Board. This process only impacts Village of Lombard Trustee Districts, boundaries and maps and does not impact school, park or other district boundary lines. The total population for Lombard increased 1,281 persons to 44,476. Substantial growth was seen in District #3 due to new residential developments in that district. The Village Board held a workshop on December 2, 2021 which included review of the proposed redistricting options. The Board unanimously supported the one proposed option that was presented as it displaced the fewest residents and more closely matched the existing district boundaries. Tonight is the first reading of the ordinance required to pass the proposed new Trustee Districts. The second reading of the ordinance is scheduled for February 17th. The new district boundaries will go into effect upon approval on second reading. Residents impacted by the change in districts would vote for their new Trustee candidates beginning with the 2023 consolidated elections. Village President Keith Giagnorio thanked the staff and Village Board for the open and transparent manner in which this matter was handled. He noted that the redistricting is based on census information and the Village being in compliance with State requirements that no more than a 10% deviation in population from one district to another occur. Village of Lombard Page 5 Village Board of Trustees Minutes February 3, 2022 A motion was made by Trustee Dan Militello, seconded by Trustee Andrew Honig, that the Ordinance amending Title 3, Chapter 30, Section 30.07 of the Lombard Village Code in regard to the boundaries of the six (6) districts used for election of the Village Trustees be passed on first reading.
